The Teacher as a

Leader
of Educational
Reforms
• Gunter, 2003
In the past 30 years, teachers have been identified as the ‘problem in
education’
• Harris (2003)
supported the positive effects of teacher leadership in highly mature
educational systems like USA, Canada and Australia.
• Muijs & Harris (2006)
described thathigher degrees of commitment and association by
teachers resulted to more significant effect. The new K-12 curriculum has
only few expectations from teachers and school principals. That is teacher
education and training which only means simply implementing the policy
from top to bottom. If the involvement of the teachers remains ‘structural’,
this reform is doom to fail.
• Muijs & Reynolds (2011)
believed that teachers and teaching were seen to ‘matter’

TEACHER LEADERSHIP AND
SCHOOL IMPROVEMENT
• When teachers are empowered, they turn their schools into
learning organizations where everyone becomes responsible for
learning. When teachers are encouraged to exercise leadership,
they help create a strong professional culture that embraces change
and nurtures growth.
• Teacher Leaders are the expert on what works for the students,
provide useful feedback to help develop curriculum, establish
effective environments, and monitor student success.
• Teacher Leaders working with the other teachers, you are in the
critical position of consultant, engineer, and designer.

and student achievement. Teacher leadership is defned
as the process by which teachers influence their
colleagues and other members of the school community
to improve teaching and learning practices

Definition of Teacher Leadership
The majority seem to agree that teacher are leaders:
• Demonstrate expertise in their instruction and share that knowledge with other
professionals,
• Are consistently on a professional learning curve,
• Frequently reflect on their work to stay on the cutting edge of what's best for
children,
• Engage in continuous action research projects that examine their effectiveness,
• Collaborate with their peers, parents, and communities, engaging them in
dialogues of open inquiry/action/assessment models of change,
• Mentor new teachers,
• Become more involved at universities in the preparation of pre-service teachers,
and
• Are risk-takers who participate in school decisions.
Leadership involves Administrative Function

• Teacher leadership is a term used in K-12 schools

for classroom educators who simultaneously take
on administrative roles outside of their classrooms
to assist in functions of the larger school system.
• Teacher leadership tasks may include but are not
limited to: managing teaching, learning, and
resource allocation.
Teacher leadership involves teacher collaboration
• Teacher leaders provides collaboration among teachers paves
the way for the spread of effective teaching practices,
improved outcomes for the students they teach, and the
retention of the most accomplished teachers in high-needs
schools
• Effective teacher collaboration can only occur in a climate
where leaders themselves are supportive of open discussion.
• Collaboration also sometimes means the discussion of
uncomfortable subjects or airing of conflicting opinions.
Teacher leadership includes sharing of best practices

The most dynamic educational leaders today often are the teacher
leaders working in classrooms. Throwing their classroom doors wide
open to learners, peer colleagues, families, and community alike, today's
teacher leaders are always on the lookout for ways to enhance their
teaching practice - through the use of new technologies, through
professional development, through discovering and sharing the talents of
the people living in their surrounding communities.
Teacher Leadership Involves Taking Action
• Taking action is a team activity: teachers working collaboratively to turn new
learning into new practices. It requires dialogue, observation, reflection and
opportunities to try and try again.
• Everyone must do things differently if there are to be different outcomes for
learners. This means taking risks and continually checking to see if those risks are
paying off in terms of promoting student learning. If they are not, then check with
colleagues and try something else.
• Ensuring everyone realizes that professional learning must be about doing things
differently, that is, talking about taking action is not the same as taking action.
• Involving learners in deciding whether the action taken is effective in helping
them to learn.
• Providing time and opportunities to ensure the action taken is consistent with the
intended changes and is making a difference for learners.
• Providing time and opportunities to review the effectiveness of the action.
