 To know the current situation of unemployment between age group of 14 – 60 in Bihar by


analyzing four given villages in different regions.

 This shows that being an agriculture based state Bihar, people are not employed in
agriculture sector because of they don’t have their own land to produce.

Q.1 Why people are not willing to work
under MGNREGA scheme?
 Main reasons for less awareness about MGNREGA schemes are
i. Corruption – Rural workers often complains about that funds that are
sanctioned for public works are going into the pockets of middlemen.
ii. Lower wages with minimal hike – In 2018 – 19 there has been no increment in
wage rates in ten states including Bihar. People working under NREGA are
having troubles with increasing inflation and cannot continue working there
because of low wage rate.
iii. Late payment – A study shows that 78% of payments were not made on time
which creates dissatisfaction among the workers.
iv. Insufficient fund allocation –The fund that centre allocates during the budget
proves to be inadequate and more funds are sought by the rural development
ministry to finance MGNREGA.

Q.2 Why people are not aware about
MGNREGA ?

 Government should run awareness program to create more


awareness about MGNREGA. Recently government has
started a campaign ‘kaam maango abhiyan’ which literally
means ‘ask for work’.
 Government should make a famous celebrity their
MGNREGA’s brand ambassador, so that it gets popularity.
 Government should look after the corruption with serious
concern as it is creating problems for the workers under
MGNREGA.
 Peoples working under MGNREGA

 It clearly shows the number of people who are getting


employment from schemes like MGNREGA are very less.
Government needs to evaluate the issue regarding such
schemes and then develop employment schemes and
projects for unemployed peoples.

• Recommendations

1) To find the key causes of unemployment in Bihar.


2) To increase the number of high quality of education institutes in
Bihar.
3) Increase number of seats in the premium institutes and develop
competitive environment in the state for future generations so
that local students needn’t go outside for higher studies.
4) Government must try to promote Bihari culture and tourism all
over India so that investors gets attracted and invests in Bihar.
5) Government must improve some ongoing schemes and project for
the unemployed to provide the employment.

 SCHEME:
 Currently, Bihar Government provides 60,000 for purchasing land and 1,20,000 for constructing house or renovating the
house for landless farmers.
 Our scheme is to give 1,00,000 for purchasing land and 1,00,000 for constructing house or renovating the house for landless
farmers.
 The difference between the current government scheme and our scheme is only 20,000.
 
 Why this scheme?
 As we know that rate of land in village is still low, if government promotes the purchasing money 60,000 to 1,00,000 then
landless farmers would buy more land to agriculture. This will also stop the migrants of landless farmers to other states.
 
 Agriculture is a seasonal occupation in Bihar
 Causes of under employment
 Defecting planning :
 No plan had formulated any long term scheme for removal unemployment
 Immobility of labor:
 Factors like:- language barrier, religion barrier and climate are also responsible for low mobility.
