CHAPLAIN SERVICE UNIT
CHAPLAIN SERVICE

• The PNP Chaplain Service plays a vital role in


the prevention phase, which aims to deter PNP
personnel from being involved in illegal activities and
reformation phase that aims to reform erring PNP
personnel through spiritual and moral enhancement
activities.
FUNCTION OF CHAPLAIN SERVICE
• The PNP Chaplain Service is the main office in the conduct of values
orientation and values formation activities in the PNP in accordance to
the PNP PATROL PLAN 2030 (Peace and Order Agenda for
Transformation and Upholding of the Rule of Law) and the “Chief PNP’s
Strategic Focus CODE-P 2013 and Beyond” particularly in the aspect of
discipline.
• “As the Chief PNP promotes discipline and professionalism in our ranks,
we at the Chaplain Service through counseling, family values trainings
and pastoral activities promotes moral and spiritual discipline for our
personnel”, said Director Chaplain Service.

FUNCTIONS OF CHAPLAIN UNITS
• Inspired by the instruction of our Chief PNP to be pro-active in
pastoral activities, the PNP Chaplain Service in partnership
with our multi-faith stakeholders is conducting family values
orientation activities, pastoral visitations and family and
individual counseling to our PNP personnel and their
dependents for us to help in renewing their inspiration to better
serve the public – the inspiration that begins with their love for
family and faith in the Almighty”, said Fr. Rosaroso.

Director, Chaplain Service, conducted Talk to Seminarians of the Military


Ordinariate of the Philippines (MOP) on September 5, 2021, 10:00am, Sunday, at the
CHS Conference Room, Camp BGen Rafael T Crame, Quezon City.

PCOL JAIME C SERIÑA III:

During the preliminaries PCOL JAIME C SERIÑA III, Chief of Staff, CHS,
introduced to the Seminarians the Informational Briefing of the PNP Chaplain
Service, the Mission and Vision, current Situation, Challenges, especially in this time
of pandemic, and Ways Forward of the Unit.
• PCOL EBRA M MOXIR:
• Further, PCOL EBRA M MOXIR, Deputy Director, CHS, PCOL RONILO A DATU,
Base Catholic/Chief, POD, and Rev Fr Mark Renzi S Ogalesco, Parochial Vicar,
shared their thoughts and experiences on the Life and Ministry of the Chaplains,
especially in ministering the spiritual and moral growth of the personnel. The
Seminarians of the MOP, as well, shared their own aspirations and life - journey as
aspirants and future Chaplains.

• PBGEN ORTIZO:

Finally, PBGEN ORTIZO imparted his personal Message to the Seminarians,


encouraging them to persevere in the path of Priesthood and soon serve the men and
women of the Uniformed Services, their families and dependents.
OTHER IMPORTANT INFORMATION

The chaplain's responsibilities include performing religious rites,


conducting worship services, providing confidential counseling and
advising commanders on religious, spiritual and moral matters.
Chaplains are commissioned officers stationed wherever there are military
members, including combat environments.
The PNP Chaplain Service is the main office in the conduct of values

SIGNIFICANT ACCOMPLISHMENT OF CHAPLAIN SERVICE

The PNP Chaplain Service was established through NAPOLCOM Resolution Number


92-20 dated 23 July 1992 creating a non-military Chaplain Service in the PNP to provide
pastoral and religious services, spiritual guidance and counseling to the PNP Personnel
and their dependents regardless of religious affiliation.  Through LOI 17/10 – SUGO
(Spiritual Upliftment and Growth of the Organization) and CMC 03-2013 – Paggabay
(CHS Pastoral and Family Counseling Initiatives) signed by the Chief PNP, PDG ALAN
LM PURISIMA, the PNP Chaplain Service is the adviser of the Chief PNP on all moral
and spiritual activities of the organization. It is tasked to transform from within all PNP
personnel with sound moral and spiritual foundation which is a necessary requisite for
the PNP to attain a highly capable, effective and credible police service which is the goal
of the PNP PATROL PLAN 2030 (Peace and Order Agenda for Transformation and
Upholding of the Rule of Law)
LEGAL SERVICE UNIT
LEGAL SERVICE

