EXECUTIVE SUMMARY

The unprecedented global outbreak of Covid-19, gave rise to the new normal which poses great
challenges to our educational system. Not only has it caused great disruptions in the delivery of
instruction but it is projected to lead to the decline in the quality of teaching and learning if not
mitigated and planned appropriately.
This Learning Continuity Plan translates the commitment of Abuyog Community College to its
mandate to provide accessible quality education amidst the Covid crisis. Out of necessity and
in guaranteeing the safety of students, teachers and personnel, several changes need to be
introduced that will allow the continuity of learning despite the challenges and threats of the
pandemic. The changes spell out new guidelines, policies, modalities and strategies to adjust to
the new mode of instructional delivery in the face of the public health emergency.
The new design in the delivery of curricular content is deeply rooted on the needs and
capabilities of the students and teachers, financial or otherwise. It is attuned to overcoming
uncertainties on the technical and professional readiness of teachers as well as on the capacity of
the administration to provide the needed support to both students and faculty, including that of
mental health.
In response to the situation on hand, the college took an initiative of revising its collegiate
calendar in order to address the gaps presented by the outbreak, likewise in compliance to
protocols issued by the Department of Health, Local Government and the Inter-Agency Task
Force (IATF). Not only were the formal classes suspended, but also curricular activities were
cancelled for the remaining duration of the second semester AY 2019-2020. In the opening of
the new academic year this August 2020, a blended learning platform will be implemented which
is a combination of on-line and offline modality in the delivery of instruction. The decision to
shift from the conventional learning to a virtual or online learning is born out of compliance
with issued mandates by the Commission on Higher Education and from surveys conducted by
the ACC management among students, teachers and parents. Students were made to answer on-
line a “Survey on Student Readiness for Flexible Learning Environment., while parents will
take part on the “ Survey on Parent Preference on the Modality of Instruction during the Covid-
19 pandemic.” Analysis of data from these surveys took major emphasis in the determination of
the school’s Learning Platform and in the development of the ACC-Learning Continuity Plan
(ACC-LCP). Collaborating the results with the existing global landscape of Public Health
Emergency and with series of consultations with the school’s Board of Trustees and Local
Government Unit, the college began to lay down its plans to adapt to the situation and make
major modifications in its operations and learning strategies.
For the incoming school year, the college requires drastic measures to cope with the challenges
presented by the paradigm shift. Teachers and administrators shall be capacitated to ensure the
swift transition through a series of capacity building interventions . Likewise, parents and
students shall need to be oriented on the new delivery mode and the changes that need to be
adopted under the new normal educational scheme.
Therefore, the crafting of the Learning Continuity Plan is the institution’s answer to promote
stability in the educational experiences of the learners and prevent significant delay in the
provision of higher education. With all the challenges threatening to obscure the successful
transformation, ACC hereby issues its ACC-LCP to effectively and efficiently implement its
mandate to ensure educational continuity.
