Otherwise known as the National
Service Training Program (NSTP) Act
of 2001

Jointly issue, adopt, and promulgate the following implementing rules
and regulations to implement the provisions of the Act.
CWTS VISION
o To produce valuable and effective members
of the National Service Corps who may
serve as leaders and intermediaries in
securing a quality life, maintaining peace,
harmony and growth to Filipino
communities.
CWTS MISSION
o Strengthen the values and traits of the youth
o Improve the students’ skills and knowledge
on various endeavors
o Develop the students’ interest in community
service
OBJECTIVES OF CWTS
o To develop and promote civic consciousness,
enhance the intellectual, physical, moral,
spiritual and social being of the youth.
o To inculcate among the youth the ideals of
patriotism and nationalism, and advance their
involvement in public and civic affairs.
o To instill moral values among the youth,
inculcate respect for the rights of civilians and
adherence to the constitution.

o The National Service Training Program (NSTP) Law
or the Republic Act 9163
o Implementing Rules and Regulations (IRR)
o Institutional guidelines based on the purpose of
the program and the Vision and Mission
GUIDING PRINCIPLE

What is the primary duty of


the government to its
citizens?
The primary duty of the government is
to serve and protect its citizens, in turn
it shall be the responsibility of all
citizens to defend the security of the
state, and in fulfillment thereof, the
government may require each citizen
to render personal, military or civil
service.

How does the


government recognize
the role of the youth
in nation-building?
In recognition of the vital role of the
youth in nation-building, the state shall
promote civic consciousness among them
and shall develop their physical, moral,
spiritual, intellectual and social well
being. It shall inculcate the ideals of
patriotism, nationalism, and the advance
their involvement in public and civic
affairs.

PROGRAM IMPLEMENTATION

Who are Required to complete


NSTP component of their
choice as a graduate
requirement?
All incoming freshmen students,
male and female, enrolled in any
baccalaureate and in at least two
year technical-vocational or
associate courses.
COMPONENTS OF NSTP
RESERVE OFFICERS TRAINING CORPS (ROTC)
- designed to provide military training to tertiary
level students in order to motivate, train, organize
and mobilize them for national defense
preparedness.
COMPONENTS OF NSTP
CIVIC WELFARE TRAINING SERVICE (CWTS)
- refers to the program component or activities
contributory to the general welfare and the
betterment of life for the members of the
community or improving help and education and
other social welfare services.
COMPONENTS OF NSTP
LITERACY TRAINING SERVICE (LTS)
- refers to the program component designed to
train the students to teach literacy and numeracy
skills to school children, out-of-school youth and
other segments of society in need of their services.
ORGANIZATION OF NSTP
GRADUATES
a. Graduates of the non-ROTC components
of the NSTP shall belong to the National
Service Reserve Corps (NSRC) that could
be tapped by the state for literacy and
civic welfare activities through the joint
efforts of DND, CHED and TESDA in
coordination with DILG, DSWD and other
concerned agencies/association.

GRADUATES
b. The CHED, TESDA and DND, in
consultation with other concerned and
non-government agencies, shall issue the
necessary guidelines for the
establishment, organization, maintenance
and utilization of the National Service
Reserve Corps.

c. Graduates of the ROTC program shall
form part of the Citizen Armed Forces
pursuant to R.A 7077, subject to the
requirements of DND.

MG = Midterm Grade
MCS = Midterm Class Standing

ESTABLISHMENT OF THE NATIONAL
SERVICE RESERVE CORPS
“Section 11 of RA 9163 (NSTP Act of 2001),
specifically provides for the creation of a National
Service Reserve Corps (NSRC), composed of the
non-ROTC Components: the Civic Welfare Training
Service (CWTS) and Literacy Training Service(LTS),
Members of this Corps maybe tapped by the State
for literacy and civic welfare activities, through the
joint efforts of DND, CHED, and TESDA.”
MISSION
o To provide a trained and motivated
manpower pool that can be tapped by
the State for civic welfare, literacy and
other similar endeavors in the service
of the nation
FUNCTIONS
a. To assist in the disaster
preparedness, mitigation, response
and rehabilitation programs
b. To serve as an auxiliary to the
Disaster Coordinating Council (DCC)
response unit
c. To assist in the promotion of civic
welfare activities

development
f. To assist in environmental protection
g. To perform other similar endeavors

National Service Reserve Corps
(NSRC) shall be composed of the
graduates of the Civic Welfare
Training Service (CWTS) and
Literacy Training Service (LTS)
components of the National
Service Training Program (NSTP)
