Overview
Radio parameters assessment consists of 3 procedures:
• Radio Parameters Plan Verification: Compare the actual parameter set against the operator plan.
• Radio Parameters Defaults Verification: Validate the actual parameter data fill against NSN and operator recommendations (if available).
• Radio Parameters Consistency Check: Verify that subsets of radio parameters are consistent with each other.

The assessment can be done in two ways:


• Online procedure which involves active connection to U2000 and/or eNodeB.
• Offline procedure will be followed when there is no access to U2000 or eNodeB.

Tools to be used for parameters assessment:


• U2000 / LMT
• CME

Inputs Needed:
• U2000 / LMT - Login to U2000 >> Open the planned version >> Update it >> Export the parameters accordingly.
• CME - Use command to export CFGMML, and BCP files for parameters.

Note: Refer to page 14, for detailed steps on how to obtain Configuration data via U2000/LMT or CME tools

Introduction of Tools
The main tasks that can be performed on U2000 are:
• To fetch the Dump
• To activate Measurement counters
• Modify the parameters
• To define Custom KPIs
• To define KPI report template
• To fetch KPI reports
• To fetch Alarms (both History and Active)

Nastar is a network optimization tool. Nastar network optimization functions help to perform various UMTS theme analysis.
These analysis functions help to quickly locate network problems. It is recommended that you read this section when using Nastar for the LTE network
optimization.

The main functions that can be performed on Nastar are:

• LTE Intra-Frequency Neighbor Cell Analysis

FMA LTE Feature description:
Fault overview
• Provides a visualized fault information overview. Onsite operation and maintenance (O&M) personnel can view the system running status on the GUI. Once
the running status of the system objects is faulty, O&M personnel can quickly obtain system fault information on the GUI and troubleshoot the fault.
Fast fault diagnosis
• Allows onsite O&M personnel to perform fault analysis in the event of no direct access to counters, alarms, or logs after a fault occurs and persists on a
network. This function provides comprehensive analysis of counters, alarms, and operation logs of the network experiencing exceptions by following the
diagnosis rules and then generates an analysis report to guide users along the rapid troubleshooting. This function helps increase fault recovery efficiency.
Recovery confirmation
• Allows O&M personnel to monitor KPIs of NEs in real time. After a fault recovery solution is implemented, this function allows O&M personnel to view the
KPI change trend and check whether the fault has been rectified.
Information collection
• Onsite information needs to be collected during fault troubleshooting. Due to various fault information, the fault information collection function is complicated
and easily yields incorrect collection results. Therefore, onsite fault information is repeatedly collected, which prolongs the fault recovery time. To simplify the
log collection procedure, this function is introduced. This function can quickly and accurately collect onsite information and shorten the fault recovery time.

Note: FMA stands for Fault Management Analysis. It is not used to export Configuration file.

PRS is a network optimization tool. PRS tool functions help to perform various LTE
theme analysis.
These KPI functions help to quickly locate network problems. It is recommended that
you read this section when using PRS for the LTE network optimization.

Ways to Obtain Configuration File (eNodeB Dump)
In order for the parameters assessment to be carried out, you need to obtain eNodeB Configuration file. This can be obtained through these following ways:
• From CME
• Open CME
• Connect to the desired BSC6900/BSC6910
• CME Main Window > Area Management > Create Planned area > Export NBI Data
• Specify file format (.xml or .csv) and export path > Next > Select the NEs and types of the data to be exported
• Next > Select the required operator > Next
• The CME automatically compresses the exported files to a .zip file
• From the U2000
• U2000 takes a backup of the configuration files of all network elements on a daily basis
• Open the U2000 Client
• Connect to the desired U2000 Server
• The files are stored in: /export/home/omc/var/fileint/autoExport
• The file name is: eNodeBnameYYYYMMDDHHMMSS.txt
• Take the file of interest with ftp
• Local direct download through OMU Board
• In LMT, connect to the desired NE and export through the MML Command -> EXP CFGMML
• In LMT, connect to the desired NE and export through the MML Command -> EXP BCP

License Activation - BSC6910/BSC6900 License Control List
License control items are contained in the Resource or Function field of a license file in the form of license control item IDs. In the effective period of a license
file, you can run MML commands to query the license control items that can be used by the system. The command output displays license control item names. The
concepts of license control item IDs and names are as follows:
• License control item IDLicense control items are contained in license files in the form of license control item IDs. A license control item ID consists of digits
and capitalized letters and uniquely identifies a license control item.
• License control item nameLicense control item names are similar to feature names. For the mapping between license control item names and feature names,
refer to the “HL2 Feature License Counter Parameters” excel file.

