What is building Bye-Laws
 It is the strict rules which must be obeyed by
everyone.
 If everyone makes buildings without obeying
any rules then there will be problems of,
- Irregular and narrow roads
- Frequent traffic
- Problem of parking
- Health problems due to pollution
- Poor light and ventilation
- No proper planning of gardens, play grounds, etc.
- Problems regarding services like water supply,
drainage, telephone, gas, electricity etc.
- Noise nuisance in education, hospitals, court etc.
Purpose of Bye-Laws

 Provide suitable areas for selected activities


 Avoid problem of traffic
 Develop town in systematic manner
 Provide safety against diseases
 Provide well lighted and ventilated houses
 Provide safety against diseases
 Assure basic services like water supply, drainage,
electricity, gas, telephone lines, etc

Who prepares the bye-laws?

 Consider the local situations and the actual


requirements of local people the local authority
prepares certain rules for the buildings and for
the development of the town

 These rules are submitted to the government for


approval.

 This rules after the approval of the government


becomes bye laws.

17.12 : Lighting and Ventilation
 For Habitable Rooms

 Minimum Aggregate Area of Opening : 1/10th of room area

 In Konkan Regions:
 Minimum Aggregate Area of Opening : 1/6th of room area

 No portion of room shall be assumed to be lighted if it is


more than 7.5m. from the opening.

 Additional depth beyond 7.5m. may be permitted


subject to provision of proportionate increase in
opening.

 Minimum Width of Stairway:
 Residential Buildings (dwellings) : 1.20m.
 For Individual House and Row Housing : 0.75m.

 Minimum Width of Tread (without nosing):
 For an Internal Staircase for Residential Buildings : 250mm.
 For Other Buildings : 300mm
 Maximum Height of Riser:
 For Residential Buildings : 200mm
 For Other Buildings : 150mm
 Risers will be limited to 12 per flight.

 Unobstructed Headroom:
 Minimum Headroom under landing : 2.20m.

PROVISION OF STAICASE AND LIFT


 G + 4 : 1 Staircase, 1 Lift
 G + 7 : 2 Staircase, 1 Lift (multi-storey building
above 15m. of height)
Fire Escape or External Stairs
 For buildings above 15m. in height fire escape stairs shall be
provided.
 Entrance to fire escape shall be separate and remote from the
internal staircase.
 Important Dimensions:
 Minimum Width : 750mm.
 Minimum Treads : 250mm.
 Maximum Riser : 200mm. (maximum 16 per flight)
 Minimum Handrail Height : 900mm.

 The provisions for parking of vehicles shall be as given

 Balconies – minimum width 1.00m. and not more than 15%
of built up area of same floor.
 A projection of maximum 0.30m. on roof top terrace level
and 0.45m. in case of pitched roof
 Accessory Buildings:
 Single storeyed toilet (maximum area of 4.00sq.m.)
 Parking lock up garage not exceeding 2.4m. In height
 Suction Tank, Soak Pit, Pump Room, Electric Meter Room
(3m.*5m.), Garbage Shaft, Water Tanks, Dustbins etc.
 Watchman Cabin not more than 3.00sq.m. built up area and
minimum 1.20m. wide

 Structures and Projections Excluded for FSI Calculations:
 Society Office cum Letter Box Room
 Flats less than equal to 20 : maximum dimension – (3.6m.*3.0m.)
 More than 20 flats : maximum size – 20sq.m.
 Area for one Public Telephone Booth and one Telephone Exchange
(PBX) per building
 Area covered by new lift and passage thereto in an existing building
 Double Height Open Terraces not exceeding 20% of built up area of
same floor
 Projections of cupboards and shelves, one per room, of following size
are excluded from FSI calculation provided they are at least 2.00m.
from plot boundary.
 Maximum Projection : 450mm.
 Maximum Width : 2.40m.

width of road abutting plus front open space subject to other
restrictions.

 Customary Home Occupation
 Medical and Dental Practitioner’s Dispensaries including pathological
laboratory, diagnostic clinics, polyclinics
 Maternity Homes in independent buildings
 Professional Offices in residential tenement, not exceeding carpet
area of 20sq.m. each
 Community Halls, Welfare Centre, Gymnasia (each not exceeding
80sq.m.)
 Primary and Nursery Schools
 Religious Buildings
Permissible Uses
 Following uses and accessory uses to the principal use shall be
permitted:
 Public Libraries and Museums in independent structures
 Club Houses, Parks and Playgrounds
 Bus Shelters,Taxi Stands
 Convenience Shops not more than 10sq.m.
 Police Chowky, Telephone Exchange, Government and Municipal Sub-
Offices, Post and Telegraph Offices, Branch Offices of Banks, Electrical
Sub-Station and Fire Station.
 Information Technology Establishment (ITE) (pertaining to software
only)
 Flour Mill and Wet/Dry Masala Grinding
 Road, Bridge, Culverts and Construction for mode of transportation
Permissible Uses
 Following uses and accessory uses to the principal use shall be
permitted:
 Burial Grounds, Cremation Grounds and essential public utilities
 Raisin Production
 Agriculture, Horticulture and allied uses
 Public Convenience
