BGFC COVID-19
PREVENTION
POLICY
1. Objective
 
 This is to set the standard
minimum guidelines on
COVID-19 prevention
applicable to Bucas Grande
Foundation College (BGFC).
2. Scope
 
 This shall apply to whole
of Bucas Grande
Foundation College
(BGFC) community.
3. Definition of Terms

3.1 Visitor. This refers to a person who is


not an employee or a student of BGFC who
has an official business transaction in BGFC.

3.2 Campus. This refers to the campus of


Bucas Grande Foundation College located at
Claudio Taruc St., Barangay Taruc, Socorro,
Surigao del Norte.
 
3.3 BGFC Community. This refers to the
BGFC campus, including the BGFC Gym,
and its users.
 
3.4 Essential Person. This pertains to a
person who is not an employee or student
of BGFC and has an official delivery which
cannot be carried out by one person only
or any person authorized by the top
management of BGFC to enter the campus.
4. Policy Guidelines
 
4.1 General Guidelines

 
4.1.1 All persons entering BGFC Campus
shall always wear facemasks.
Wearing of face shield is highly
encouraged but not compulsory,
except during face-to-face classes.
4.1.2 No person shall enter the
campus whose body temperature is
more than 37.5 ºC.
 
4.1.3 No person shall enter the
campus when he/she is feeling sick.
Personnel who is considered sick may
file for sick leave or may request for
a work from home arrangement.
4.1.4
 All visitors shall be required to
present the number given by the
security guard on duty. “No number,
no transaction” policy shall be
observed in all offices and facilities.

4.1.5
 Physical distance of at least
one (1) meter between persons must
always be observed.
4.2 Upon Entry to BGFC Campus
 
4.2.1 All persons, whether
employees or non-
employees of BGFC, entering
the campus through the
entrance gate marked for
the purpose shall be required to:
4.2.1.1 Disinfect footwears using the foot
bath;

4.2.1.2
Subject themselves to a body
temperature check;

4.2.1.3Wash their hands thoroughly using


soap and running water;

4.2.1.4Present the E-Health Pass for


scanning.
4.2.2 To prevent overcrowding and to
ensure physical distancing, there
will only be fifty (50) visitors
allowed to enter the campus for
regular transactions and one
hundred (100) visitors for any event at
the BGFC Gym. This will be regulated
by giving them numbers from 1 to 50 or
1 to 100, as the case maybe. “No
number, no transaction policy” shall be
observed.
4.2.3 Visitors shall leave the
campus after their official
business is done at the exit gate
marked for the purpose.
Loitering inside the campus is
strictly prohibited.
 
4.3 Face to Face Student – Teacher
Interaction (If Permitted)

 4.3.1 Conduct of face-to-face or


residential classes is limited only to one
session per week. Each session shall be
limited to a maximum of fifteen (15)
students per classroom. Provided, that
classes shall not exceed forty five (45)
minutes per session.
4.3.2 It is mandatory for teachers and
students to wear face shield during
face-to-face classes.
 
4.3.3 Chairs in the classroom are arranged
such that the distance between each
person, including the teacher, is at
least one (1) meter.

4.3.4 Teachers and students in a laboratory


class shall wear gloves all the time.
4.3.5 At the end of session or
meeting, students are
expected to exit the campus
through the exit gate marked
for the purpose unless
there is another official
transaction necessary for
him/her to stay behind.
Loitering of students inside the
campus is prohibited.
4.4 Disinfection of Facilities
 
4.4.1Office tables, chairs,
door knobs, and surfaces in
general will be disinfected
regularly as prescribed.

8. Library Tables and Chairs Every after use
9. Countertops 4 times a day
10. Light Switches Once a day (after office hours)
11. Biometric Machine 4 times a day
12. Shared Computer and accessories 4 times a day
13. Glass Windows/Rubberized
Cellophane Partitions Once a day (after office hours)
4.4.2 Clean surfaces, fixtures, among
other things with disinfectant
provided by the Personal
Protective Equipment (PPE) In-
Charge designated by the
College President.

4.4.3 Wear skin and eye protection in


cleaning to prevent potential
splash hazards.
4.4.4 All trash bins inside and outside
of the offices shall be emptied daily.
Utility personnel are responsible for
such task.

4.4.5 In general, housekeeping and


cleaning routines shall be observed
strictly by utility personnel. Personal
Protective Equipment (PPE) must be
worn while on duty.
 4.4.6It is the responsibility of the head of office
or hos/her duly authorized personnel to
check on the implementation of
cleaning and disinfection of the office.