Guidance Note:
You can run the MML command DSP LICUSAGE or eNodeB MML command DSP LICENSE to query the information about license control items. In the
command output, the values in the License Item column are license control item names, and the values in the License Identifier column are license control
item IDs.

License Activation - Classification of License Control List
From the perspective of license control mode, license control items can be classified into resource items and function items:
• Resource items: LTE resources are controlled based on the corresponding resource control items.
• Function items: Some of UMTS features are controlled by the RNC-level switches. The corresponding license control items are called function items.

Guidance Note:
The eNodeB does not have function items. Resource items purchased by the customer can be found in the Resource field of the license file.
Function items purchased by the customer can be found in the Function field of the license file.

• Hardware license control items. A hardware license control item specifies the processing capability of the current hardware. Operators can purchase licenses
that specify hardware capacities during different network phases.
• Software license control items. Software license control items can be further divided into license control items for basic software packages and license control
items for optional features:
• The license control item for a basic software package authorizes the functions and capacity of the basic software package in a release (R) version. The
license fee is the price of the basic software package. The eNodeB does not have any basic software packages.
• The license control item for an optional feature authorizes the functions and capacity of the optional feature. The license fee is the price of the optional
feature

Guidance Note:
Basic software packages are the fundamental part of an entire software release and provide necessary support for optional features.
Optional features are functions and capacity other than those provided by the basic software packages in a software release. Licenses can be purchased
for optional features.

ECO6910 - License file management from U2000
ECO6910(eCoordinator Processor) is a coordination processer to achieve centralized management of multiple RATs, bands, cells and network layers
License files are controlled and released by the Huawei License Management Centre and centrally managed on the U2000.
A valid license file allows an authorized ECO6910 to increase capacity and provide more functions. The license file defines the total authorized capability of the
ECO6910. If no valid license file is available on the ECO6910, the ECO6910 provides only the basic functions and default resources.

Figure shows the license file management


The ECO6910 license file is downloaded to the OMU directly or by using the U2000. The license file
takes effect once activated.

The operator must apply for a license file if any of the following conditions applies:
• The ECO6910 is newly deployed.
• The ECO6910 ESN has been changed.
• The ECO6910 has been upgraded or capacity expansion is required.
• The operator name or customer name has been changed.
• The capacity is adjusted.

Note: The ECO6910 reports ALM-20739 No License when no valid license file is available.
ECO6910 is a new eRAN NE version used like BSC6910.

Basic License Operations for ECO6910

This section describes license operations on the LMT. For details about license operations on the U2000, see "Managing the Controller License" in the U2000
online help.
• A valid ECO6910 license file has been obtained.
• The ECO6910 is working properly.
• The LMT is running and is properly connected to the OMU.
• The external IP address of the OMU and the FTP username and password have been obtained.

Procedure
• Run the LST ESN command to query the ECO6910 ESN.
• Verify that the length of the license file name does not exceed 31 bytes (The license file name must be unique. The recommended format of a license file name
is "site name_YYYYMMDD.dat", for example, Eco1_20070201.dat.).
• Download the ECO6910 license file to the OMU by running the DLD LICENSE command.
• Optional: Query the ECO6910 license information.
• Run the LST LICENSE command to query the parameter settings of a license file or the brief information about all the license files in the OMU
active workspace\FTP\License directory.
• Run the LST LICENSECTRL command to query whether the emergency switch has been turned on.
• Run the CHK DATA2LIC command to check whether the ECO6910 data is consistent with the specified license file.
• Run the ACT LICENSE command to activate the specified license file.
• Run the CMP LICENSE command to check whether the license running on the host is the same as that running on the OMU.

eNodeB License Management
Activate License File (ACT LICENSE)
Use this command to activate a license file on the NE.

Note: This is a high-risk MML command. Pay attention to the following precautions before running this command:
• [Co-MPT,eNodeB] Running the ACT LICENSE command can only activate license files that are listed in the output of the LST LICENSE command. As for
a new license file, you must run the INS LICENSE command to install it.
• [Co-MPT,eNodeB] The successful execution of this command indicates that the license file has been activated. You can run the LST LICENSE command to
query the license file. The activation time of a license file is not updated if the current license file is activated.
• [Co-MPT,eNodeB] If you set PRELOAD FLAG to YES(Yes) when running this command, the downloaded license is checked but not activated.
• [Co-MPT,eNodeB] When you activate a license file by running the ACT LICENSE command, specify the name of a license file to be activated. You can run
the LST LICENSE command to query the license file name.
• [Co-MPT,eNodeB] After a new license is activated, Fixed Term License Switch queried by running the LST FIXTERMLICSWITCH command is set to ON,
which indicates that the fixed term is valid.

