Marine Operations

Basic Terms:
 Ullage – unfilled space or empty space above cargo oil in tank.
 Innage – actual depth of cargo oil in tank.
 Reference Height – distance from tank bottom to reference point.
 Observed Reference Height – actual distance from tank bottom to
reference point.
 Reference Point – point from which ullages and innages are taken.
 Interface – boundary between oil and water.

Witnessing Procedure
Opening
 AB must be aware of assigned vessel’s movement plan
through radio or through vessel’s OE (operations engineer).
 AB must be on the site/terminal/depot atleast 2-3hrs before
vessel’s discharging schedule.
 AB must conduct line tracing for familiarization and
verification of product line from main manifold to shore tank.
 Check and record ITG reading for height and temperature.
 Check and record all the valve seal’s serial numbers of the
assigned tank discharge and by-pass lines.
 If there will be any ex-ship invoices/simultaneous
withdrawal, check and record meter reading for tank truck.
 Check the equipment to be used for sounding (UTI or
sounding Tape) for any possible wear or bending on the
measuring tape. Sounding tape should be checked for kinks
(“yupi”) and excessive wear at the clip that hold the bob to
the tape.
 AB should conduct his own sounding using company’s
sounding tape if possible.
 Record all data gathered in STMR Logbook.
Closing
 AB must conduct line tracing for familiarization and verification of
product line from main manifold to shore tank.
 Check and record ITG reading for height and temperature.
 Check and record all the valve seal’s serial numbers of the assigned
tank discharge and by-pass lines.
 If there will be any ex-ship invoices/simultaneous withdrawal, record
meter reading and if possible, asked for a copy of tank truck receipt
for reference.
 Check the equipment to be used for sounding (UTI or sounding Tape)
for any possible wear or bending on the measuring tape. Sounding
tape should be checked for kinks (“yupi”) and excessive wear at the
clip that hold the bob to the tape.
 AB should conduct his own sounding using
company’s sounding tape if possible.
 Record all data gathered in STMR Logbook together
with the signature of AB, shore representative,
surveyor and the gauger.
Additional Procedure if depot is in Petron
Rosario (While Discharging):
 Watch from time to time drain valve in the PRT (Product
Receiving Tank) to check if the product is starting to flow.
 Check and Record the measurement of volume of additives, if
necessary.
 Witness water draw-off and pumping of product to the
assigned shore tank.

Note:

 AB should always wear PPE (Personal Protective Equipment) when


witnessing.
 AB should always coordinate with the vessel’s OE (Operations
Engineer).
 AB should always bring the STMR logbook when witnessing.
 If there is an additional information and concerns, cite down in the
STMR’s column remarks.
