DEPED BASIC EDUCATION LEARNING CONTINUITY
PLAN (BE-LCP) FOR SY 2020-2021
“The Basic Education Learning Continuity Plan of the Department of Education (DepEd) as presented is
hereby adopted the essential points which are as follows:
1. Opening of classes for the basic education shall be on 24 August 2020 and ending on 30 April 2021;
2. Opening of private schools will be allowed within the period provided by law. Provided thatschool
learning continuity plan shall be submitted; no face-to-face classes will be allowed earlier than August 24,
2020; and from August 24, face-to-face learning shall only be allowed when the local risk severity grading
permits, and subject to compliance with minimum health standards;
3. Adoption of various learning delivery options such as but not limited to face-to-face, blended
learnings, distance learnings, and homeschooling and other modes of delivery shall be implemented
depending on the local COVID Risk Severity Classification and compliance with minimum health
standards; and
4. Conduct of curricular and co-curricular activities involving gatherings such as science fairs,
showcase of portfolios, trade fairs, school sports, campus journalism, festival of talents, job fairs, and other
similar activities is cancelled, except those conducted online.

RATIONALE
The outbreak of coronavirus disease (COVID-19) has been declared a Public Health
Emergency of International Concern (PHEIC) and the virus has now spread to many countries
and territories. While a lot is still unknown about the virus that causes COVID-19, we do know
that it is transmitted through direct contact with respiratory droplets of an infected person
(generated through coughing and sneezing) Individuals can also be infected from touching
surfaces contaminated with the virus and touching their face (e.g., eyes, nose, mouth).
While COVID-19 continues to spread it is important that communities take action to
prevent further transmission, reduce the impacts of the outbreak and support control measures.
The protection of learners and educational facilities is particularly important. Precautions are
necessary to prevent the potential spread of COVID-19 in school settings; however, care must
also be taken to avoid stigmatizing learners and teachers who may have been exposed to the
virus. It is important to remember that COVID-19 does not differentiate between borders,
ethnicities, disability status, age or gender. Education settings should continue to be welcoming,
respectful, inclusive, and supportive environments to all. Measures taken by schools can prevent
the entry and spread of COVID-19 by learners and teachers who may have been exposed to the
virus, while minimizing disruption and protecting learners and teachers from discrimination.

RATIONALE
With all these health, economic and societal problems that the country is facing, DepEd
Secretary Leonor Magtolis Briones has firmly stood that ‘whatever is happening in the country;
whatever challenges we are facing, EDUCATION MUST CONTINUE.’
The School Learning Continuity Plan SY 2020-2021 provides key messages and
consideration changes in the school opening, procedures necessary to address possible
disruptions, and policies to prioritize the “health, safety, and well-being” for engaging school
administrators, teachers and staff, parents, stakeholders and community members, as well as
learners themselves in promoting safe and healthy schools.
This School Learning Continuity Plan has five major components: data analytics; learning
modalities, which should be aligned with the curriculum, delivery of education, learning
resources needed, and assessment; teacher up-skilling and re-skilling, since not all teachers may
be well-versed in the learning methods to be implemented; operational plan, such as enrollment
procedures, and the need for strong communication plans and strategies; and bridging the plan
for long- and medium-term initiatives of the department for quality education, especially under
its “Sulong Edukalidad” campaign.

OBJECTIVES
GENERAL OBJECTIVE
To provide assistance and support to learners in embracing the “new normal” in education amid the COVID-19
situation in the country.
SPECIFIC OBJECTIVES

To ensure the learners of Major Manuel A. Aaron memorial National High School continue to learn amid the
COVID-19 pandemic, we aspire to:
1. provide support and assistance to engage learners to continue learning even while normal school operations are
disrupted;
2. continue to help learners while physical access to schools are fully or partially restricted, adhering to the policies
and guidelines of the government;
3. utilize varied learning modalities suited to the needs of the learners while considering the availability of learning
resources, ICT facilities, and capability of teachers;
4. strengthen partnership with parents or guardians to ensure that learning will continue at home; and
5. capacitate teachers, parents/guardian, and stakeholders to create positive learning environments to learners
whether at school, home or community.

Prior to the conduct of the survey the school planning team discussed the different learning modalities that the school
has to employ. Using a Contingency Survey, adopted from Oton National High School ,learners were able to assess the most
appropriate learning modality.

LEARNERS
From the total number of enrolment per grade level, we have come up with the total number
of cohorts using 15 and 20 as the divisors of a maximum learners in each class in compliance
with the social distancing measures set by the DOH. Each cohort is expected to have a
consultation session (face-to-face) with the subject teacher. An average of 21 subgroups (419
learners) is expected daily. This is to decongest the number of learners coming into the school.

A total of 213 learners are expected to come to school daily for a Face-to-Face consultation.

Cohorts are equally distributed per day to achieve a maximum of 21 cohort per day.
Group A will have their consultation every Monday, and Thursday while Group B on Tuesday,
and Friday.
Saturdays or Sunday are allotted for distance learning only stipulated in DO No. 07, s. 2020.

TEACHERS
Teachers play vital role in the holistic development of learners. The quality of teaching depends on the
commitment of teachers, mastery of subject knowledge, effective pedagogy, and supplemented by imagination.
Traditionally, teachers have delivered information to students much like a ‘sage on the stage’, but if students are
to be truly future ready, the 21st century teacher needs to be more of a ‘guide on the side’, supporting learners in
exploring and expressing their unique competencies in order to grow and flourish as individuals.
The top characteristics that today’s teachers must embrace to make the education space mutually rewarding and
enjoyable for their students, themselves and other teachers alike:

Major Manuel A. Aaron Memorial National High School is the home of 35 teachers from both JHS and SHS.
Through the years of constant professional development, many of them have become efficient and effective teachers.
As the land scape of Philippine Educational System changes into the “new normal”, these teachers need to be
upskilled in order to face the demands of the current times.

FACILITIES
An effective school facility es responsive to the changing programs of educational delivery, and
at a minimum should provide a physical environment that is comfortable, safe, secure, accessible,
well illuminated, well ventilated, and aesthetically pleasing.
In this time of crisis, provision of clean and sanitary learning environment is very essential.
