The implementation of the idea :

European Union issued the Construction Products Directive CPD-


89/106/EEC (1989, amended 1993 and finally in 2003).

The mandate resulted in the adoption of the “harmonized” European


Standard ΕΝ 197-1:2000 for 27 “common” cements. This standard
became compulsory for these cements and the various national
standards within the European Member States have been withdrawn.

ΕΝ 197-2 : The adoption of the harmonized standard within the


European Union leads to the Attestation (Evaluation) of Conformity and
to the certification process by the Notified Bodies.
Standard EN 197-2 describes the Conformity Evaluation Scheme for
certification of the cements, using independent external sampling and
testing. (Highest evaluation system 1+) . It results in certification by
affixing the CE-Mark.

The result :
All cements certified with the CE-Mark are
free to be transported and handled within
the borders of the EU, without trade or
technical barriers.

On all commercial documents, on cement


bags, and on various certificates referring to
the certified cements, next to the CE-Mark,
the code number must be written of the
Notified Body which has certified the
cement.
i.e. for BSI:

The harmonized cement Standard ΕΝ 197-1


Specifies the permissible materials to be used as cement
components and the level of their percentage, symbolizing i.e.
with K the clinker, S the slag, with P the pozzolana, with L & LL
the limestone, with V the siliceous fly ash, with W the
calcareous fly ash, etc. and
it is permitted to use inorganic natural mineral materials as
Minor Additional Constituents up to 5% without declaring them.

EN 197-1 characterizes a family of 27 “common” cements


according to :
 The composition of each cement in TYPES
These types are 5 and are identified as :
CEM I : Portland cements
CEM II : Composite Portland cements
CEM III: slag cements
CEM IV : Pozzolanic cements
CEM V : Composite cements

Apart from cement TYPES, the Standard also
characterizes cements according to:
 Their STRENGTH CLASS.
There are 3 classes of compressive strengths for
cement mortar specimens :

32,5 Ν/mm2 - 42,5 N/mm2 – 52,5 N/mm2


After each class the following characteristic is
added:
Ν (Normal) or R (Rapid)
Thus, implementing the designation of cements,
according to EN 197-1, we refer to i.e.
CEM I 52,5 N , CEM II/A (P-W) 42,5 N
CEM I 52,5 R , CEM IV/B (S-P-W) 32,5 N etc

The harmonized cement Standard ΕΝ 197-1


Conformity of cements to EN 197-1 standard is continuously
evaluated on the basis of SPOT samples taken from points
of RELEASE of the cement to customers (i.e. silo exit,
cement trucks, depots, etc). The producer’s testing results
from these spot samples in a given time period is termed
“autocontrol”.

Autocontrol results are sent frequently by the manufacturer


to the Notified Body, which assesses its conformity to the
EN 197-1 standard within certain control periods (12 moving
months periods).
Normally, Notified Bodies perform evaluation of autocontrol
and external sampling results twice a year for periods of 12
moving months.
i.e. Autocontrol Period 1 : October 2009 – September 2010
Autocontrol Period 2 : April 2009 to March 2010.

The harmonized cement Standard ΕΝ 197-1


 For every newly certified cement there is an INITIAL
testing period for the manufacturer lasting 3 months,
whereby the testing frequencies (as per table 4) and the
external sampling by the Notified Body are doubled (i.e.
from 1 every 2 months external sampling becomes during
the initial period 1 per month).

 CE- Mark can be affixed to the cement, when


mechanical, physical and chemical requirements of EN 197-
1 Standard are met, after assessment of Factory
Production Control by the Notified Body and of producer’s
autocontrol results, as well as of the results recorded
from the FIRST external sample taken during initial
period.

Conformity of cement with the requirements


in EN 197-1 is assumed if the conformity
criteria in the autocontrol results are met.

Conformity criteria are statistical criteria,


based on
Statistical Control by variables (when
large number of test results available per
control period, i.e. strengths, SO3, setting
time).
Statistical Control by attributes, i.e. LOI,
I.R., chlorides.

The harmonized cement Standards ΕΝ 197-1 & EN 197-2


For certification of conformity with EN 197-1 and
affixing the CE-Mark by an approved Notified Body,
the conformity shall be evaluated in accordance with
the certification scheme of EN 197-2 standard.

