HR Operations Manual

OSE Process - Borrowed from RGI


● Once a personnel need is identified, please contact HR to begin a candidate search.
○ Candidate requirements need to be provided to HR
● HR will confirm your requirements for the position, place an ad (if necessary, screen the candidates, and provide
top picks based on your criteria.
○ Please be aware, just because an ad is placed does not guarantee that qualified candidates will apply.
● Once you have identified the candidates you want to interview, HR/Admn can set up interviews.
○ Please note: If you choose to set up interviews on your own HR/Admn must also meet with the candidate and
conduct a character/fit interview.
○ Once you and HR/Admn have selected your most desirable candidates, the candidate(s) fill out a Contributor
Agreement
○ Application and Background Check Release Form (see HR/Admn for the most up to date documents).
○ Once background checks have been completed, reviewed and approved, HR/Admn will make an offer to the
candidate
○ No offers will be made without a completed background check.
● Once the candidate accepts the offer:
○ The hiring supervisor fills out the included Work Order and submits it to HR/Admn.
○ HR/Admn will submit the work order to all appropriate departments.
● The hiring supervisor fills out the included Personnel Action Notice. The P.A.N. must be signed by the hiring supervisor
and the departmental manager and submitted to HR/Admn.
○ PLEASE NOTE: whenever there is a change of status - New Hire, Termination, Salary Increase, etc, a Personnel
Action Notice must be filled out and submitted to HR/Admn.
○ Position changes or salary increase will NOT be processed without a signed Personnel Action Notice.
● HR/Admn will send an offer letter to the new employee
OSE Process - HR Startup
● Basic Principles
○ Official OSE Developers are required to commit to an average of 10 hours per week of contributions
○ They are put through a formal interview, onboarding, and offboarding process
○ These are volunteer positions, but we require a high professional standard, and we make a promise to our
Developers that we will respect their time by working efficiently and achieving tangible results
○ OSE Developers are featured on the wiki as OSE Developers.
○ Work involves a weekly meeting with a Team Lead
○ Logging of progress on a work log and time sheet is ongoing

○ Volunteer Screening Application - example
○ Interview with HR - 30 minute
○ Interview with Team Lead - 15 minute

■ Basic documentation and collaborative literacy training. Wiki, Google docs, YouTube, Minds.
■ Tools training - OSE Dev ISO - FreeCAD, Kdenlive, LibreCAD, RecordMyDesktop
○ Performing. Weekly team meeting + work.
○ 90 day review
OSE HR Generalist
Option A

Option B

same by giving people access to resources and materials to change their lives through low cost appropriate technology. Want to
change the world with us? The Open Source Economy is the next trillion dollar economy, and we intend to bring it to the world
sooner with your help. We’re looking for a professional in Human Resources for an impactful and unique position as HR
Generalist for Open Source Ecology, with advancement track to VP of HR.”

Option C
“Join us! We want you to share in the creative collaborative economy by Open Sourcing everything! If you believe that world is
being “Uberized” and there is no going back. Then you understand that the world is changing as people are looking for jobs that
are being disrupted by new idea. We intend to find Subject Matter Experts to help us solve conventional problems to spur
innovation by combining best practices of Open Hardware development by harnessing the creative power of social production.
