HISTORY OF BARANGAY STA.
CRUZ
JOSE PANGANIBAN

• Sta. Cruz is a barangay (village) in the


Philippines’ municipality of Jose
Panganiban, Camarines Norte in the
Bicol Region. It is located in the western
part of Jose Panganiban.
• The adjacent barangays of Sta. Cruz are
Tamisan, San Isidro, Dayhagan, San
Pedro, San Martin, and San Jose.
• Sta. Cruz celebrates fiesta during May 3
in honor to its patron Our Lady of Peace
and Good Voyage.
• It has seven purok of locality
• The 2019 barangay officials of Sta. Cruz:

Mr. Julito Gonzales as the Punong


Barangay and has seven barangay kagawads
which corresponds to the seven purok.

• The municipality of Jose Panganiban was
formerly known as Mambulao, a word
taken from “Mambulawan”, meaning
bountiful in gold. It was renamed to honor
Jose Maria Panganiban on December 1,
1934.
• Mining is known that even before the
colonizers came, Mambulao was already
a flourishing mining town.
• It was the Spaniards, drawn by the rumor
of immense gold deposits in the
Mambulao-Paracale district, who
mastered in exploring the gold mining
potentials of these towns.
• From the 1750s to 1800s, Paracale held
the major Spanish mines, but due to its
closure in the 1970s, its people were
living in desultory gold washing, fishing,
and selling betel nut to Mambulao which
has now become the mining center.

MANTUGAWE
BASUD

• Barangay Mantugawe is a community


situated along the Maharlika highway, a
major transportation system linking the
north to the south. Long ago, this
highway was just a small, rugged and
unasphalted road linking the Poblacion to
the barrio areas.
• Transportation become the major
ingredient in the origins of the name
Mantugawe. It was said that during the
colonial time, people who traverse the
rugged an unasphalted road become
familiar of a huge tree called “Tugawe”
which was once located at the Purok 3
area now.
• Inhabitants of the community, every time
they ride a calesa, would always tell the
driver, “Ibaba mo ako sa may tugawe.”
The phrase :”may tugawe” later become
Mantugawe, at fitting name for the
community where the tugawe tree was as
land mark.
• During the Japanese time (1941-1945),
inhabitants of Mantugawe appointed Mr.
Geronimo Quiñones as the first Cabeza
De Barangay. Later, Mr. Fernando
Chavez suspended Quiñones as the
second Cabeza and served Mantugawe
from 1946-1951. During that time, the
people appointed Mr. Nicolas Quiñones
as the Tenyente del Barrio of the
Barangay.
• In 1956, the people elected Mr. Daniel
Bacer, as Cabeza and set of six councils.

Unfortunately, not even one of them


has accomplishments.
• During the year 1962 – 1968, Rosalio
Lopez was Barrio Kapitan. Under his
tenure, Barangay Mantugawe received
Financial aid from President Ferdinand E.
Marcos. The Barangay used the aid to
purchase 75 areas of barangay lot from
Mr. Geronimo Quiñones.
• In 1969 Pio Domingo Sr. was elected as
new Barrio Kapitan.
• On the day of April 11, 1989, Councilor
Amado Reamnillo was shot and died in
Barangay Binatagan. The turmoil in
Binatagan triggered the migration of its
inhabitants to Barangay Mantugawe to
avoid rebellion. It lead to population
growth of Barangay Mantugawe.
• During the year 1989 – 1994, Mantugawe
undergoes several changes. The
government acted to sustain the several
needs of the batangay.
• During those years, Mantugawe has
erected its multi-purpose pavement
(MPP), the road furnished, the pathways
and the basketball court was constructed.
• In the years of 1994 – 1997 tenure,
Nonila Quiñones succeeded as Barangay
Captain.
• During these years, the officials passed
several resolutions for the welfare of the
people of Barangay Mantugawe.
• On 1995, the barangay purchased two(2)
hectares as barangay site and housing
project.
• Year 1997 election, Nonilia B. Quiñones
was succeeded again as Barangay
Captain. During this years officials
passed several ordinances and
resolutions.
• The barangay has excellent peace and
order status. Barangay health workers
are active in sustaining the nutritional
needs and health of the community.
• Barangay Captain Nonilia Quiñones was
elected for the third time barangay
election in the year 2002.
• Comes, Barangay elections year 2007,
Helen Nolasco was succeeded Barangay
Captain.
• In year 2010, Minerva Dupan succeeded
as Barangay Captain.
• The set of officials continued the
improvement of the barangay until the
end of their term.
• The 2013 elections come again, Minerva
Dupan remain as Barangay Captain and
her new set of officials. Because of some
reasons, the term of their service longer
up to this May 14,2018 elections. In
Barangay Captain, only PB Minerva
Dupan filed so she remained in the
position and the set of new officials who
presently serving now;

