What is Policy?
•  A definite course or method of action selected
(by government, institution, group or individual)
from among alternatives and in the light of given
conditions to guide and, usually, to determine
present and future decisions.

• A specific decision or set of decisions designed to


carry out such a course of action.
• Such a specific decision or set of decisions
together with the related actions designed
to implement them. 

• The statements and frameworks by


Government to direct their agencies design
and delivery of programs and services to
the public.
In education, policies are usually made by
school board members and administrators, but
teachers are rarely part of the process. For our
purposes, let’s define policy as “a definite
method of action selected from among
alternatives to guide present and future
decisions.”
THE TEACHER

Teachers are typically not policymakers, but they possess the knowledge and
information from which effective policies are created.
Curriculum Planning and
Implementation
• Teachers are an integral part of the decision-making
process in curriculum planning and implementation at
the classroom level. Unfortunately, the impact of
teachers on the curriculum at the K-12 level is
minimized by the involvement of special interest
groups, politicians, and bureaucrats.
School-based Management
In school-based management, the decision-making process is
decentralized to involve school constituencies such as administrators,
teachers, parents, community members, and students

• a higher level of meaningful involvement by teachers and teacher


teams in the decision-making process

• opportunities for professional development in decision-making


skills
• a proactive approach to
information sharing among school
constituents

• freedom and empowerment for teachers to


implement innovative teaching reform ideas

• Internal evaluation is a team-based approach in
which teachers can play an important part in
policy decisions. A “somewhat specialized form
of action research”
