▣ Major Issues in 2020

1. Caution for corona virus epidemic

-. Due to spread of corona virus – 19, regarding notices are posted on the CMS and being sent in

Circular

-. The crews scheduled to embark are requested to fill out the guided “ Corona virus survey” so

that

they can be reported to company before embarkation.

-. Be sure to wear a mask on the move and report it to the “ the person in charge of H.R” when

finding any abnormal signs.

2. Major notice in crews workshop will be send to vessels

The main focus announced at crew workshop will be shared to all vessels.

3. Short-term shortages are expected due to the operation of crew resource development

system and new employees to new building vessels in the second half of this year.

job knowledge.

conduct regrading education and send proof documents.

Case study

1. MOORING OPERATION
▣ CASE

○ During un-berthing work Messenger rope was


stuck at fender chain. C/O found strong tension
and stopped mooring winch.
After a while, the messenger rope was released
suddenly and hit head of C/O.

○ During vessel’s line shifting after berthing at Shekou port, 2/O was hit on his head by broken
mooring rope. 2/O was wearing helmet but he die from head jnjury

▣ FOCUS ON

1> Do not stand close to winch drum or bits when holding a line under tension

2> Before operating mooring winch, The officer checked condition of working area

3> All staffs for mooring should be educated safety procedure by responsible person

2. OIL POLLUTION
▣ CASE

○ At the port of arrival the bunker operation was


conducted by shore.

○ The 2/E missed v/v operation and bunker was leaked


on the deck from expansion joint due to old conditions.

○ It happened leakege of about 1,000 LTR on deck, there


was no pollution and human damage.

○ The mooring rope of the barge is fixed to the support of the air vent during bunker operation.

○ Air vent is not suitable for mooring support and there is insufficient awareness of danger.

○ Master and duty officer on bridge and found smoke. The smoke came from auto pilot console.

○ Vessel was berthed at shipyard for repair auto pilot unit and occurred stoppage for sailing.

Whether the 15 ppm Bilge Monitor and overboard auto shut-off system are in normal
condition or not should be confirmed.
- 선내 게시중인 BILGE 관련 배관도 , VALVE PLATE 를 확인 후 VALVE 조작
The piping arrangement of bilge line posted up on board and the valve identification plates
should be checked before operating the valves.
- 빌지관 계통에 불필요한 밸브의 폐쇄 (BLOCKING) 확인
Unnecessary blockage in the bilge line system should be checked.
- 입항전 기관장은 BILGE OVERBOARD VALVE CLOSE 및 자물쇠로 잠금 시행 하고 , 잠금 장치의
열쇠는 기관장이 관리 한다 .
Before entering the port, the chief engineer should close the bilge overboard valve with
locking, and the key of lock is managed by the chief engineer.

Record fine for open-loop scrubber ban violation in Hamburg port (18/12/2019)
The authorities in the Port of Hamburg have imposed a record fine to a tanker that breached its open-loop scrubber
ban.
The Marshall Islands-flagged vessel received a EUR50,000 (USD55,000) fine on behalf of the Department of the
Environment and Energy. The fine was imposed following a routine check carried out by the local water police at the
end of November 2019 and concluded that there was an environmental breach.
Officers found that the tanker had an open-loop scrubber installed on board. Currently, under the relevant CDNI
convention, the discharge of wash water from such a scrubber into the river Elbe and into the Port of Hamburg is
banned.
It was found that the vessel had discharged 2,300 tonnes of wash water in the port at the time of the inspection. The
43-year-old chief officer, who is a Philippine national, is being held responsible for the incident.
Vessels with open-loop scrubbers on board are required to switch to low-sulphur fuel in these waters, although the
disposal of closed-loop wash water and solid scrubber waste is possible for a fee at the port reception facilities in
Hamburg.

Before entering first port, should be ask to operating open loop scrubber or not.

4 . MAIN TROUBLE
Maintain draft 10M during the Ballast sailing
Hold ballasting in consideration of the instruction to keep the pump 3Meter lower than the minimum
repair to ensure sufficient NPSH of the SW scrubbing pump and the installation location of the main
pump installed at 6.7Meter above the base line as specified in the maker instruction. Even if
immortal, the AFT Draft should be kept around 10Meter.( MACH` SEAL damage caused by air inhalation in
bad weather over 10 degrees )
