• On January 31, 2020, amidst the looming


threats of a global health pandemic,
PLTCOL. VICI ANTHONY T TABABA
took the helm as Acting Chief of Police.
Faced with the inevitable disaster of
COVID-19, PLTCOL. TABABA
undertook initiatives to boosts the
capability and morale of the local police.
SPECIAL REPORT OF THE
ACCOMPLISHMENTS
• In a short period of time, PLTCOL. TABABA built a good rapport with the various
stakeholders in the locality. With a strong determination to innovate and improve the local
police, PLTCOL. TABABA established a respectable inter-agency relationship to the City
Government of Digos and other various government instrumentalities, as well as to the
private entities in the locality. Likewise, to reach out every stakeholder, PLTCOL. TABABA
empowers the City Advisory Council, boosting the support of the community to the local
PNP.
• Banking on these established relationships, the following programs were effectively
implemented and accomplished under his leadership:

• On the month of January 2020, border checkpoints were initially established due to
the imminent threats posed by the African swine fever (ASF). The purpose of which was
to prevent the introduction of ASF virus in the City. The border checkpoints in Barangay
Colorado, Barangay San Jose, and Barangay Sinawilan were further strengthened to
secure the City from Coronavirus disease 2019 (COVID-19) threats. Health screening
such as temperature check, foot bath, and disinfectent misting was being implemented in
each border checkpoint. The checkpoints were also equipped with information
campaigns and publicity materials to educate the public before entering the City.

• The Digos City Police Station (DCPS), under the supervision of Acting Chief
of Police PLTCOL. VICI ANTHONY T TABABA, was in close coordination
with the Barangay Health Workers from the three abovementioned
barangays. Furthermore, DCPS was strategically align with the Office of the
City Veterinarian and the Office of the City Agriculturist in the
implementation of border control.

• To effectively enforce Executive Order No. (E.O.) 31 issued by the City


Government of Digos, DCPS conducted seminar/ lectures to the barangays.
The activity commenced on May 21, 2020, spearheaded by Acting Chief of
Police PLTCOL. VICI ANTHONY T TABABA. The activity discussed the
guidelines under General Community Quarantine as prescribed by the City
Government of Digos. DCPS likewise discussed the minimum health
protocols prescribed by the Inter-Agency Task Force.

OPLAN PATAGAM

• On May 1, 2020, Oplan Patagam launched by the Digos City Police Station, under the leadership of
PLTCOL VICI ANTHONY T TABABA, Acting Chief of Police. Effectively implemented Executive
Orders published by the Provincial Government of Davao del Sur and the City Government of Digos
declaring the nine (9) municipalities and the City under General Community Quarantine, Oplan
Patagam was established as a focus operation for the implementation of the Enhance Community
Quarantine Guidelines and Protocols set by the City Government of Digos. Likewise, the campaign
against illegal Gambling and Buy bust operation, checkpoints, saturation, implementing of PRRD’s
directives and inspections of establishments regarding IATF guidelines and protocols also
implemented. From May 1-5, 2020, the Oplan Patagam yielded eight hundred twenty-eight (828)
apprehensions.
OPLAN PATAGAM

• Through this activity, Bureau of Fire Protection Digos, Civil Security Unit,
COVID-19 Task Force of Digos, and Traffic Management Center participated
in this activity with the aim to prevent local transmission and to contain and
control the spread of the Corona virus disease 2019 (COVID-19). Likewise,
Barangay Officials from Barangays Zone 1, Zone 2, Zone 3, San Jose, and
San Miguel mobilized their barangay tanods to participate as well in the
abovementioned activity.
OPLAN PATAGAM

• On May 6, 2020, Oplan Patagam was further intensified into Oplan Patagam (Level-Up) due to
the augmentation of police officers and personnel from the Davao del Sur Police Provincial
Office, 1ST DSPMFC and coordination with other agencies to strictly implement the Enhance
Community Quarantine Guidelines and Protocols. Oplan Patagam (Level-Up) was done
simultaneously in different saturated areas in the City compared to the previous Oplan Patagam
wherein specific areas only were inspected. On May 6-June 5, 2020, the said same operation
yielded four hundred seventy-nine (479) apprehensions for various violations in relation to the
Enhance Community Quarantine Guidelines and Protocols. Violators of the said guidelines and
protocols were apprehended and rendered community service while 16 were filed cases.