The certification by this standard is based on


statistics from 3 discrete levels of testing results,
described as “Attestation of Conformity”.
These 3 testing levels are:
 The autocontrol of the manufacturer, (level Α)
 The testing results by the manufacturer from
cements taken by independent external sampling,
(level Β)
The testing results from the reference laboratory
of the Notified Body from cements taken by
independent external sampling, (level C)

Statistical Control by Variables-Definitions:

 Characteristic value: Is a statistical value. It is the value of


a required property, outside of which a certain percentage Ρk
(percentile) of all population values is found.
i.e. S28 >= 32,5 N/mm2 with Ρk = 5% means that 95% of all
values of S28 are >= 32,5 N/mm2.

 Specified Characteristic Value: is a characteristic value of a


property which must not be exceeded either upwards from an
Upper Limit Value or downwards from a Lower Limit Value.

 Allowable Probability of Acceptance CR: It is the permissible


probability of acceptance of a product with characteristic
value outside of the Specified Characteristic Value. i.e.
CR=5% is the probability of acceptance of cement with
characteristic value for 28-day strength < 32,5 Ν/mm2.

 Sampling Plan: is a special plan which determines the


statistical size of Ν samples, the percentile Ρk and the
probability CR.

Statistical Control by variables

The control rules are expressed by statistical criteria


which take into account :
1. The characteristic values (standard requirements
for mechanical, physical and chemical properties of
the cement),
2. The percentile Ρκ which the characteristic values are
based upon: 5% for the lower limit of early strengths
(2 & 7 days), 10% for the upper limit of standard
strength (28 days), 10% for all the physical and
chemical requirements.
3. The allowable probability of acceptance
CR : 5%
4. The assumption of a normal distribution of the test
results.

 Conformity rules for autocontrol:
xM – kA*s >= L , and
xM + kA*s <=U
kA: acceptability constant, is a function of
sample size ΝΑ and percentile Ρκ .
When CR=5%.
For Ρκ= 5% and 100<ΝΑ<149, kA=1,93
For Ρκ=10% and 100<ΝΑ<149, kA=1,53

CD :The number of test results outside the
characteristic value (number of producer’s defects),
CΑ : acceptable value depending on number of test
results and percentile ΡΚ.

ΕΝ 197 -2 : Evaluation of Conformity by


Notified Body (strengths)

 Evaluation of the statistical hypothesis that


strength results from test groups Α
(autocontrol) and Β (external samples tested
by the manufacturer) belong to the same
population – control for homogeneity of samples.

The hypothesis is valid, when:


(a) |ΜΑ – ΜΒ| < = 2,0 Ν/mm2
or, if (a) does not conform, then the following
must apply:
(b) |ΜΑ – ΜΒ| <= 2,58 * SA / √(NB)

 Evaluation of the statistical hypothesis that


strength results from test groups Β (external
samples tested by the manufacturer) and C
(external samples tested by the lab of
Notified Body) belong to the same population –
control for accuracy of results.

If di = Bi – Ci : difference for each test result


and SD = [(Σdi2 –(Σdi)2/NB / (NB – 1)]½,then
two conditions must be simultaneously fulfilled :
1. SD <= 3,4 Ν/mm2 , and
2. |ΜΒ – ΜC| <= 4,0 Ν/mm2

ΜΑ: average of all autocontrol results within a control
period.
ΜB: average of the external sampling tests carried out by
the manufacturer.
ΜC: average of the external sampling tests carried out by
the testing laboratory of the Notified Body.
NB: Number of external samples taken by Notified Body.
SA: standard deviation of all autocontrol results within a
control period.
SD: standard deviation of the differences di between
corresponding results of external sampling by
Notified Body, (di = Bi – Ci) .

Cement terminals - Definitions


According to definitions of EN 197-2, it can be a :
(a) Depot of a factory, or a
(b) Dispatching Center
Depot: bulk cement handling facility (not located at the
factory) used for the dispatch of cement (bagged or in
bulk) after transfer or storage where the manufacturer
has full responsibility for all aspects of quality of the
cement.
Dispatching Center: bulk cement handling facility (not located
at the factory) used for the dispatch of cement (bagged
or in bulk) after transfer or storage where an
intermediary has full responsibility for all aspects of
quality of the cement.

Cement terminals - Differences
A Depot:
 Is attached to a manufacturer’s factory.
 It can receive cement ONLY from that factory.
 It belongs to the Quality Plan and the Quality Management
System of that factory. (samples from the depot silos are
incorporated into the manufacturer’s autocontrol testing).

A Dispatching Center:
 Receives CE-Marked cement from various factories.
 It has a Quality Management System of its own, which is
being audited by Notified Bodies
 The various cements are being tested as they are received
at the Center as well as they are dispatched to customers
implementing autocontrol and external sampling through a
Notified Body. The main responsibility of a Dispatching
Center is to ensure that dispatched cements maintain their
original CE-Marking quality and status.
