(OBE)
under the New Normal

Objectives
• The OBE is a national activity of the DepEd that
aims to address problems, queries and other
concerns that are commonly encountered by
the public at the start of the school year.

• This is to ensure that pupils/students are


properly enrolled and able to attend school by
the first day of classes.

Traditional OBE
• The DepEd sets up a Public Assistance Action
Center Center at the Bulwagan ng
Karunungan, Central Office

• A total of 80 personnel are involved and


(organized in different committees).

• It is open to public on Mondays thru Fridays


(7am to 6pm) and on weekends (8:00am to
5:00pm). This is a two or three-week activity.

Traditional OBE
• The Center accommodates inquiries and
complaints thru different channels of
communication, including walk-in clients
• There is face-to-face conversation and
discussion of issues and concerns
• There is a log book or database for
recording purposes
• There are referral forms given to clients
• Media members are welcome to stay and
conduct interview

OBE under the New Normal
• The OBE is part of the Department’s effort to
ensure that learners are properly enrolled as
part of the learning continuity plan (LCP) and
able to continue their education amidst the
health crisis situation.

• Under the new normal, like basic education,


public service should continue, and find ways
to make communications accessible with the
public;

• NO WALK-IN clients for safety purposes

OBE under the New Normal
• The OBE will also strengthen the synergy with
the Department’s Brigada Eskwela initiative
under the 'Bayanihan sa Paaralan' banner for
this school year to engage agencies,
organizations, and other stakeholders in
contributing to educational needs, especially at
this critical time.

Information Advocacy Efforts
• Updating official website, FB page, and other

• Available line of communications in the


region/division
• DepEd’s programs, projects and activities (FAQs
uploaded on the website)
• New guidelines and policies specially on
enrollment concerns
• Press releases, statements, advisories, stories

OBE Regional and Division Committees

• The Regional Directors and Assistant Regional


Directors in the region shall be the Chair and
Vice-chair of the regional committee.

• The Schools Division Superintendent and


Assistant Schools Division Superintendent shall
lead in the Division level.

• Member offices are PAU, Legal, Admin,


Curriculum, and other support offices

Localizing OBE
• The local OBE in the regions and
divisions must ensure that concerns in
the regions and divisions are properly
addressed in their respective areas.

• Reporting of concerns received including


the action taken shall be sent daily at
3pm starting June 1 thru the OBE
Ticketing System

National 2020 OBE committees

• The Regional Office shall send the list of OBE


Committee members in the regions and
divisions with contact numbers such as mobile,
email, FB or Viber for faster communications
with the Central Office.

• This will be emailed to Public Affairs Service,


DepEd Central Office or thru email
pas.cd@deped.gov.ph

• Deadline of submission is on May 27, 2020.

Localizing Public Assistance

• The OBE Action Center in the region and


division shall serve as an information and
complaints processing and routing mechanism
of the DepEd. Their functions are:

 Receive, process and respond to simple queries,


information requests, and grievance.

 Assist in the dissemination and clarification of
DepEd policies, programs, projects, and
processes, particularly those relevant to the
opening of classes;

 Monitor, document, and submit reports on all


issues and concerns received daily including
the action taken to the OBE Central Office at
3:00pm daily.
