WHAT IS PRADHAN MANTRI AWAS YOJANA?

 Pradhan Mantri Awas Yojana was launched with the aim to provide housing at an affordable price to the weaker sections of the
society, lower income group people, urban poor, and rural poor.
 The Yojana involves a construction of around 20 million houses at an affordable price by March 31, 2022. The scheme is getting
financial assistance of USD 31 billion from the Central Government.
 Pradhan Mantri Awas Yojana  has two components: 
o Pradhan Mantri Awas Yojana Urban (PMAY-U)
o Pradhan Mantri Awas Yojana Gramin (PMAY-G)
 The scheme is also linked with other schemes like:
o Swachh Bharat Abhiyan
o Saubhagya Yojana
o Ujjawala Yojana
o Accessibility of pure drinking water
o Pradhan Mantri Jan Dhan Yojana

Pradhan Mantri Awas Yojana (PMAY) is a housing scheme started by the Prime Minister Narendra Modi in June 2015. This
scheme is launched for all the states of the country.

Pradhan Mantri Awas Yojana (PMAY) is started for the poor people of the country. Under this scheme the government has a
plan to provide the houses to all till 2022. this scheme will be completed in three phases. The government has selected 4041
cities from all the states throughout the country.

 The idea here was to promote redevelopment of slum


dwellings in the same location by way of giving incentives
and also by involving the private entrepreneurs.
 Incentives for additional density/FAR/TDR to be given if
required making project viable.
 Grant of Rs. 1 lakh/house on an average for eligible slum
dwellers on public land is envisaged.
 All tenable slums are to be identified and a viable project is
to be prepared with REHAB component and FREE SALE
component.
 The free sale component is to be linked to project
completion and the State Government agency to make
allotments.
 Consultations are to be held so as to involve the residents.
Transit accommodation is to be provided during the in situ
slum redevelopment period.

CREDIT LINKED SUBSIDY SCHEME


 This is a scheme where financial subsidy is given to
households who purchase dwelling units below a certain price
so that affordable housing purchase by middle and low income
householders can be encouraged.
 Credit linked subsidy on home loans taken by EWS / LIG is to
be given at interest rate of 6.5 percent, repayment up to 15
years and loan amount up to Rs. 6 lakh.
 The sizes of dwelling units have been kept at 30 sq m carpet
area for EWS and 60 sq m carpet area for LIG.
 The beneficiary identification is done thru’ Aadhar / Voter ID,
etc.; and self-certification / Affidavit as proof of income is to
be given.

AFFORDABLE HOUSING IN PARTNERSHIP

 In order to ensure the supply side of the market, particularly in


the affordable housing segment, this has been created where
funds are provided along with incentives for promoting
affordable housing projects by state housing supply agencies in
partnership with private developers.
 Financial assistance for EWS housing projects is provided in
this vertical by way of Central assistance @ Rs. 1.5 lakh /
EWS house.
 The final Sale price to be decided by local agencies based on
affordability, viability, etc. Other concessions can also be given
by states.
 The Project can be a mix of various income groups but at least
35 percent EWS houses. Projects can be by public sector alone
or in partnership with private sector.

HOUSE CONSTRUCTION

• Where ever households are in possession of land and need


funds to construct a house on their own, funds are provided.
• To assist individual EWS families, a Central assistance of Rs.
1.5 lakh is provided for either a new house or improvement of
existing house.
• This is based on an integrated city wide housing project for
such individual beneficiaries. The progress tracking is done
with geo - tagging.

• The PMAY (U) has reached a momentous occasion as the Mission has crossed the milestone of 1 Crore in the 50th CSMC, out of a
validated demand of 1.12 crore houses in urban areas. Pradhan Mantri Awas Yojana (Urban), [PMAY (U)], is one of the largest
affordable housing programmes in the world. So far, a total of 60 lakh houses are in various stages of construction of which, nearly 32
lakh houses have been completed. Compared to the earlier JnNURM scheme, PMAY (U) has achieved 10 times more in a span of 4.5
years, whereas the earlier scheme had taken 10 years to achieve a significantly less number.

• The Mission has covered a range of social groups which comprises of around 5.8 lakh senior citizens, 2 lakh construction workers, 1.5
lakh domestic workers, 1.5 lakh artisans, 0.63 lakh differently-abled (Divyang), 770 transgender and 500 leprosy patients as of now.
Empowerment of women is an inbuilt design of the scheme where the ownership of the house is in the name of female head of
household or in the joint name of male head of the household.

