Tasks:
 Define a research question for an in-depth investigation in the above
scenario.

 Choose an empirical case study for the investigation. Give a


justification from the literature and previous data, why this particular
empirical case is worth to research.

 Provide the list of all participants that could be a potential source for
data collection.
Scenario

• Corruption is a global phenomenon. However, in Pakistan, it is endemic


and remains a systemic problem entrenched at all levels of society and
government.
• According to the most recent estimates available, there was Rs 852 billion
(the US$ 8,192,307,692) worth of corruption in public sector enterprises
only in 2016.
• The Transparency International (TI) Corruption Perception Index (CPI)
identifies Pakistan as 117th out of 180 most corrupt countries (TI, 2019)
 Of all government departments.
Scenario:

• Corruption within the police is of utmost concern because Pakistan represents a


case where religious intolerance, sectarian, ethnic, and gender-based violence,
as well as growing poverty, inequality, and crime, have led to significant
deterioration of the rule of law.
• Deteriorating law and order also have grave consequences for economic
growth and attracting foreign investment in the country.
• The police are incapable of dealing with such challenges because of corrupt
practices.
• It is, therefore, imperative to understand the holistic nature of police corruption
and its causes in Pakistan.
Research questions for in-depth investigation:

What are the reasons that the police department is at


the forefront of corruption in Pakistan than other public
sectors?
How corrupt practices of police create hurdles for poor
communities to access justice?
Area for empirical case study investigation..

Corruption is like a slow poison which is killing the soul of our society slowly
but surely. It is the scourge which is destroying the very fabric of our society. It is
spread and settled in our society in such a manner that it is acceptable for
everyone and even the one who refuses to earn money through corruption is
considered as fool by majority of people. Although there is rampant corruption in
almost all departments and all sphere of lives in Pakistan yet corruption in
Pakistan Police has no parallels. According to surveys and reports of international

CONCLUSION

• Overall the situation of corruption is Police Department is worst and there


is an urgent need to pay attention on it. It is like a menace which is
destroying the very foundation of society and country.

Why this particular empirical case is worth to
research?
According to Pakistan corruption report , There is a very high risk of corruption when dealing
with Pakistan’s police. Police services do not reliably protect companies from crime and
businesses attribute significant costs to the consequences of crime and violence (GCR 2017-
2018). Three out of four Pakistanis believe most, or all of the police is corrupt, and three out
of four Pakistanis who have come into contact with the police in the past year report paying a
bribe (GCB 2015). Pakistan’s police force suffers from a lack of equipment, poor training,
and chronic corruption (TI 2014). Failure to punish abuses has contributed to widespread
impunity (HRR 2016). Police and prison officials frequently extort money from prisoners and
their families (HRR 2016). Police effectiveness varies by district (HRR 2016).

Police Abuse and Reform in Pakistan

• This report documents custodial torture, extrajudicial executions, and


other serious human rights violations by the police in Pakistan. It
details the difficulties that victims of crime and police abuse face in
obtaining justice, including the refusal by police to register
complaints (known as First Information Reports or FIRs), their
demands for bribes, and biased investigations. The poor and other
vulnerable or marginalized groups invariably face the greatest
obstacles to obtaining justice in a system that is rigged against them.
