ADOPTION OF A CAPACITY DEVELOPMENT FRAMEWORK


IN THE PLANNING, DESIGN AND IMPLEMENTATION OF
CAPDEV INTERVENTIONS FOR LGUS

The memorandum circular defines the parameters for capacity assessment,


planning execution, and monitoring and evaluation of CapDev
interventions; and the conceptual underpinnings of capacity, performance
for a synchronized, integrated, accessible, and attuned delivery of CapDev
for LGUs