• The scheme promotes a synergetic partnership of the people and the Governments. In consonance of the Mission Guidelines, States/
UTs are also contributing a substantial amount of Rs 1-2 Lakh on an average which can go upto Rs 6 lakh per house. Beneficiaries are
also contributing their share in the range of Rs. 2 lakh to Rs. 5 lakh per house.

• The construction activity under the scheme has had a huge impact on the other sectors of the economy with a multiplier effect in
employment generation. Approximately around 1.20 crore employment has been generated through forward and backward linkages
with about 21 broad sectors of economy like, steel, brick kilns, cement, paint, hardware, sanitary etc.

• Government has identified many alternative and innovative technologies through a Global Housing Technology Challenge- India. This
will usher a paradigmatic shift in the construction technology in India and will propel in a host of economic activities. 6 Light House
Projects are being executed in six states across the country which will act as live laboratories demonstrating innovative, proven
construction technologies for speedier and cost-effective construction of houses which are sustainable green, eco-friendly and disaster
resilient.

• The Ministry has launched angikaar - a campaign for change management. The campaign address and enables beneficiaries to adapt
to life transformation that comes with shifting to a newly constructed house. The campaign has also converged with other government
schemes like Ayushman Bharat and Ujjawala so that beneficiaries can avail the benefits of these schemes. Currently more than 15 lakh
households have been covered with outreach of about 75 lakh citizens of the country through this campaign which is ongoing and will
conclude on January 26th 2020.

Despite the fact that huge numbers have been achieved in terms of approvals, actual completion numbers have been lagging due to
various challenges.

• The ISSR vertical has had the minimum number of dwelling units as its contribution. This has been mostly due to problems related
to land, court cases, manipulation by slum lords and a complex document verification process.
• In the CLSS, the interest rates charged by the banks are high. This has been discouraging the beneficiaries from participating in the
scheme and hence there is a need to have a cap on the interest rates, particularly for the EWS.
• The funding under BLC is inadequate in many instances and there is no other mechanism for them to get additional loans. This has
also been hampering the completion of projects.

AIM AND OBJECTIVES


• To provide pucca houses to all the houseless households and households living in kutcha and dilapidated houses in rural
India by 2022.
• To achieve the objective of “Housing for All”, target set is 2.95 Crore to be constructed by the year 2022, with immediate
objective is to cover 1.00 Crore houses in rural areas, in three years from 2016 – 2019.
• Enable construction of quality houses by beneficiaries using Local materials, designs and trained masons.

KEY FEATURES OF PMAY – GRAMIN

• Providing assistance for construction of 1 crore houses in rural areas over the period of 3 years 2016-19.
• Min. house size enhanced from 20 sq mtr.(from IAY) to 25 sq mtr. with dedicated hygienic space for cooking.
• Enhancement of unit assistance from
• 70,000 – 1,20,000 in plain areas
• 75,000 – 1,30,000 in hilly states, difficult areas and IAP districts.
• Cost of unit house shared between Central and State Governments
• 60:40 in plain areas
• 90:10 in north-eastern state and 3 Himalayan states.
• Provision of assistance (Rs 12000/-) for toilets through convergence with SBM-Gramin or any other source of funding.
• Setting up National Technical Support Agency (NTSA) at national level to provide technical assistance in achieving the
target set under the program. Along with financial assistance, beneficiary shall also be offered Technical assistance in the
construction of the house.

KEY FEATURES OF PMAY – GRAMIN


• If the beneficiary so chooses, she/he will be facilitated to avail loan of upto Rs. 70,000/- from financial institutions.
• All payments to the beneficiary to be made electronically to their bank/post office account linked to Aadhar with their
consent.
• Focus on construction of quality houses by the beneficiaries using local masons, appropriate designs and trained masons.
• Adoption of saturation approach using Gram Panchayats, Block or District as unit, wherever possible.

• All the houseless and households living in zero, one or two rooms houses with kutcha wall and roofs as per SECC data will
be eligible for PMAY – Gramin.

PRIORITIZATION WITHIN BENEFICIARIES


• Priority will be first assigned on the basis of parameters reflecting housing depreciation viz. SC/ST , minorities and others.
• Households will be prioritized based on houselessness followed by the no. of rooms; zero, one ,two and so on.
• Cumulative deprivation score of the households will be calculated and priority will be given accordingly. Parameters are as
follows:
• Households with no adult member between age 16 to 59.
• Female headed households with no adult member between age 16 to 59.
• Households with no literate above age 25 years.
• Households with any disabled member and any no bodied able adult member.
• Landless households deriving the major part of their income from manual casual labour.
• Households with higher deprivation scores will be ranked higher within the subgroups.

• Separate priority lists, will be generated for SC,ST, others and Minorities for each Gram Panchayat/Village Sabha or lowest
