 The introduction of e-government in the Krasnoyarsk region

• In this modern information world, the practice of introducing e-

government is widely used by public authorities in the implementation
of theirs functions.
• for the first time in Russia the System project for the formation of e-
government infrastructure was approved in 2010.
• It primarily concerned the processes of introducing electronic
technologies into the activities of Federal state Executive authorities,
their territorial authorities, and subordinate organizations with a view
to ensure information and technological interaction of information
systems used in providing citizens with state and municipal services in
electronic form.

• In spite of the fact that initially the introduction of e-government was
hampered by a number of problems (electronic document management
was poorly formed, an indicator of the availability of the Internet)
• However, in comparison with 2010, today the level of development of
information and communication technologies in the country and in
particular in the Krasnoyarsk region has significantly increased.

• Since 2010, the most significant direction of using information and

communication technologies in public administration is the provision
of state and municipal services in electronic form.
• Today, the regional portal of public services provides 265 services in
electronic form.

• Krasnoyarsk region was recognized as the leader in the Siberian
Federal district in terms of the quality of electronic public services.
• According to the results of 2020, there are 476 infomats in the
territory of the region. Infomat is a universal terminal that allows
residents of the region to receive services through self-service.
 the XXIX world winter Universiade 2019 in
Krasnoyarsk
• In order to hold the XXIX World Winter Universiade 2019 in Krasnoyarsk,
government of Krasnoyarsk region have carried out a lot of work on the
construction of information and communication and telecommunications
infrastructure.
• The infrastructure components, which include the main and backup data
processing centers, information security system, sports timekeeping, telephone
and video conferencing will be used as a legacy of the Student games for further
digital development of the region.
• Software and hardware, including automated workstations, peripheral equipment,
telephony and video conferencing facilities, laptops, televisions, were transferred
to the Executive authorities, local self-government authorities, and organizations
subordinate to them in the Krasnoyarsk region.
 Creation of the Regional Management Center
• One of the key projects that has already been launched is the creation
of a regional management Center – an information and analytical tool
for making management decisions.
• As a result of its creation, the region will receive an effective tool for
monitoring and forecasting socio-economic processes in the territory
of the region, a tool for supporting decision-making in various areas of
the regional government, and a platform for obtaining and structuring
information from systems at various levels.
 Communication and the Internet

• In 2019 more than 11 thousand residents in 36 localities of the region

were able to use high-quality cellular communication services for the
first time.
• As part of the implementation of the national project "Digital economy
of the Russian Federation", the Ministry carried out work on
connecting socially important institutions of the region to broadband
Internet access. Thus, 575 such institutions were connected: fire
departments, local governments, educational institutions and other
state organizations.
 Electronic document management

• A large part of the Ministry's work was devoted to the modernization

of electronic document management system, in particular, the work on
maintenance and maintenance of the unified data transmission
network of the Krasnoyarsk region state authorities was continued.
• Today, the network unites state authorities and their subordinate
institutions into a single information space and makes it possible to
provide public services to residents of the region in electronic form.
 Future plans
• the government of the Krasnoyarsk region notes that the primary goal is
the implementation of national and regional projects on the digital
economy.
• continue to work on the development of communication infrastructure in
the framework of the regional program "Creation of conditions for the
development of communication services in small and remote settlements
of edge“
• improve the regulatory framework providing for the coordination of
activities in the creation, development, modernization of the state
information system of Krasnoyarsk region.

• create and provide the most favorable conditions for effective IT
development of start-up projects and large IT companies