• Legal Services means services of a legal or financial nature and


includes any part of such services, and for the avoidance of
doubt, includes (without limitation).
• Legal Services means those activities designed to assist the
person in exercising constitutional and legislatively enacted
rights.
• Legal services are the services involving legal or law related
matters like issue of legal opinion, filing, pleading and
defending of law suits etc by a lawyer or attorney practicing law
related services
FUNCTIONS
• 1. Serves as legal counsel of the PNP and, in coordination with the OSG, provides legal service to the PNP
in actions filed before the courts, quasi-judicial and administrative bodies;

• 2. Adjudicates claims for retirement and/or separation benefits for uniformed and non-uniformed PNP
personnel;

• 3. Studies contracts affecting the PNP and submits appropriate recommendations pertaining hereto;

• 4. Renders legal opinions on matters arising from the administration and operation of the Philippine
National Police;

• 5. Provides legal assistance and advice to PNP personnel; and

• 6. Performs such other functions and duties as may be required by law or competent authorities or as may
be directed by the Chief, PNP.
ROLE IN THE COMMUNITY
• The Philippine National Police Legal Assistance Program has
its legal basis under Section 49 of Republic Act 6975 as
amended by Section 56, Republic Act 8551 which provides,
“that the Secretary of Justice, the Chairman of the Commission,
or the Chief of the PNP may authorize lawyers of their
respective agencies to provide legal assistance to any member
of the PNP facing before the prosecutor’s office, the court or
any competent body, a charge or charges arising from any
incident which is related to the performance of his official
duty.”

OTHER IMPORTANT IMFORMATIONS
• Prior to the birth of the Philippine National Police, the legal arm of the defunct
PC/INP was the Office of the Constabulary Judge Advocate. On January 2, 1992,
upon the effectivity of Republic Act No. 6975, the Constabulary Judge Advocate
Office was renamed as Police Legal Advocate Service. In 1992, it was merged with
the Inspector General leading to the creation of the Internal Affairs Division. When
the Internal Affairs Division was deactivated, the PNP Legal Service emerged on
October 21, 1992 pursuant to Staff Memorandum No. 14, GHQ, PNP.

• The PNP Legal Service was created as an additional Administrative support unit via
NAPOLCOM Resolution No. 93-023 dated May 27, 1993.

• It is currently operating as a reorganized unit pursuant to NHQ-PNP General Orders


Number DPL-10-09 which was approved by the NAPOLCOM through Resolution
Number 2011-321 dated September 13, 2011.
OTHER IMPORTANT IMFORMATIONS
• It was against this backdrop that the LS redefined the
legal assistance program it intends to deliver to the police.
The LS is slowly implementing several innovative
component projects designed to complement the
program. Preventive, proactive, responsive are but a few
to describe the current program thrusts of the Legal
Service
HEALTH SERVICE UNIT
HEALTH SERVICE
• PNP Health Service in areas of health care services, training,
research and civic action activities; To provide adequate In-
Service Training for medical and paramedical personnel.
FUNCTIONS
• Responsible in the formulation and implementation of policies and in
planning, directing, coordinating and supervision of all matters
pertaining to the administration, accounting and control of funds of the
Health Service;
• Formulate the quarterly program of budget and activities every fiscal
year based on Program Review and Analysis;
• Responsible for the proper administration of funds;
• Prepare and submit quarterly fund requirements to the Directorate
concerned in support of Health Service activities;
• Submit prescribed reports to the Directorate for Comptrollership;
FUNCTIONS
• Maintain the fiscal records necessary in the accounting and control of
funds;
• Prepare vouchers/payrolls regarding salaries, differentials of promotion,
longevity, incentive, and other allowances.
• Prepare change reports for the newly appointed personnel, promotion,
long pay, and loans;
• Follow-up vouchers/payrolls for Pay and Allowances, TEV, RCA,
Retirement/Death Benefits and other allowances;
• Responsible for the safekeeping and filing of all documents pertaining to
HS budget;
• Perform other duties as directed by higher authority
OFFICE OF THE DIRECTOR, HEALTH SERVICE (ODHS)FUNCTIONS