• After a long period of time, according to


early ancestors who lived in this
barangay, they went to Lunang-lunang
creek and they found many holes. Many
years has past, constituents named the
place LANGA. Barangay Langa comes
from the word LANGA which means
“hole” (butas-butas).
• After the Spanish time Barangay Langa
was created on May 21, 1953 under the
leadership of Tenyente del Barrio
Dominador Trinidad. Many constituents
used to celebrate “Kaarawan ng
Barangay” every 21st of May.
• Barangay Government of Langa lasted
1953-1967 and it was under the
leadership of Tenyente del Barrio Mr.
Dominador Trinidad and it was composed
of five counsilors as follow:

Mr. Luis Siguenza
• In 1968, there was a barangay election and
the new Barangay Chairman was Mr.
Constancio Barro. The following are the
councillors:

• The following years there was an election
and this year the elected Barangay
Captain was Mrs. Ela B. Bucsit. The

GUBAT

• Long time ago, according to old folks,


during the late 1950’s, Barangay Gubat is
the biggest community of the “so called
Bara” (now the Municipality of Mercedes)
which was former part of Daet.
• The so called Tagongtong (now Barngay
Del Rosario) and San Roque, Mercedes,
while the other parts going down town of
Daet which was created as Barangay VII
and Barangay VIII, has been once formed
parts of Barangay Gubat.
• After a decade, it’s composition has
changed right after the former late Hon.
Cong. Esmeraldo Eco, who passed an
Act that recognizes the creation of the so
called “Bara” as one of the Municipality of
Camarines Norte.
• This change declares its territorial
boundaries. By then, Sitio Tagongtong
and San Roque has been cut off from the
town of Daet for and in consideration of
the creation of the town of Mercedes,
Camarines Norte.
• Again, during the Martial Law on 1972,
the Barangay has suffered when a
Presidential decree becomes a basis of
the creation of having a city or
municipality
• and of having a Barangay Poblacion of
which, once again, the Barangay VII and
Barangay VIII, which has been a parts of
Barangay Gubat has been detached.
• The territorial boundaries or a marker of the
town of Mercedes and Daet Poblacion has
been formed.
• Barangay Gubat remains strong of having it’s
three Districts, the Moreno District with
three(3) Purok named Purok Guyabano,
Purok Ubas and Purok Bayabas, the Gubat
Centro District with one(1) Purok named
Purok Atis,
• while the fast growing population of
Mandulongan District with 1 Sitio/Purok
named Sitio Mandulongan, Purok Tsiko
has created with the guidance and
assistance of the barangay it’s six(6)
Zone has created its own purok and zone
officials working in coordination with their
purok officials and the barangay for its
development as a whole.
• The name “Gubat” has been created from
its real territorial situation rich of different
kinds of fruit bearing trees that gives its
people an idea to name the place as
Barangay Gubat (which means forest). It
has been known then and people make
each and every letter of it as a purok
named after a fruit bearing tree.
• And that’s how the barangay got five
purok. It was named after each letter of
the word G U B A T:
G – Guyabano
U – Ubas
B – Bayabas
A – Atis
T - Tsiko

