Scope of Regulatory Reforms in
Sindh
• Government of Sindh (GoS) is aggressively pursuing
Regulatory Modernization for business regulations.

• To streamline and integrate Business Regulations for City


Competitiveness, the GoS in collaboration with the World
Bank is executing the Competitive & Livable City of Karachi
(CLICK) project.

• Project Cost

Project Goals
The CLICK Project aims to improve the Business
Environment in the province by streamlining and
integrating key regulatory processes, through;
•Development of comprehensive registry of approvals,
and their process mapping.

•Process Re-engineering of 12 key agencies.

•Automation of the agencies and integration into one portal.

REFORMS UNDER GOVT OF PAKISTAN’S
HOUSING & CONSTRUCTION PACKAGE
Completed Reforms
• Under Phase I, SBCA’s Single Window Facility (SWF) for 399 Sq. Yards (Category I)
Residential and Commercial Buildings launched in February 2019.
• Under Phase II, Automation of Approval of Building Plans for Category-II, III and IV
(Public Sale) projects completed on 31st Aug, in pursuance of CM directives of 1st
SDBRC on 8th Feb’2020. Salient features of the system:
• Online Uploading of documents;
• Connected with major Land-Owning Agencies (KDA, MDA, DCs, LDA & Societies);
• Application Tracking;
• Monitoring Dashboards;
• SMS/Email Alerts;
• E-Payment Facility (OTC) and ABL to ABL ATM/Internet Banking;
• State of the art Data Center;
• Public Facilitation Desk for filing of applications;
• Integrated with ABAD
• Secured QR Code embedded Construction Permit
• Some of the features are still under process due to delay in extension of contract.
Completed Reforms
• A separate One-Window Cell (OWC) established to expedite approvals of Public Sale Projects until
back-end automation is completed.
• To shift the onus of responsibility of title verification from applicant to SBCA and land owning
agencies, A Title Verification Committee established with KDA, KMC, MDA, LDA, Societies and DCs
being members;
• SBCA’s Overseeing Committee with VC from ABAD notified;
• Process Mapping of Approval of Public Sale Projects conducted; SOP chalked out in consultation
with ABAD to facilitate approvals of projects on the principles of transparency, accountability,
efficiency and authenticity;
• Grievance Redressal Committee notified;
• NOC required from Utility Agencies waived except in case of Development schemes;
• Practice of Conducting multiple scrutiny, Presentation Committee meetings, and unnecessary
human interaction of applications with SBCA officers/officials minimized with
notifications/circulars.
• Warnings issued to officers/officials for handover of files to IT system.
