The following guide questions may help assess the practicality and viability of the LGU
decision and provide the foundation for their narrative under this section.
Strategic Focus Questions

Public Interest Test Is there confirmed need for the service or facility in the
locality?
Service Availability and Are there other similar services or facilities in the locality
Sufficiency Test that are accessible to the constituents? Can they meet the
required standards of the service or facility?
External Partnership Test Could, or should, this service or facility be provided in
whole or in part by the private, voluntary, or civil society
sector?

Could the efficiency and effectiveness of the service or
facility be ensured?
Affordability Test Is the service or facility affordable within the existing and
foreseeable fiscal realities of the LGU?
Sample
The Barangay _____ intends to continuously provide the
devolve functions, services and facilities per Section 17 of the
Local Government Code of 1991. In light of the Supreme Court
(SC) Ruling on the Mandanas-Garcia Petition that increased the
National Tax Allotment by 37.89%. The Barangay _______ further
identified programs, projects and activities corresponding to the
basic services and facilities mandated to the Barangays. Further
the Barangay has considered the National Government (NG) in
DTP in identifying additional programs, projects and activities.
Below highlights the prioritized devolved function, services and
facilities which are deemed to the most important in the Barangay:
Social Sector
This sector captures the widest array of services for the any LGU to
deliver. But considering the experiences from the COVID-19 pandemic and
the call of the residents for better health care services from the
government, the barangay decides to prioritize the Health and Nutrition
Program. The barangay aims to strengthen the service delivery capacity of
its Barangay Health Center (BHC). This can be done to crafting of sound
health sensitive policies. Additional hiring of Barangay Health Care
Worker (1) is also being considered an essential strategy to increase the
capacity of the BHC. This can be funded through the Barangay’s increased
NTA by 2022 onwards.