• Back in the years, the name Barangay


Exciban was based from the words of
“KABIHUG” and “AMERICANS” who
seeks gold mine in the mountains. It is
according to our ancestors that there are
American gold seekers who have passed
by wherein the Kabihugs’ are picking up
materials called BANBAN to make a
fishing tool called Bubu.
• Because of curiosity the Americans’
asked the Kabihugs’ “Why would you
throw away some of it?” the Kabihugs
anwered the question in return the word
“MAIKSI BANBAN”.
• But because the Americans aren’t good in
Tagalog they can’t complete the said
words. So whenever they are asked on
where did they came from they always
say “MAIKSIBAN”. That’s when it started
the name Exciban a Sitio in Barangay
Macogon.
• The first family who resided here were
Leona Bana Dela Cruz and Paula Bana
which are from San Vicente, Camarines
Norte.
• In the year 1964 under the management
of CAPT. Del Baryo Jose Baning, he have
pass a resolution in the Sangguniang
Bayan to separate Exciban from
Macogon and to recognize it as a new
Barangay in the Municipality.
• Before the petition was approved, Mr.
Agapito and Mrs. Rafaela Racelis
donated 1 hectare to be allotted for the
school, that’s why they have given the
name Agapito Racelis Elementary
School. When the petition has been
approved to be separated it was Mr.
Porferio Lausin who stands as the OIC
Captain until election for Barangay
officials.
• In 1970, Mr. Agapito Racelis won the
election and became the barangay
captain, he collaborated with Mr. Mariano
Obog to put up another school in Sitio
Palali because A. Racelis Elementary
School was far from the said place.
• It was approved by the DECS to make
another school within the area and was
named Palali Elementary School.
• Mr. Racelis became ill that’s why he was
forces to resign in 1982 even if his term
was not yet over for his own health. At
that time Mayor Nicolas V. Pardo
appointed Mr. Rogelio Torzar to become
the OIC Captain in Barangay Exciban.
• In 1987, Mr. Gil Cabllero got the highest
vote in the barangay election followed by
Mrs. Evelyn Echague. A year later Mr.
Caballero died because of cancer, that’s
why Mrs. Echague became the Captain
until 1994.
• Another election came and Mr. Rogelio
Pacinos became Captain for 3 years.
Next was Mr. Cesar Lapuz from the clan
of Paula Bana and Leona Bana Dela
Cruz.
• Year 2010 another election passed and it
was Mr. Ramon Baning who was elected
to become the Barangay Captain, when
his term was over he run again for re-
election and declared again as Barangay
Captain in the year 2013. Up until now he
is still the reigning Barangay Captain in
Barangay Exciban.

• Noong unang panahon ang Barangay
Pagsangahan ay walang pangalan, ito
ang lugar kung saan ang mga aeta
naninirahan.
• Nang panahong iyon na ang aeta ay
umalis para maghanap ng kanilang
kakainin, ang kanilang palatandaan para
sila ay makabalik ay ang ilog na sanga-
sanga dito sila malimit magkita-kita.
• Sa tinagal-tagal ng panahon sa kanilang
pagbalik-balik sa lugar na sa tuwing sila
ay tatanungin kung saan sila pupunta ang
sagot nila ay sa ilog pinagsangahan.
• Nang dumating ang mga Kastila,
tinanong ang mga aeta kung anong lugar
iyon ang sagot ng mga aeta ay ilog
pinagsangahan. Hindi nag laon ang
pinagsangahan ay naging
“Pagsangahan.”
• Brgy. Pagsangahan dahil sa ilog na
sanga-sanga.

DAET

• At the outset, Barangay Cobangbang was


once called Barrio Carumpit, it was
renamed since May 7, 1974 after the
name of the donor of the land, Engr.
Aurelio Cobangang and his family.
• The late Engr. Aurelio Cobangbang heart
fully donated the sites on July of 1967
and it was used for the location of
barangay chapel, multipurpose
pavement, barangay hall and school site.
The giver of the land provided also
financial assistance and construction
materials for the improvement of the
community.
• Barangay Cobangbang is located at the
Southern part of Daet, the capital town of
Province of Camarines Notre; bounded
by Barangay Mambalite at the South,
Brgy. Pamorangon and Brgy. II at the
Southwest, Brgy. I at the north and Brgy.
San Isidro at the East.
• Total land area is 130.30 hectares
composing mostly of rice fields and
residential lands which was divided into
eight (8) puroks. And it has a total
populations of 4,252 with 962 households
as of 2019 census.

ng marating nila ang lugar na ito,
nakasakay sila sa bangkang disagwan,

lugar na ito na tinawag nilang Cabatuhan

lupain sa tabi ng ilog sa tapat mg Agos
na kung tawagin ay Cabatuhan,
• na kung saan ay mayroon silang panghuli
ng isda na kung tawagin ay Ansag sa
agos ng Cabatuhan, ang kanyang mga
kaibigan, kakilala’t mga kamag-anak ay
naakit niya sa Cabatuhan.
• Ang alamat ng Barangay Cabatuhan na
kung tawagin noon ay tampal, ang mga
katutubong tribu o Bihug na ito sa layong
walong kilometro (8km) sa tabi ng
kalsada ng sityo Cabungahan Maharlika