• The Office of the Director, Health Service is responsible for the overall
supervision of all activities in the PNP Health Service;
• Implements and supervises approved plans, policies and programs
formulated by higher Headquarters;
• Advises the Chief, PNP on matters pertaining to the health status of PNP
personnel;
• Recommends to the Chief, PNP through channel the procurement,
training, assignment and promotion of the PNP HS personnel as well as
activation, deactivation, reorganization and transfer of medical and
dental units.
• Conduct periodic inspection of all PNP HS units;
OFFICE OF THE DEPUTY DIRECTOR, HEALTH SERVICE

• Acts as OIC, HS for in the absence of Dir, HS;


• Replacement as SCDO duty detail;
• Oversees the Administrative and Operational activities of HS as Deputy
Director such as Chairman of HS Committees (TPPD, RHE, HS Bidding
& Awards (BAC), SOPPB, Special Promotion Awards and Decorations
Board, ADHOC Screening Committee (Lateral Entry), PCO Promotion
Committee, TWG (HS Organizational Restructuring), HS Special
Committee, HS NUP Selection and Promotion Board, HS TWG on PGS
Certification) and Membership in HS Committees and NHQ Board;
• Attend Staff, Command Activities and other directives; and
• Performs such other functions as directed by D, HS.
OFFICE OF THE CHIEF OF STAFF, HEALTH SERVICE
• Monitor Regional Health Service staff assignments and functions.;
• Supervise compliances from Health Service Division Chiefs and HS activities;
• Perform other tasks as directed by the Director Health Service, Deputy Director, and
from other NHQ superior officers such as attending Execom meetings, TWG
meetings and command activities;
• Reports/recommends to the D, HS and Deputy Director all the compliances;
• Relay orders from the HS Director to all Division Chiefs and RHS Chiefs;
• Supervise inflow and outflow incoming and outgoing communications; and
• Performs such other functions as directed by D, HS.

• Monitor and supervise medical and dental civic actions for
civil-police operations as directed or authorized by higher
headquarters especially in time of calamities and disasters;
• Formulate and recommend plans and other matters relevant to
the PNP Health Service as directed by HS command group and

was formerly the Benefit and Pension Administration Division
(BPAD), one of the Divisions of the DPRM

• The (PRBS) shall established an effective, efficient and


credible one stop shop retirement system
FUNCTIONS
• to administer the retirement , separation, and death benefits of
the PNP Personnel as well as implementation of plans and
programs that would uplift the morale and welfare of the PNP
pensioners.

• aims to improve efficiency and transparency in the delivery of
government service to the public by reducing bureaucratic red
tape, and to simply frontline service procedures through the
agency’s Citizen Charter

•(PRBS) was activated as a National Administrative Support Unit


pursuant to NHQ PNP General Orders No. DPL 09-12 and was
formally approved under NAPOLCOM Resolution No. 2010-202
on August 5, 2010 in accordance to the provision of Section 35 of
republic act No. 6975.
PNP RECRUITMENT AND
SELECTION SERVICES
PNP RECRUITMENT AND SELECTION SERVICES
• Refers to recruitment units of National Capital Region
(NCR), Philippine National Police Academy (PNPA), and
National Support Units (NSUs).
FUNCTIONS
• Implement and evaluate the policies and guidelines governing the PNP
recruitment and lateral entry programs;
• Manage the implementations of the Recruitment and Selection Program for
Cadets/Cadettes of the Phillipine National Police Academy (PNPA), PNP
Recruitment and Selection Program fot Patrolman/Patrolwoman (Regular and
Attrition) and Lateral Entry (Line and Technical Officers);
• Develop recruitment capability in terms of human resource and technology for
sustainable, efficient and effective recruitment and selection system; and
• Determine regular recruitment/lateral quota, in coordination with Directorate
for Plans and other concerned members of the Directorial Staff.
POLICE RECRUITMENT
• The first step in the recruiting procedure, and the one that
should recieve greatest emphasis, is that of attracting well-
qualified applicants. The best selection devices available are
the little value if the recruiting effort has failed to attract
candidates of higher caliber. Widespread publicity directed at
the particular element of the population which is hoped will be
attracted to the examination is the best method of seeking
outstanding applicants.
POLICE RECRUITMENT
• Recruitment in the police service is dependent on the
availabilty of national or regional qouta of the PN, which is
determined by the NAPOLCOM.

