The Standard Committee that approves the


code or standard is balanced to assure that
individuals from competent and concerned
have had an opportunity to participate.

The proposed Code or Standard is made


available for the public review and comments
that provides an opportunity for additional
public input from industry, academia,
regulatory agencies and the public-at-large.

“RATE” OR “ENDORSE” ANY
ITEM, CONSTRUCTION,
PROPRIETARY OR ACTIVITY.
ASME BPVC IS A SET
OR RULES OF SAFETY
RATHER THAN A
DESIGN CODE
ASME; A CODE OF SAFETY RULES

The Committee’s function is to establish rules of


safety, relating only to pressure integrity, governing
the construction of boilers, pressure vessels,
transport tanks, and the nuclear components and in-
service inspection for pressure integrity of nuclear
components and transport tanks.
ONLY PRESSURE INTEGRITY
CODE DOES NOT ADDRESS OTHER SAFETY RELATED
ISSUES.

CODE IS NOT CONCERNED WITH POST


CONSTRUCTION PERFORMANCE

The User should refer to other pertinent Codes, standards,


laws, regulations, or other relevant documents.
CODE IS NOT A DESIGN HANDBOOK
Engineering judgment must be employed in the
selection of those sets of Code rules suitable to any
specific service or need.
For example all deterioration mechanisms are not
covered by Code, corrosion, erosion, creep, fatigue,
stresses corrosion cracking, hydrogen induced
cracking, temper embritlement, etc are all beyond the
scope of Code.
CODE IS NOT A HANDBOOK AND
CANNOT REPLACE EDUCATION,
EXPERIENCE AND THE USE OF
ENGINEERING JUDGMENT.
QUESTION:
What is meant by Engineering Judgment?

REPLY:
It refers to technical judgment made by knowledgeable
designers experienced in the application of the Code.

Note: Engineering Judgment must be consistent with


Code philosophy and such judgments must never be
used or overrule mandatory requirements or specific
prohibitions of the Code.
CODE NEITHER REQUIRES
NOR PROHIBITS THE USE OF
COMPUTER PROGRAMS
FOR DESIGN OR ANALYSIS
OF THE COMPONENTS……
BUT DESIGNER IS
RESPONSIBLE FOR THE
CODE COMPLIANCE.
EDITION AND/OR ADDENDA OF THE CODE BECOMES
MANDATORY AFTER 6 MONTHS THE DATE OF PUBLICATION,
UNLESS THE PURCHASE ORDER IS BASED ON SOME PREVIOUS
EDITION AND/OR ADDENDA
MATERIAL PRODUCED TO ANY
ACCEPTABLE MATERIAL
SPECIFICATION IS NOT LIMITED
AS TO THE COUNTRY OF ORIGIN
When required by the context in the Code, the
singular shall be interpreted as the plural and vice
versa; and the feminine, masculine or neuter gender
shall be treated as such as other gender as
appropriate.
PARCO BOILER CASE
ASME Code certification, when required by this
Code, is required for the boiler proper and the boiler
external piping………. See 4th paragraph of the
preamble

For example….When boiler is S-Stamped, Pressure


Relief Valves should also be Stamped
REGULATORY RULES AND ASME
BPVC
Whenever there is a contradiction between ASME
BPVC and Regulatory Rules, latter shall take
precedence.