Quirino issues Executive Order

• Kung kaya’t ang mga tao sa dakong ito
ay naglunsad ng isang panukala na
likhain ito na isang sityo sa pangunguna
ni G. Doroteo Encinas at nagsagawa sila
ng pilian sa pamamagitan ng taasan ng
kamay,
• Kung sino sa dalawang kandidato na ito
sa katauhan ni G. Doroteo Encinas at
Ignacio Gatcho at dito ang nagwagi ay si
G. Ignacio Gatcho at pinagpasiyahan din
na ang matatalo ay siya ng magiging
Segunda Tenyente at nagtalaga din sila
ng anim na Kagawad, isang Kalihim at
isang Ingat – Yaman, bagaman ito’y
isang sityo lamang ng Barangay Daguit,
Labo, Camarines Norte na noong
panahong iyon ang Punong Bayan ay si
Hon. Felix Tenorio
at ang Kagawad na nasasaklaw ay si Hon.
Jose Ruedira at ito na ang hanay ng kabuuan
ng Sanggunian noong 1954:

• July 27, 1956 ng magkaroon ng Paaralan
dito sa Barangay Cabatuhan na ang
kauna-unahang guro dito sa Cabatuhan
ay si G. Discoro Gallardo na ang unang
paaralan ay yari sa Light Materials
(Kahoy at Anahaw ang bubong).
• Samantala noong February 2, 1957 ang
Konseho Municipal ng Bayan ng Labo ay
gumawa ng Resolusyon kay Pangulong
Ramon Magsaysay na gawing Bario ang
labing anim (16) na malalaking sityo na
saklaw ng Bario Daguit kasama rito ang
Cabatuhan.
• Samantala noong June 20, 1959 The
Barrio Chapter (RA 2370) Takes Effect
Defining the Specific Power for its
Performance of Particular Function.
• Dahil dito maliwanag na ang Barangay
Cabatuhan ay naging ganap na Barangay
sa pamamagitan ng RA 2370 kasama ng
26 na Barangay na saklaw ng Bayan ng
Labo.
• Kaya’t sa patuloy na pag-unsad at
paglipas ng mga taon at sa tuwing
magpapalit ng Turno sa mga
nanunungkulan ay makikita dito ang lahat
ng nanunungkulan sa pagkakasunod
sunod na hanay hanggang sumapit itong
taong 2012.

GUINACUTAN
VINZONS
• Noong panahon ng kastila ang lugar ng
Guinacutan ay tinatawag na
“mambunga”.
• Nang sakupin ng mga Espanyol ang ating
isla ang mga tao’y lumikas sa kagubatan
upang protektahan ang kanilang sarili at
pamilya mula sa pananakop ng mga
dayuhan.
• Isa na rito ang Guinacutan o mambunga na
kung saan ng mga panahong iyon
kombinasyon ng Tagalog at Bikol ang
kanilang salita.
• Isa sa mga lumikas ay ang mayamang babae
na nagngangalang Maria Quininoy. Siya at
ang kayang pamangkin na lalaki ay naka tira
sa isang kubo.
• Dahil sa kagustuhang malaman kung
magkano ang kanyang pera sa kanyang
kamay ay binilang niya ang mga barya
habang ang batang lalaki ay mahimbing na
natutulog,
Ngunit sa hindi inaasahang pagkakataon
ay mayroong apat na lalaking dumaan sa
tapat ng kanilang kubo ang nakarinig ng
kalinsing ng mga barya, kanila itong sinilip
at sila’y nagulat sa kanilang nakita. Sa
kagustuhang mapasakamay nila ang pera,
pumunta sila sa bahay ni Maria Quininoy
upang ito ay nakawin.
• Lingid sa kanilang kaalaman na nang
muling binilang ni Maria ang kanyang
pera ay naghukay siya ng malalim sa
kanyang harden upang itago doon ang
kanyang pera pagkatapos ay tinaniman
niya ito ng mga gulay.