STANDARD POLICY ON SELECTION AND APPOINTMENT

• The general qualification for initial appointment to the


police service shall based on the provisions of Republic
Act No. 8551, which states:
No person shall be appointed as uniformed member of the
PNP unless he or she possesses the following minimum
qualifications:

3. Must have past the psychiatric or psychological, drug and physical tests to be
administered by the PNP or by any governmehospital accredited by the

learning;
5. Must be eligible in accordance with the standards set by the Commission;
6. Must not have been dishonorably discharged from military employment or
dismissed for cause from any civilian position in the Government;

ENGINEERING SERVICE
• For the past 47 years the PNP Engineering Service has develop
from what was Engineering branch of the Philippine
Costabulary in 1971. which is tasked to administer construction
projects, repairs and renovation within the organization. It has
journey along the rough and difficult roads of serving the PNP
Personel and its Family’s. constructing building and rebuilding
even facing overwhelming challenges to guaranty High-quality
technical services.

FUNCTION OF ENGINEERING SERVICE
• The PNP Engineering Service sense
the activation of pnp (es) from
military custom to a sevillian police
force. The pnp (es) has yet to produce
a higly technical work force capable
to develop pnp real estate properties.
In year 2008. the engineering service

started to adopt the integrated
transformation program (itp) which
has eventually integrated which then
existing medium term development
plan.

PERIODIC REPORTS ON PERSONNEL QUARTERING AND HOUSING
PROGRAMS AND SUBMIT TO THE CHIEF PNP AND ENSURES PROPER
COLLECTION, ACCOUNTING, DISBURSEMENT AND REMITTANCES OF
RENTAL FOR PNP QUARTERING FACILITIES. WITH THE NATIONAL
HOUSING AUTHORITY AND OTHER GOVERNMENT AND PRIVATE
AGENCIES.
SIGNIFICANT ACCOMPLISHMENT OF ENGINEERING SERVICE

• 17 regional project management units it is task to coordinate, evaluate and


submit reports pertaining to pnp infrastracture land utilization and
acquisition as well as sheltering projects and activities of its regional offices.
This division is also crucial in the implementation of policies concerning the
repair and maintenance all pnp buildings and facilities so as the conduct of
the regular inspection and evaluation of structural integrity of the pnp
engineering service projects in the region. Under the administration of the
present director of engineering service police chief superintendent elmer c
carnaro’s there are already various construction projects initiated including
the construction and the national headquarters of the one-stop-shop task
force and sub building pnp command operations center crime laboratory
building construction communication and electronic service conference room
renovation of internal affairs service.
HEADQUARTERS SUPPORT

HEADQUARTERS SUPPORT SERVICE
• The Philippine National Police Headquarters Support Service
(PNP-HSS) was created for the implementation of the policies,
rules and regulations governing the daily activities inside Camp
Crame, providing an environment that is conducive to the
efficient and effective pursuance of the PNP mission and
functions. Their cooperation and observance of rules and
regulations inside camp are vital in the smooth administration
and management of Camp Crame.
FUNCTION AND ROLE IN THE COMMUNITY
A. HOUSEKEEPING
          1. Provides power and water services inside the camp;
          2. Controls and supervises the operation of concessionaires;
          3. Provides maintenance of building, equipment and road nets;
          4. Provides waste management and ground maintenance services;
          5. Supervises all repair projects inside camp; and
          6. Provides police community relation services inside camp and immediate vicinity.

