PROJECT
CONCEPTION & INITIATION
• Starting date of work : January 2015
• Expected time of completion : 22-24 months
• As per the contract, the Construction period of the project was
36 months.
• Whereas, it was completed and inaugurated on 21 November
2016 by the Chief Minister of Uttar Pradesh Akhilesh Yadav.
• It is widely seen as his dream project and the flagship model
of development in the state.
• Strengthening the connectivity of Lucknow, the capital of
Uttar Pradesh, with the Nation.al Capital, Delhi.

SUMMARY
• Project was ready more than a year before time, maintaining its
impeccable track record of completing projects ahead of schedule.
• One of the biggest challenges was completing a major bridge
across the River Ganga in a span of 18 months.
• Reduction in scheduled completion date of the project meant the
project activities were left with little, or sometimes no, float time at
all.
• Therefore, the construction of the bridge continued even as heavy
rains lashed the area and the river got flooded.
• The structures were originally planned for six lanes, but the
configuration of structures was changed to eight lanes.
• The highly-motivated team worked night and day to achieve the
advanced completion of the project.

CHARACTERISTICS
• The Agra – Lucknow Access Controlled Expressway is a 302 km long
Expressway (Green Field) from “Agra to Lucknow'' which has been
developed on EPC mode.
• The main carriageway has been completed in record time and opened for
light vehicles.
• It is the longest access controlled Expressway in India.
• The Expressway connects the cities of Agra and Lucknow in the state of
Uttar Pradesh.
• This Expressway is connected to Yamuna Expressway through the Agra Ring
Road, and thus providing an express link between Greater Noida, NCR to
Lucknow via Agra. It connects Agra and Lucknow via Firozabad, Mainpuri,
Etawah, Auraiya, Kannauj, Kanpur, Unnao and Hardoi districts.
• The Expressway connects the main townships / commercial centres on the
northern side of Yamuna.

CHARACTERISTICS
• It also ensures development of adjoining areas. The Expressway relieves
NH-2 &NH-91 which are already congested.
• The Expressway will also enable to move agricultural, horticultural and
milk products rapidly to major cities, also infuse a new impetus to the
development of the state by attracting investors in a big way.
• The Agra-Lucknow Expressway is considered to be a Greenfield project
as there were no work constraints of existing buildings or infrastructure.
• Uttar Pradesh Expressways Industrial Development Authority (UPEIDA)
purchased almost 3,127 hectares of land without a murmur of dissent and
decided to pay four times the circle rates (CR) to the land owners in rural
areas and twice the CR in urban parts, as purchase cost.
• The rest of land was acquired through land acquisition method
PURPOSE/ WORK STATEMENT

• On the national scale, the Expressway will help attract investments into the
region by assuring unhindered transport of business goods.
• By reducing the travel time between cities, the expressway contributes to
reduction of carbon footprint and pollution.
• It opens up several avenues for development and progress..
CONSTRUCTION & INNOVATION
• PERI formwork, tailor-made to suit
the requirements of typical structures,
which helped expedite the work.
• Box culverts were constructed using
precast technology.
• In addition, slabs of all large box
structures up to 12m span were
executed using precast panels.
• Remarkable progress was also the
result of proactive approach, with
quick turnaround time for design As of early March 2017, one side of the rail over
approvals, etc. and highly-effective bridge at Bhadan is still under construction
supply chain management.

BUDGET

• Agra-Lucknow Expressway Project is almost completed with


total capital expenditure of `13,214 crore against the approved
Project Cost of `14,193 crore, thus recording a net project
saving of `979 crore.

TIMELINE

 No developers bid for this ₹9,000 crore project on a "build,

own, operate and transfer" basis.

Government of Uttar Pradesh invited bids in 5 packages to 6


lane Agra Lucknow Expressway. Following this, 24
June 2014
companies submitted their applications for five different
patches of the expressway.

Through bidding process developers are finalised who will

be executing each of five sections simultaneously.

September 2014  50% of the land required for the project is already acquired.

 "Foundation stone laid". 7,000 acres acquired for this


November 2014 15,000 Crores project. The target for the completion of the
project is set to 22 months.
Work on two major bridges on Yamuna and Ganga river

started.

The expressway was inaugurated on 21 November by


Nov 2016
CM Akhilesh Yadav.

The expressway was partially opened to public from


December 2016 Lucknow till Shikohabad. As of 23 December 2016, only
light vehicles were allowed to pass the stretch.
The expressway is opened to public from Lucknow till
Feb 2017 Agra on 23 Feb 2017, but still road construction is
happening at some places.

19 January 2018 Toll collection starts by authorities.

EVALUATION

• The construction of expressways is done with strict adherence to the


standards and specifications defined in IRC codes, Manuals,
Guidelines and as per MoRTH Specifications. UPEIDA has executed
Agra- Lucknow Expressway Project in record time with high quality
standards.