COLASI
MERCEDES

• Barangay Colasi was one of the Barrios


that was included to comprise the
Municipality of Mercedes created by
virtue of R.A 341 on August 8, 1948.
• But the existence of Colasi began a long
time ago after the turn of the century.
• Its history revolves mainly around the
patron, Saint Nicolas.
• In an uncertain period, the inhabitants
claim that one fisherman of the locality
has fished out of the sea an image of
Saint about 30 centimeters.
• The image was made of hard wood in n
bishop’s garb, with a miter a pastoral staft
on his right hand and a small replica at a
Cathedral on his left hand.
• The image is surely, that of a bishop
Saint on its footing is written the name
“San Nicolas”
• The residents of the place gathered on
the shore and took the image for
themselves as their patron.
• Due to their enthusiasm, a chapel of light
materials was soon constructed where
they have the image installed.
• Now they have an image but not a fiesta.
So their leader took a Catholic calendar
and began to look for a date assigned to
a San Nicolas until they reached the date
September 10 and there they saw the
same name San Nicolas de Tolentino.
• They christened their San Nicolas image
with the same Saint. They declared for
themselves September 10 as their barrio
fiesta. The priests who went there first,
those from Daet and then, from Mercedes
when it became a parish, did not notice
any discrepancy.
• When the diocese of Daet was
established in 1974, Bishop Celestino
Enverga conceived of creating a parish
down south in the area at Mercedes
facing the town of Sirurna.
• It was only in 1983 that his dream came
true. Colasi was chosen as the site and
center of the parish and included in its
jurisdiction where the barrios at
Mercedes in that area namely, Tarum,
Hagnoraon, Lanot, Lalawigan,
Matoogtoog, Masalongsalong,
Pambuhan, and Hinipian.
• The parish has 8,953 souls under its
spiritual care when it was established
parish church on a lot donated by Mr.
Rafael Estrella and Family
• During the fiesta celebration the Bishop
came and he recognized that the people
that were celebrating the fiesta invoking
of Saint to a wrong image of a Saint.
• The image found long ago was of “San
Nicolas de Bari” and his official feast day
is on December, so Bishop Enverga clear
all these confusion and promised to
procure for the parish an image of St.
Nicolas de Tolentino.
• When the image arrived in Colasi, it was
installed in the church.
• The people of Colasi who loved the
image of San Nicolas de Bari would not
want their beloved Saint dethroned. A
compromise was reached, they will have
both San Nicolas de Bari and Nicolas de
Tolentino as patron Saints with a common
feast every September 10 as their parish
fiesta.
• The December 6 feast is celebrated
simply without the usual pilgrimages as
the seas are rough in this time of the
year.
• The two Saint Nicolas are actually
spiritual friends with a deep spiritual
relationship. According to history, St.
Nicolas of Tolentino was named after San
Nicolas de Bari to whom his mother had
an enduring devotion.
• It is surprising that the name “Colasi” was
also derived from San Nicolas. When
they found the image, the place had been
called in honor of the Saint.

