National Planning Commission (NPC)
Organization Apex Body
General Description
• The National Planning Commission (NPC) is the specialized and apex advisory body of the
Government of Nepal for formulating a national vision, development policy, periodic plans
and sectoral policies for overall development of the nation.
• It assesses resource needs, identifies sources of funding, and allocates budget for socio-
economic development.
• It serves as a central agency for monitoring and evaluating development policy, plans and
programs.
• The NPC also serves as an intellectual hub for the exchange of new development ideas and
proposals from scholars, private sector, civil society, and development partners.
• At present, the NPC has one full-time Vice-Chairman, six members, and one Member-
Secretary who also heads a fully staffed secretariat.
• The Chief-Secretary and the Finance Secretary are ex-officio members of the Commission.
• The national statistical organization of Nepal, the Central Bureau of Statistics (CBS), functions
as a specialized entity of the NPC, headed by a Director-General.
• The Commission consists of four functional divisions each headed by a Joint-Secretary:
i) Economic Management
ii) Infrastructure and Production
iii) Research and Evaluation, and
iv) Good Governance and Social Development.
Roles & Responsibilities
• To formulate basic development policies and prepare periodic development plans
accordingly within the framework of a long-term development perspective.
• To explore internal and external resources along as well as indigenous and foreign
technology and to recommend suggestions to GoN to accelerate the pace of
development.
• To explore innovative approaches for sustainable development based on the
economic situation of the country.
• To formulate annual programmes and assist GoN in their implementation.
• To advice GoN for the institutional development of monitoring & evaluation
system, to monitor the implementation of programmes and projects according to
plan target and outlay, and to carry out an imp`act evaluation of plans and
projects.
• To provide guidelines, advice and suggestions to sectoral ministries, departments,
other agencies and local bodies and assist them in the plans and projects
formulation.
• To provide guidelines to collect data and to carry out action-oriented research
necessary for the evaluation of new policies and for the refinement of the planning
process.

Department of Electricity development
(DoED)
General Description of DoED
• Electricity Development Center (EDC) was established on July 16, 1993 (2050
Shrawan 1) under the then Ministry of Water Resources (MOWR) to develop
and promote electricity sector and to improve financial effectiveness of this
sector at the national level by attracting private sector investment.
• It was later renamed as Department of Electricity Development (DOED) on
February 7, 2000 (2056 Magh 24).
• The Department is responsible for assisting the Ministry in implementation of
overall government policies related to power/electricity sector.
• The major functions of the Department are to ensure transparency of
regulatory framework, accommodate, promote and facilitate private sector's
participation in power sector by providing "One Window" service and license
to power projects.

General Description of WECS
• The Water and Energy Commission (WEC) was established by
GoN in 1975
• Its objective was to develop the water and energy resources
in an integrated and accelerated manner.
• Consequently, a permanent secretariat of WEC was
established in 1981 and was given the name, Water and
Energy Commission Secretariat (WECS).
• The primary responsibility of WECS is to assist GoN, different
ministries relating to Water Resources and other related
agencies in the formulation of policies and planning of
projects in the water and energy resources sector.

General Description of NEA
• Nepal Electricity Authority (NEA) was created on August 16,
1985 (Bhadra 1, 2042) under the Nepal Electricity Authority
Act. 1984,
• It was resulted through the merger of the Department of
Electricity of Ministry of Water Resources, Nepal Electricity
Corporation and related Development Boards.
• The merger was meant to remedy the inherent weakness
associated with these fragmented electricity organizations
with overlapping and duplication of works, merger of this
individual organization became necessary to achieve
efficiency and reliable service.
Objectives of NEA
Primary Objective:
• The primary objective of NEA is to generate, transmit and distribute
adequate, reliable and affordable power by planning, constructing,
operating and maintaining all generation, transmission and
distribution facilities in Nepal's power system both interconnected
and isolated.
NEA's major responsibilities:
a. To recommend to Government of Nepal, long and short- term
plans and policies in the power sector.
b. To recommend, determine and realize tariff structure for electricity
consumption with prior approval of Government of Nepal.
c. To arrange for training and study so as to produce skilled
manpower in generation, transmission, distribution and other
sectors.
Alternative Energy Promotion Center
(AEPC)
General Description of AEPC

• AEPC was set up to promote the use of alternative/renewable


energy technologies to meet the energy needs in Nepal.
• Acting as an intermediary institution between the operational
level NGOs/private promoters of renewable energy and the
policy decision levels in relevant ministries.
• AEPC's activities include renewable energy policy formulation,
planning and facilitating the implementation of the
policies/plans.
Roles and responsibilities of AEPC

• Short, medium and long term policy and plan formulation.


• Promotion of RET development programmes.
• Standardization, quality assurance and monitoring.
• Service and support.
• Subsidy and financial assistance delivery.
• Co-ordination with various government organization,
development partners, NGOs/INGOs and private sector.
• Monitoring, evaluation and quality control, 
• Strengthening AEPC and its partners.

• Investment Board Nepal (IBN), is a high-level government


body chaired by the Right Honorable Prime Minister.
• IBN functions as a central fast-track government agency
established to facilitate economic development in Nepal by
creating an investment-friendly environment, mobilizing and
managing domestic as well as foreign investments.
