INFORMATION TECHNOLOGY MANAGEMENT SERVICE


GENERAL BACKGROUND

Introduction

The PNP Information Technology Management Service formulates, updates,


and disseminates IT policies, guidelines, and standards towards the proper
development and implementation of information systems in the PNP. The office
also provides computer-based information systems development, data processing,
systems support, and conducts IT-related research and training services.

Mission, Vision and Function of the PNP Information Technology Management


Service

Mission

The PNPITMS shall design, develop, implement and maintain Information


Systems, Databases and Data Communication Network for the PNP.

Vision

The PNP Information Technology Management Service shall be the primary


office that will provide the technical expertise to develop and maintain relevant
Information Systems and Services for the PNP given the adequate resources.

Functions

 Designs, develops, maintains and implements Information Systems for


the different PNP Units/Offices;
 Builds up and manages databases of Information Systems;
 Supports the implementation or enhancement of Information Systems
developed by other units;
 Maintains and expands coverage of the Data Communication Network;
 Develops and implements Information Technology (IT) training
programs for PNP personnel;
 Conducts Information Technology (IT) related research and studies;
and
 Performs such other functions as the C, PNP may direct.

PNPITMS OBJECTIVES

Broad Objectives

 To operationalize Information Systems and Data Communications Network as


programmed in the PNP Information Systems Strategic Plan;
 To harness available ICT resources toward the accomplishment of
computerization programs, projects and activities of the PNP; and
 To undertake research studies on latest ICT trends and development.

Specific Objectives

 To develop and implement different Information Systems which cater to the


needs of the public;
 To develop and implement Information Systems which will enhance the
operational and administrative capabilities of the PNP;
 To repair and rehabilitate Information Technology Management Service’s
facilities to maximize delivery of Information and Communications
Technology services;
 To enhance present capacity and capability of the PNP Campus Network;
 To conduct ICT courses and seminars for PNP organic and non-organic
personnel; and
 To recruit qualified personnel that will perform the different functions of
the service as mandated by law in order to achieve its mission.

PNPITMS THRUST

The development of Information Systems that will cater to the needs of


the operating units such as:

 To establish the Command and Control facilities in all cities and


municipalities in highly urbanized areas;
 To enhance and expand the PNP NHQ Campus Network up to the Police
Regional Offices using latest data communications technology that is
available and cost-effective;
 To setup ICT offices in all PROs;
 To enhance and upgrade operational Information Systems;
 To conduct continuous ICT training/seminar for PNP personnel; and
 To pursue research studies on new ICT development.

HISTORY OF PNP INFORMATION TECHNOLOGY MANAGEMENT SERVICE

Computerization in the Philippine National Police spans more than a


decade of hard and pioneering work in which much has been gained by the Service
since its organization 55 years ago on October 18, 1965 as the Philippine
Constabulary Data Processing Unit (PCDPU). The Unit was renamed three years
later as Crime Information and Data Processing Center (CRIDPC), concentrated
mainly on collating crime- related data from field.

It became the Constabulary Computer Center (CCC) on March 1, 1972 but its
main task remained as the nationwide crime data bank for use in crime studies
accessible to law enforcement agencies on a direct inquiry basis. On January 13,
1988, the Constabulary Computer Center was renamed PC/INP Computer Center
(PCC). Upon the creation of the PNP under RA 6975 on January 1991, the PNP
Computer Service (CS) was officially organized.

With the development and demand of computers in its applications in


businesses and organizations for innovations and productivity, the technology was
later dubbed as “Information Technology (IT)” giving rise to the cycle (storage,
processing, retrieval and transfer) of digital information through the Local Area
Network or the Intranet and via the Wide Area Network or the World Wide Web
(The Internet). To cope up with the current trend of digital information
development, “Computer Service (CS)” was renamed to “Information Technology
Management Service (ITMS)” on November 11, 2008 with a much broader function
of providing and managing Information Technology related services to the PNP.

 The PNP Information System Strategic Plan CY 2008 – CY 2012


o Approved and endorsed by the National Computer Center to the
Department of Budget and Management is the medium-term
development plan of the PNP for strategic computerization plan of
the organization in the development of Information Systems that will
cater to the ICT needs of the PNP covering five (5) years period from
CY 2008 to CY 2012 with a budgetary requirement worth Php

 Integration of PNP Databases


o Integration of dissimilar databases of administrative and operational
records which shall be accessible online for effective decision making
at the executive level

 Support to the Implementation of DILG Public Safety Information Systems


(PSIS)
o Formed a Technical Working Group at the ITMS level to supervise,
monitor and support the implementation and deployment of the DILG-
PSIS to the PNP, with the following functions:

 Setup of CCTV IP Cameras for surveillance system;
 Voice over IP (VoIP) communications;
 Host of shared applications such as Criminal Information
System, PNP Web Portal and others;
 Setup of WiFi hotspots for access to Internet Services such as
Web, email and others (i.e. Starbuck hotspots concept);
 Integration of web-based Crime Mapping System using GIS; and
 Use of Virtual Private Network (VPN) (encryption and
decryption) over the WAN for secure access to PNP databases.

Director, Information Technology Management Service

 Assists and advises the Chief, PNP in the areas of Information Technology
requirements of the PNP for the effective and efficient delivery of public
safety service and internal security.
 Provides administrative direction and control of all human, material and
financial resources in attaining the mission and objectives of the Service.
 Perform other duties as directed by higher authorities.

Deputy Director

 Assists Director, Information Technology Management Service in carrying out


his functions.
 Represents the Director in official conferences, engagement activities when
Director, ITMS is not available.
 Acts as Acting Director in the absence of D, ITMS.
 Performs other duties as the Director, ITMS may direct.

The Chief Directorial Staff

 Provides policy direction and guidance to the staff for the attainment of the
mission, specific goals and objectives of the PNPITMS.
 Closely supervises the implementation of various programs, projects and
activities of the PNPITMS.

management, training and education of the Service.

Computer Operations Division (COD)

 Establishes plans, programs and control standards for the efficient operation
of COD.
 Generates and releases the financial and management reports of the PNP
Salary System and other Management Information Systems (MIS) developed
and maintained by PNPITMS.
 Ensures maintenance of computers, printers and auxiliary machines used in
the generation of CFCs, financial and management reports.
 Ensures the completeness and quality of information printed thru
verification of reports printed.
 Monitors, controls and ensures availability of computer supplies
requirements.
 Perform direct cancellation of CFCs pursuant to SOP#21 in cases CFCs of PNP
personnel for deletion for the period but whose directives to the effect were
received only after the checks have already been printed.
