European Parliament

History

In 1951, the ECSC Treaty created the Common Assembly of the European Coal
and Steel Community.
The European Coal and Steel Community (ECSC) was the first supranational
organization at European level that took shape and which later culminated in the
origin of European integration. It arose as a result of the border conflict between
West Germany and France after World War II.
History

The founders' intentions were clear in the sense of outlining a true democratic
parliament, by providing neither direct election by universal suffrage nor
legislative powers.

In 1957, with the signing of the Treaties of Rome, it became known as the
Assembly. On March 30, 1962, the Assembly decided to adopt the designation of
the European Parliament.
What is the European Parliament?
• The European Parliament shares EU budgetary and legislative powers with the Council of the
European Union, plays a key role in electing the President of the European Commission and makes
sure that the other EU institutions work in a democratic manner.

• Earned a reputation as a dedicated promoter fundamental rights and democracy.

• In the only directly elected Union institution, European MEPs struggle against new and old attacks on
essential freedoms.
What Parliament does?

Parliament has three main types of powers:

Legislative powers;
Budgetary powers;
Supervisory powers.
Legislative powers
 Adopts legislation, together with the EU Council, based on proposals from the
European Commission;

 Decides on international agreements;

 Decides on enlargements;

 Analyzes the Commission's work program and invites it to propose legislation.


Supervisory powers

 Exercise democratic control over all EU institutions;

 Elects the President of the Commission and approves the Commission as a whole; may vote
on a motion of censure, forcing the Commission to resign;

 Grants discharge, ie approves how the EU budget is spent;

 Examines citizens' petitions and opens inquiries to debate monetary policy with the European
Central Bank;

 Questions the Commission and the Council;

 Performs election observations.

Organization
President:
The President is elected for a renewable term of two and a half
years.

It represents the European Parliament abroad and in its relations


with the other EU institutions.

It directs the work of the European Parliament and its constituent
bodies, as well as the debates held in plenary, and ensures
compliance with the EP's Rules of Procedure.
Members:
 The European Parliament is made up of 705 Members elected in the 27 Member States of
the enlarged European Union;

 Each Member State must guarantee equality between men and women, as well as the
principle of secret voting;

 Represent your interests and those of the respective cities or regions in Europe;

 They play an important role in the great issues of our time, such as climate change,
migration, human rights in the world and the way we regulate our financial markets.

Palace of Europe
The city of Strasbourg is the official seat of the European Parliament.

The institution is legally bound to meet there twelve sessions a year lasting about
four days each.Also all votes of the European Parliament must take place in Strasbourg.