• Noong unang panahon, ang pook na ito ay
kinatagpuan ng mga katutubong Pilipino o
Kabihug ng isang uri ng halamang tinatawag
na “Napaw”, ang napaw ay isang uri ng Ikmo
na may malaking dahon, Ito ay ginagamit ng
mga kabihug na panghalo sa kanilang
nginanganga, ang pook na ito ay sinasadya
nila upang kumuha ng “napaw”, kaya ito ay
tinawag nilang “Napawan.”
• Kakaunti pa ang naninirahan dito
hanggang sa dumating ang panahon na
nagkaroon na din dito ng Tinyente del
Barrio na siyang pinakapinuno sa pook
na ito, ang nasabing pinuno ay may
apelyidong “Cana”, nang tumagal siya sa
panunungkulan ay naisip niyang
pagandahin ang pangalan ng pook na ito.
• Napagkasunduan nila na ang taguring
“Napawan” ay gawin nilang “Canapawan”,
kaya ang “Canapawan” ay hango sa isang
taong matagl na nanungkulan sa pook na ito
at sa halamang “Napaw.”
• Sa paglipas ng taon ay nagpapalit-palit ang
mga taong nanunungkulan sa pook na ito,
gaya nina Julian Sena, Arcadio Paor,
Zacarias Bonum, Simplicio Acal, Gervacio
Esperas, Jose Gabo, Joselito Osoy, Salome
Lagatuz, Aurora Mancenido, Jesus Quintos,
Raquel Bordeos at sa kasalukuyan ay si
Larry Esperas.
• Sa bawat pagpalit ng pamunuan ay may
pag – angat ding nakikita sa Barangay na
ito.
• Sa panahon ni Zacarias Bonum nang
mapahiwalay ang Canapawan sa
kanyang Mother Barangay, ang Barangay
Malatap ay tuluyan na ring naging isang
Barangay, nagkaroon na rin ng Ermita.
Mayroon na ring Barangay Site.
• Sa edukasyon nag simula sa
sampung(10) mag-aaral sa iba’t-ibang
antas, sa pangangalaga at pagtuturo ni
Bb. Socratus na ginaganap pa noon sa
Ermita
• Nang lumaon ay nagkaroon na rin ng
mga barong-barong na paaralan, na
naitayo sa “School Site” ng Canapawan
na kontrata ni Arcadio Paor, ang mga
barong – barong na mga bahay paaralan
ay napaltan ng gusaling “Marcos Type”
ay nadagdagan pa ng ilang gusali.
• Nang masira ang isang gusaling “Marcos
Type” ng bagyong Rosing noong taong
1995 ay agad din namang napaltan ng
isang bagong gusali na sa kasalukuyan
ay nagagamit na rin.
• Noong taong 2011 ay narenovate ang
KES sa tulong ng KMMBK at PFEC,
Human Nature. Ang bilang na sampu
noon, sa kasalukuyan ay patuloy na
lumalaki ang bilang ng mga mag-aaral sa
pamumuno ng school principal na si G.
Edwin Mera
at GPTCA President Liza Magana. Sa
tulong ni GOV. Edgardo Tallado ay
nadagdagan ng gusali ng paaralan noong
October 2014.
• Mayroon na ring Day Care Center ang
Barangay Canapawan. Ang unang naging
Day Care Worker dito ay si Gng. Neva
Sinforoso. Nakita ang mabilis na pag-
unlad ng nasabing Day Care Center,
sapagkat taun-taon ay may idinadagdag
na pasilidad na kailangan ng mga batang
nagsisipasok sa nasabing Day Care
Center.
• At mula noong taong 2001, Ito ay
pinamamahalaanan ni Gng. Gina
Carmona at noong September 2010
hanggang September 2012 ay hinirang si
Bb. Gina Villagen at noong October 2012
hanggang sa kasalukuyan ay si Bb.

• Nagtayo rin ng SNP Supervised
neighboorhood and Play ang Barangay
para simula pa noong taong 2008, para
sa mga bata na 3 taong gulang hanggang
4 na gulang.
• Ang dating maliit na kapilya, ngayon ay
malaki na rin. Mayroon naring
kapistahang ipinagdiriwang at ito ay
ginaganap tuwing ika-14 – 15 ng Agosto
at ang patron dito ay si Nuestra Señora
De Asuncion.
• Ang dating maputik na pasilyo ay
kongreto na. Ngayon makikita natin ang
Barangay Canapawan sa kanyang
mabilis na pag-unlad, may kabuuang
sukat sa 1,890 – 2,329 ektarya, at may
populasyong humigit kumulang 2,380.
• Isa sa dahilan ng mabilis nitong pag –
angat ay sapagkat ito ay nasa tabi ng
Maharlika Highway.
• Ang mga kalakal ay madaling maibenta

BASUD

• San Felipe known before as Barrio “Potot”


(small river) and Kilometro Katorse based on
its distance from Daet Town Proper.
• In the year 1932, this community is just a
sitio of Barangay Pagsangahan. Thru
PARUFA – Panotes Rural Farmers
Association organized in 1948 by Governor
Pending Panotes during his incumbency,
San Felipe triumphantly got its
independence as a sole barangay.
• Named after its president, Felipe Magana
and to show Christianity “San” was
added, San Felipe made a part of history.
• Villaflores, Jamisol and Cabanela families
are the first to enjoy its nature.
• German-Meztiso set off to blow up
populace of this community when they
put up “Basud Sawmill.”
• ALATCO, now PHILTRANCO, Bus
Company was the primary mode of
transportation.
• In the year 1950, primary school formally
opened – Grade 1 and 2 combined with
more or less 15 pupils. Certain Ms.
Villanea was the first teacher.
• Two grades were added every year there
after until such time elementary grade
had completed.
• First Commencement Exercise had
conducted in school year 1952 – 1953.
• In great effort of barangay officials
particularly the late Punong Barangay
Bayani Castilla-Soroan with the help of
higher officials Governor Roy Padilla and
Congressman Renato Unico Sr. San
Felipe High School – Basud Annex was
established last July 1988. Students from
Basud National High School were
transferred to start with 1st and 2nd year
level. Mr. Arnilo C. Ibasco was the
teacher-in-charge.
• Vacant rooms in San Felipe Elementary
School were utilized as temporary
classrooms. After months, buildings were
put up in actual 2 hectares secondary
site. Expansion on year level adopted
every year.
• July 1988 San Felipe High School was
formally declared as San Felipe National
High School by decree of Republic Act
7058. 1st Commencement Exercise was
done in SY 1989 – 1990.

