RELATION BETWEEN THE TWO
HOUSES.
GYALYONG TSHOGDU(NATIONAL
ASSEMBLY)
 The National Assembly is to create a forum to discuss issues of national
interest and encourage a greater participation of people.
 It consists of 47 members.
 Every ten years, the number of elected members from each Dzongkhag
will be reviewed.
 The National Assembly will assemble at least twice a year.
 It will continue for five years from the date of the first sitting.
 Nevertheless, premature dissolution may take place on the
recommendation of the Prime Minister to the Druk Gyalpo or in the event
of a motion of no-confidence vote against the government being passed
in the National Assembly.
GYALYONG TSHOGDE(NATIONAL
COUNCIL)
 The National Council consists of 25 members.

 The National Council will elect a Chairperson from amongst
its members and receive Dakyen from the Druk Gyalpo.
 It will assemble at least twice a year.

 It will serve foe a term of five years from the date of the first setting of the
house.
 The National Council besides Legislative functions, acts as:
*the house of review on matters affecting the security and
sovereignty of the country.
*the interest of the Nation and the people.
*to bring the matters to the notice of the Druk Gyalpo, the Prime
Minister and the National Assembly.
RELATION BETWEEN THE TWO HOUSES.
 Although the National Assembly and the National Council are the bodies
of Legislature, there are differences and similarities with regard to their
functions, powers and features.