  B. SECURITY SERVICES
          1. Provides perimeter guards and conducts patrol inside camp;
          2. Directs, controls and supervises traffic flow;
          3. Formulates and implements camp defense, fire and disaster control plans;
          4. Administers the PNP Custodial Center and provide security escorts during court
trials; and
          5. Provides fire-fighting equipment and services inside camp.
C. SPECIAL SERVICES
1. Renders ceremonial honors/services to VIP/dignitaries and deceased PNP personnel; and
2. Maintains housing, sports and recreational facilities;

D. OTHER SERVICES
1. Formulates and implements camp rules and regulations;
2. Provides personnel and logistical support to the NHQ during command activities;
3. Processes and supervises the recruitment of its PNP applicants;
4. Conducts training-refresher courses for personnel assigned at HSS, PNP; and
5. Performs other functions as the Chief, PNP may direct.
• The PNP Headquarters Support Service (PNP-HSS)
is primarily tasked to oversee the overall order and security
of Camp Crame. Activated on June 27, 1955, it was originally
called the Headquarters Philippine Constabulary and
Headquarters Service Battalion (HPC & HSB).

• THE LOGISTICS SUPPORT SERVICE WAS ORIGINALLY ESTABLISHED IN THE YEAR 1958
NAMED AS THE PHILIPPINE CONSTABULARY CENTRAL SUPPLY POINT TO SUPPORT ALL
CONSTABULARY UNITS IN ITS LAW ENFORCEMENT AND INTERNAL SECURITY OPERATIONS.
LATER IN 1963, PURSUANT TO G.O. NR. 155 IT WAS CHANGED TO PHILIPPINE CONSTABULARY
SUPPORT GROUP (PCSG). YEARS LATER, IT WAS AGAIN RENAMED AS PHILIPPINE
CONSTABULARY LOGISTICS UNIT (PCLU).

• ON MAY 4, 1978, THE PHILIPPINE CONSTABULARY SUPPORT COMMAND (COSCOM) WAS


ESTABLISHED BY VIRTUE OF G.O. NR. 3339.

• G.O. 3146 DATED JULY 7,1978 RENAMED THE COSCOM AS PHILIPPINE


CONSTABULARY/INTEGRATED NATIONAL POLICE (PC/INP) SUPPORT COMMAND WHICH WAS
LATER DEACTIVATED UPON THE PASSING OF THE RA 6975 IN 1991 OTHERWISE KNOWN AS
PNP LAW. THIS LAW GAVE RISE TO THE PNP LOGISTICS SUPPORT COMMAND.

• ON JULY 31, 1996, NAPOLCOM RESOLUTION NO. 96-058 RENAMED THE LOGISTICS SUPPORT
COMMAND (LSC) INTO ITS CURRENT NAME THE LOGISTICS SUPPORT SERVICE.
FUNCTIONS OF LOGISTICS SUPPORT SERVICE
• To conduct procurement, storage, inventory, distribution and disposal of PNP
Supplies and Equipment;
• To undertake maintenance of PNP vehicles, armaments and other equipment;
• Provide transportation services in support to operational as well as
administrative activities of the PNP;
• To undertake effective management control through accounting and
monitoring of PNP supplies and equipment;
• To provide EOD assistance and training upon request or as directed by
higher headquarters;
• To conduct disposal of PNP equipment and properties which are beyond
Economical Repair (BER); and
• To conduct other special logistics related courses for the PNP personnel.

FINANCE SERVICE
FINANCE SERVICE

PNP Finance Service are the one who process and settle claims for
pay and allowances/salaries, travel expenses and retirement
benefits/commutation of leave of retired PNP personnel. They are
the one maintain financial records of the pay and allowances of
uniformed and non-uniformed personnel and other PNP obligations.
SPECIFIC FUNCTIONS
• Maintain and supervise the operations of the Modified Disbursement Scheme (MDS) account for
offices in the PNP;
• Coordinate with other offices/units concerning the preparation and distribution of the pay and
allowances of uniformed and non-uniformed personnel of the PNP;
• Supervise and/or recommend the training, assignment, designation, transfer and relief of
finance/disbursing officers, collecting officers, agent officers/tellers and their immediate bonding;
• Recommend policies regarding procedures in the disbursement and accounting of PNP funds;
• Implement plans, policies, rules and regulations governing disbursement and collection of funds for
the PNP;
• Conduct training of PNP personnel for respective assignment to finance units in various PNP units;
• Provide technical support and assistance to PNP units on matters pertaining to financial management;
• Conduct studies and research to upgrade and enhance the effectiveness of PNP units on matters
pertaining to financial management; and
• Perform such other functions as the Chief, PNP may direct.