• Isidro name meaning Spanish: From a


reduced form of personnel name Isidoro,
Greek Isidoros, meaning "gift of isis." (Isis
was an Egyptian Goddess, mother of
Horus)
• This was borne by various Christian
Saints, including the great encyclopedist
St. Isidore of Seville (c 560-636)
• Population as of Census in 2015 was
2,353 9.11% of the total population in
talisay. The age group with the highest
population in San Isidro is 10,14, with
252 individuals. Conversely, age group
with the lowest population is 80 and over,
with 17 individuals.
• Population of San Isidro grew from 1,480
in 1990 to 2,353 in 2015, an increase of
873 people. The latest census figures in
2015 denote a positive growth rate of
2.24% or an increase of 258 people, from
the previous population of 2,095 in 2010.

1990 to 2,780 in 2015, an increase of 995 people.
The latest census in 205 denote a positive growth

VINZONS
• The very first recorded name of Vinzons
was “Tacbaan” and was changed to
“Indan” in Mayor Pedro Barbins term.
• After some years, the town was then
renamed “Vinzons” in honor to
Wenceslao Quinto Vinzons, a former
governor of the province.
• He was also the youngest delegate to the
Philippine Constitutional convention of 1935,
and a guerrilla leader martyred by the
Japanese during World War II. It was
established in the year 1581 by the
Franciscan priests without a patron saint and
without a church.
• In 1611, Fr. Juan de Losar, OFM built a
church named after Saint Peter.
• The first Parish Priest of the church was Fr.
Losar.
• The whole town of Tacboan was migrated
and it was called indan in 1624.
• Vinzons has also had more provincial
elective officials that in any other town in
the province.
• Majority of the provincial governors came
from Vinzons namely: Carlos Balce
(1928-1931), Wenceslao Q. Vinzons
(1937-1940), Carlos Ascutia (1944-1946),
Regino Z. Guinto (1946-1947), Cayetano
Vinzons (1958), Dominador Asis (1959-
1963), Wenceslao G. Vinzons Jr. (1964-

• Today, the elected Mayor was Eleanor

CAMARINES NORTE
• The town was established in 1581 by the
Franciscan priests without a patron-saint
and without a church.
• In 1611, Fr. Juan De Losar built a church
named after Saint Peter. Fr. Losar was
the first priest of the church.
• In 1624, the whole town of Tacboan was
relocated and it was called “Indan”
Where a new church was built with the
same Patron Saint, St. Peter the Apostle.
• Vinzons has contributed priests and runs
to the Catholic church more than any
other town in the province.
• There was a time when all three
candidates for governor hailed from
Vinzons as when Dominador Aris,
Fernando V. Pajarillo, and Wenceaslao
Vinzons Jr. ran for governor in the
elections of 1964.
• Before that, majority of the provincial
governors came from Vinzons. Carlos
Balce (1928-1931), Wenceslao Q.
Vinzons (1937-1940), Carlos Ascutia

island barangays.
• Eleanor Ferrer – Segundo is the current
municipal mayor.
• Vinzons is a third class municipality in the
province of Camarines Norte. It has a
population of 43,485 according to the
2015 census.

The name Mancruz originated from the


word “Makatang Cruz”. According to the old
descendants of this place, this originated
few years after the separation of the
Province of Camarines Norte from the
Province of Camarines Sur/Ambos
Camarines. “Ambos” a Spanish word
means both.
• In this place once lived a man known to
be a writer of poems, prose, and fables.
Everybody called him Makatang Cruz.
Makatang Cruz was so popular
especially among the children who loved
to hear his fables and tales. Since then,
the place was known as Makatang Cruz.
As the time goes by the word shortened
to Mancruz.