• Upon the issuance of Executive Order No. 31 and subsequent advisory


guidelines by the City Government of Digos, DCPS conducted
“REKORIDA” at several strategic points in the city, to wit: Old Public
Market, Gaisano Grand Mall, 2nd Crumb St., Lapu-Lapu Street, Christian
Village, and Rizal Avenue. The activity started on May 1, 2020, with the
supervision of PLTCOL VICI ANTHONY T TABABA, Acting Chief of
Police, until its eventual lifting on June 1, 2020.

• To amplify the implementation of rekorida, DCPS, through the efforts of


PLTCOL VICI ANTHONY T TABABA, Acting Chief of Police, was in close
coordination with the local officials of all barangays. Furthermore, DCPS
was in collaboration with the Office of the City Mayor and City Information
Office for this activity.

• Through this activity, in addition to the seminar/ lectures conducted to


barangay tanods, DCPS spearheaded the information drive for the guidelines
of the General Community Quarantine. The activity highlighted the
capability of DCPS to enforce law and order within its jurisdiction.

• The Davao del Sur Provincial Police Office officially launched the “Kapwa
Ko, Sagot Ko” Program as a contribution to help the poorest of the poor
families through the provision of food, water, clothes, and other basic
necessities until the Enhanced Community Quarantine (ECQ) is lifted. In
response and compliance to this program, the Digos City Police Station
(DCPS) has also launched the Tabang sa Panimalay – Adopt a Barangay
Program. DCPS has chosen Barangay Zone 1 among the 26 barangays as their
recipient.

• Through this program, the DCPS acknowledged the importance of community spirit and the
atmosphere of cooperation amidst in this time of crisis. In this program, each police officer and
personnel from DCPS has contributed Php500.00 for the purchase of food, water, clothes and other
basic necessities that were then distributed to the indigent families in Barangay Zone 1. Moreover,
DCPS personnel also conducted lecture and counselling to the children in the said barangay to
alleviate the psychological stress posed by COVID-19. The Tabang sa Panimalay – Adopt a Barangay
Program has created an environment of generosity and closely bridged the DCPS to the community.
This program has highlighted that the DCPS is not only there to provide security to the public but
show compassion in service of the people.

• In light with our objective to promote the well-being of local residents within
our jurisdiction, DCPS, under the leadership of PLTCOL VICI ANTHONY T
TABABA, Acting Chief of Police, initiated its regular distribution of
vegetables to the needy members of the populace. Through this activity,
DCPS aims to revitalized the trust of local residents to the PNP.

• Apart from the aforementioned programs, DCPS, through the initiative of PLTCOL
VICI ANTHONY T TABABA, Acting Chief of Police, developed and innovated its
grounds and equipment.
• One of the steps undertaken was to improve the DCPS grounds through the
development of its area in order to improve mobility and convenience to its
personnel and clients. As a result of the strong support from the community and
various stakeholders, improvements in the facilities of the police station was made
possible. The following innovations was likewise undertaken, to wit:

• Construction/Establishment of Mess Hall (Marangal Mess Hall), outsourced from the donations of various
stakeholders, to effectively implement minimum health protocols related to COVID-19 operations. Likewise, the
establishment of facility was intended uplift the morale and well-being of police personnel;
• Repair/Renovation of Intel and City Drug Enforcement Unit (CDEU) Office for a conducive workplace environment
for quality service and to ensure the confidentiality of special operations such as contact tracing activities;
• Landscaping of DCPS through the sponsorship of local stakeholders in efforts to improve public perception with the
local community;
• Procurement/Provision of Desktop Computers and Laptops for efficient and quality service;
• Procurement/Provision of TV Sets;
• Procurement/Provision of Electric Fans to promote a conducive office environment; and
• Provision of additional long firearms for Mobile Patrollers, Compact Personnel and QCP Personnel.