Query License Sale Information (DSP LICINFO)
Use this command to query the license sale information.
Note:
• [Co-MPT,eNodeB] When the queried operator index does not exist, only information about the license status of the current NE is returned.
• [Co-MPT,eNodeB] When the input operator index is 65535, the licensed value of the shared operator is returned, and the operator index in the command
output is 65535.
• [Co-MPT,eNodeB] For a license control item that takes effect automatically after a license is purchased, the configured value of the license is NULL.
• [Co-MPT,eNodeB] The validity periods for commissioning licenses with the ESN of ANY which are installed on the NE and have been used for more than 3
days must be the same.
• [Co-MPT,eNodeB] In R versions, a commissioning license with the ESN of ANY can be installed on the NE for multiple times, and the installed license can be
used for a maximum of 180 days.
• [Co-MPT,eNodeB] When a commissioning license with the ESN of ANY has been installed on a base station for more than 180 days accumulatively, the
installed license file that has been used for less than or equal to 3 days can still be loaded and the days are not counted into the 180 days.
• [Co-MPT,eNodeB] For the installed license file that has been used for more than 3 days, the expiration date of each control item is the earlier one between the
expiration date in the license file and the expiration date is calculated based on the remaining days for the commissioning license with the ESN of ANY.
• [Co-MPT,eNodeB] For license control items with Unit and Expiration Date specified as NULL, the query results display the actual license configuration data
in use.

Field Description
Status Indicates the status of the license. The status of a license can be default, normal, commissioning, grace period, or emergency.
Enter Grace Period Indicates the time when the license file enter grace period.
Remaining Days for Indicates the number of remaining days for the commissioning license with the ESN of ANY. This parameter is displayed only when
Commissioning License with no commercial license is installed or a commissioning license is installed. The value Not Used indicates that no commissioning
ESN of ANY license with the ESN of ANY has been installed.
Operator Index Indicates the index of the operator that owns the license.
Operator Name Indicates the name of the operator that owns the license.
Indicates the license control item type. Package indicates a package containing multiple control items that are sold together. Package
Item indicates the control items that are packaged. Unpackaged Item indicates the control items that are not packaged and sold
Item Type separately. If a license file does not contain packaged control items, this parameter is set to NULL.
Model Indicates the model of each item in the license.
Description Indicates the description of each item in the license.
Allocated Indicates the value allocated by the license to the controlled item.
Config Indicates the configured value of each item.
Actual Used Indicates the actual value of a control item.
Unit Indicates the sale unit of each item in the license.
Expiration Date Indicates the deadline of each item in the license.

• Use this command to list the license file information.
• [Co-MPT,eNodeB] Two license files are available for an NE: the current license file and the standby license file. Run the ACT LICENSE command to activate
a standby license file.
• [Co-MPT] In a base station where the GTMU supports SingleOM, this command cannot be executed.

Number Indicates the file number.
LicenseFileName Indicates the name of the license file.
IsCurrentLicense Indicates whether the license is currently activated license.
Indicates the time when the License file is activated.
License Active Time
The value NULL indicates that the license is not activated.
LSN Indicates license sequence number.
CreatedTime Indicates the time when the license file is generated.
Product Indicates the product name.
Feature Indicates the feature of net equipment.
Ver Indicates the version.
ESN Indicates the ESN of net equipment.
Indicates the properties of the license, including the type, expiration date, grace period, end date of software maintenance, end
date of hardware maintenance, and end date of software version free upgrade of the license file. For example, in the output
"DEMO, 2009-12-01, 60, NULL, NULL, NULL", DEMO is the type of the license file, 2009-12-01 is the expiration date, 60
Attrib is the grace period, and NULL means invalid.

Use this command to query the information about the license being used on the BS.
Note:
[Co-MPT,NodeB,eGBTS] If no license is configured or the license is cleared, only license status is displayed. The configurations of the license are not displayed.
[Co-MPT,NodeB,eGBTS] When the input operator index is 65535, the licensed value of the shared operator is returned. If the input operator index is 65536, the
licensed values of all operators are returned.
[Co-MPT,NodeB,eGBTS] When the queried operator index does not exist, only information about the license status of the current NE is returned.

Status Indicates the status of the license. The status of a license can be default, normal, commissioning, grace

Frequency Info Indicates the licensed uplink UTRA Absolute Radio Frequency Channel Number (UARFCN). The value
Unlimited Frequency indicates that license control is not applied to the UARFCN.
License Identifier Indicates the identifier of each item in the license.
License Item Indicates description of license control item.
Allocated Indicates the value allocated by the license to the controlled item.

Actual Used Indicates the actual value of a control item. NULL indicates that actual values of the control item cannot be
queried.
Expiration Date Indicates the deadline of each item in the license.