LABO

• Noong unang panahon ng mga Kastila


ay may lugar na humigit kumulang limang
kilometro ang layo sa Poblacion ng Labo,
lalawigan ng Camarines Norte. Ito ay
puro kagubatan at wala pang naninirahan
dito kundi ang mga katutubo na palipat-
lipat at walang permanenteng tirahan .
Ang mga katutubong ito ay dumadayo sa
iba’t-ibang lugar upang mangaso o
manghuli ng iba’t-ibang uri ng hayop.
• Isang araw, napadpad sila sa lugar na
ito at nakasalubong ang mga sundalong
puti na kung tawagin ay “KASTILA”.
Nagtanong ang isa sa mga sundalo sa
wikang Kastila kung anong lugar ang
kinatatayuan nila. May sumagot sa
grupo ng mga katutubo kahit hindi nila
alam kung anong kahulugan ng tinanong
ng Kastila. Sinabi nya na “Milo-mamilo”,
sa pag-aakalang ang itinatanong ay ang
hayop na dala-dala niya.
• Muli, isang araw may napadpad na
mag-asawa sa lugar na ito upang
maghanap ng permanenteng
matitirahan. Sila ay sina Tandang Cita
(Anicita) at Tandang Juan. Sila ang
kauna-unahang dumako sa luagr na
ito.
• May dumating din na isang grupo at
naghahanap ng matitirahan sa nasabing
lugar. Sila ay tumuloy sa kubo ni Tandang
Cita At Tandang Juan. Habang
nagpapahinga, napag-usapan nila na
kailangang may isang mamumuno sa
kanila. Napagkaisahan nila na si Tandang
Cita ang mamuno hanggang tinagurian
siyang “KABESA”.
• Napag-usapan din nila na kailangang
bigyan ng pangalan ang kanilang
tinitirahan. Naalala ni Tandang Cita ang
sinabi ng katutubo sa sundalong Kastila
na “Milo-mamilo” ang luagr na ito. Sa
pagpapalit-palitan ng pag-uusap nila ay
may nagsabi sa grupo nila na “Mamilo
ang itawag dito, ngunit may tumutol at
iminungkahi niya na mabuti pang tawagin
na lang itong “MABILO”. Nagkasundo
ang grupo kaya “MABILO” ang naging
pangalan ng lugar na ito.
• Samantala, nagkaroon ng pilian
ng mga opisyal ng barangay.
Nahalal si G. Pampilo Taniang
noong taong 1944. Siya ang unang
naging “Teniente del Barrio”.
• Nagkaroon din ng pagtatag ng barangay.
Ayon sa pamahalaan, kinakailangang gumawa
ng bagong barangay. Upang magkaroon ng isa
pang barangay, kailangang pulungin ang
magkakaratig na barangay; ang Brgy. Bokal (

Antonio at ang Brgy. Bokal ay nagbigay ng tig-

kanilang nasasakupan upang idagdag sa
gagawing bagong barangay.
Ang Mabilo ay malaki ang sukat kung kaya
ito ay inatasang magbigay ng 20
porsyento ng sukat ng lupa at
pagsasamahin upang maganap ang
pagtatag ng bagong barangay. Dahilan sa
ang Mabilo ang mas malaki ang naibigay,
isinunod dito ang pangalan ng bagong
barangay. Ang barangay Mabilo ay naging
“Mabilo-I” at ang bagong barangay ay
naging “Mabilo-II”.

Bonifacio ay naipatayo niya ang Day Care
Center, Barangay Outpost, at iba pang
barangay road. At sa panunungkulan ni
PB. Gerry Raviz naisakatuparan ang
proyektong footbridge sa Purok-1, Purok-
4, Purok-5 at Purok-6 sa magkakasunod
na taon. Gayundin, naisagawa ang
kongkretong daanan sa barangay sa
tulong ng pamahalaang bayan. Mayroon
din naisagawang konkretong kalsada
patungo sa Mabilo Elementary School.
Historical Population
Ang populasyon ng Mabilo-I ay lumago
mula 611 noong 1990 hanngang 1,559
noong 2015, dumagdag ng 948 na tao.
