 MONITORING
• Monitoring means that the manager or his/her
assistant conducts:
• Periodic checks on project
progress/performance to assess to what extent
the desired objectives are being realized

 EVALUATION
• Evaluation means that at the end or in the
middle of the project implementation period,
the manager or M&E officers looks at the
overall project performance and assesses
whether the planned objectives have been
attained and whether the expected impacts
have been achieved

Types of Evaluation
• Baseline evaluation: before project initiation

• Formative (Mid-term/On going Process) Evaluation: During project execution or

implementation

• Summative (Post-Project/Final/End of Project) Evaluation: End of project or end

of final phase of funding cycle

• Impact (Post) Evaluation: 1 to 10 years after project completion

5 KEY CRITERIA USED IN EVALUATION

• Efficiency
The productivity in project implementation. The degree to
which inputs/resources have been converted into outputs.

• Effectiveness
The degree to which the project purpose/outcome has been
achieved by the project outputs

• Impact

Long-term positive and negative changes in human conditions

produced, directly or indirectly, as a result of the implementation of the

project

• Relevance

The validity of the overall Goal and project purpose at the evaluation

stage

• Sustainability
