• A list of things to be consider or done,
• An ideological plan and program
• Represent the problem , issue for its proper
solution and efficient output,
• Public policy include public interest, issues,
problem which are including in agenda
• Pubic policy is the best output from
alternative agenda’s

 Issue of Problem what indicate as change in
unemployment rates, inflation rate, GDP, wage
level, pollution level, crime, birth, death,
development ..

concern group/society/ state due to change in

• Indicator need to publicized by interest group
,leader, government agencies, policy
entrepreneurs, the news media or members of
the public to pay attention to new problem for
policy idea and agenda
Focusing Event
• Focusing event are sudden, relatively rare events that spark
intense media and public attention because of their sheer
magnitude or, sometimes, because of harm they reveal.
• Some special feature which create public attention
• ie terrorist attack, airplain accident, industrial accident, large
protest rallies/marches, scandal in government,
• leader, government agencies, policy entrepreneurs, the news
media or members of the public to pay attention to new
problems or pay greater attention to existing problems and
potentially, can lead to search for solutions in the wake of
perceived policy failure,
• Most active members of a policy community
may learn of an event some hours before the
general public, because they have a more
direct stake in the response to it and its
outcome.
