CONCEPTUAL FRAMEWORK
THEORY BASE
•This study is anchored on the Home Rule Theory presented by
Alviar (2018).
• In this fundamental theory of police service, the policemen are
regarded as servants of the community, who rely for the efficiency of
their functions upon the express needs of the people.
• Policemen are civil servants whose duty is the preservation of
public peace and security.
• In the modern concept of police service, the policemen are
regarded as the first line of defense of the criminal justice system, an
organ of crime prevention.
•The public look at the policemen as more effective in the absence of
crime.
METHODOLOGY
Method Used
• The study will avail the descriptive survey research design.
Descriptive because it will only describe the data that will be gathered in
the survey. According to Adanza (1999), surveys will allow the researcher
to gather limited data on an otherwise very large population.
Sources of Data
• The primary source of data is the third-year criminology students who are officially
enrolled at NDJC for School Year 2021 – 2022.
DATA GATHERING INSTRUMENT
• The survey questionnaire used is self-developed. It is composed of two (2) parts.
Part I is the demographic profile of the third-year criminology students which
include their name (optional), gender, age, and residence. Part II is composed of ten
(10) items wherein each focus on the level of perception of the third-year
criminology students on the law enforcement in Jolo pertaining to the
implementation of the local IATF. It has five (5) levels to choose from which range
from very positive perception to very negative perception.
Sampling Technique
• The research study utilizes the total population of the third-year criminology
students as respondents of the study. Hence, there is no need to use elaborate
sampling technique in choosing the respondents of the study.
PROCEDURE OF THE STUDY
• The group started by looking for a researchable title. After settling
on the title, the researchers consulted the thesis adviser and some of their instructors on the
possible problem to work on. Upon getting approval of the thesis adviser on the statement of the
problem, the group started looking for related literatures to support the conduct of the study. The
items to be included in the survey questionnaire will come from the literatures gathered and on the
suggestions of our instructors.
Statistical Treatment
The following statistical tools are used to analyze the data Collected.
• Problem 1 will use frequency and percentage since the data are summarized data only. Problem
2 will use arithmetic weighted mean. Problem 3 will use Analysis of Variance (ANOVA) to
determine if there is a significant difference on the level of perception of the third-year
criminology students on the law enforcement in Jolo pertaining to the implementation of the
local IATF when they are grouped according to gender, age, and residence.

•It can be gleaned from the table that the respondents indicated very positive perception in only three (3) statements and these are; civilians
were advised by the policemen not to go out during a lockdown declaration (mean = 4.86), and policemen advised to apprehend anybody
celebrating any occasion without observing social distancing (mean= 4.60). The rests of the statements showed the respondents indicated
positive perception and among these are; the policemen assigned in a certain area check those without mask and shield inside the motor

• The result clearly implies that the third-year criminology students looked at the implementation of the local IATF with a positive attitude.