 4.4.7 It is the responsibility of the designated


PPE In-charge to monitor the overall
implementation of the cleaning and
disinfection of the whole campus.

 4.4.8 Alcohol dispensers shall be installed in


designated areas.
4.5 Office/Facility Decorum

 4.5.1 Tables and chairs must be arranged to meet


the physical distancing policy.
 
 4.5.2 Floor markings shall be done in the classrooms
and the gym where chairs must be put in place for
regular classes or meetings, respectively. Events in
the gym like weddings, etc. may follow a separate
chair and table arrangement in accordance with the
social distancing policy.
4.5.3 Office transactions with other persons
shall be transacted through glass or
rubberized cellophane window all the time.

4.5.4 In instances when students share a table


like in the library or in extremely
exceptional cases when employees need to
transact with another person in front of the
office table, portable rubberized cellophane
barriers shall be installed.
4.5.5 As much as possible, face masks shall
not be removed except when drinking and
eating.

4.5.6During lunch or snacks, employees are


encouraged to stay on his/her office table.

4.5.7 The Head of office/facility shall assign


personnel to do the daily cleaning and
disinfecting of all fixtures, surfaces, and
other similar things inside the office/facility.
4.5.8 Inter-office loitering among
employees is strictly
prohibited.
4.6 Work Arrangement
 
4.6.1 In general, no employee will enter the
campus when he/she is sick.
4.6.2 If it is determined that the employee
cannot enter the campus for not having a
favorable health condition, he/she must
inform the Human Resource Management
Office immediately. The employee can
request for a work from home arrangement or
may file for a sick leave.
4.6.3 Sick leave must be filed upon
resumption of work.

4.6.4 For employees who belong to


high risk category (60 years
old and above, pregnant,
having comorbidities to COID-
19) may file for a work from
home arrangement.
5. Sanctions
5.1. Penalty
5.1.1 For Students and Employees:
 5.1.1.1 First Offense - Firm oral
reprimand;
 5.1.1.2 Second Offense - Fine of
One Hundred Pesos (PhP 100.00) to be
deducted from current month’s payroll for
employees and TES payroll for students;
 5.1.1.3 Third Offence - Fine of
Five Hundred Pesos (PhP 500.00) to
be deducted from current month’s
payroll for employees and TES
payroll for students;
 5.1.1.4 Fourth Offense -
Suspension for thirty (30) days as
employee or student;

 5.1.1.5 Fifth Offense -


Expulsion in case of students and
dismissal from the service in case
of employees.
5.1.2 For Visitors (Transacting Business in BGFC
or attending Events at the BGFC Gym):

 5.1.2.1 First Offense - Diplomatic oral


reprimand;
 5.1.2.2 Second Offense - Diplomatic
advisory to leave the BGFC campus.
(On Same Occasion) In case of willful
resistance by the offender, seek
assistance from the Philippine National
Police to enforce this provision.
5.2. Enforcement
 5.2.1 Uniformed students of the Diploma in
Police Science Technology (DPST) shall be tapped
to enforce the provisions of this Policy.

 5.2.2 DPST Student/s on duty shall orally


reprimand the first-time offender and, in case of
students or employees, issue Citation Ticket copy
furnished the offender and the Guidance
Counselor for first-time and subsequent
offenders.
 5.2.3 The Guidance Counselor
shall, based on record, provide
the updated list of offenders to
the DPST students on-duty during
the first office hour every
morning.

5.2.4 DPST Student/s on duty is/are
expected to enforce the provisions of this
policy without fear or favor and must possess a
policy enforcement commitment that befits a
future law enforcer. Willful violation of this
provision shall be seriously dealt with in
accordance with appropriate policies, rules
and regulations.

 5.2.5 The Dean of DPST is hereby tasked to


organize, direct and control the DPST students
involved in the implementation of this policy.
5.3. Proceeds

5.3.1 Proceeds from fines shall be


utilized for COVID-19 preventive
measures in accordance with the
Work and Financial Plan duly
approved by the Board of
Trustees.
6. Effectivity

 This Policy shall take


effect seven (7) days after
approval to give ample
time for dissemination.
ADOPTED AND APPROVED by the Board of
Trustees during its 3rd Regular Meeting for
2021 held on March 10, 2021.
