INTRODUCTION
In India ,educational situation on eve of
independence was quite black. The level of
educational system was low in all respects.
Vocational and technical education was poorly
developed etc. To analyse the problem,
address the issues and to suggest the ways to
upgrade the education system ,several
commission and committees were constitute
in India.
EDUCATIONAL COMMISSION
1. University education commission(1948-
49)
2. Secondary education commission(1952-
53)
3. Education commission or Kothari
commission
4. National knowledge commission (2009)
UNIVERSITY EDUCATION COMMISSION
UNIVERSITY EDUCATION COMMISSION
 Appointed under chairmanship of Dr S.
Radhakrishnan in 1948.
 Major recommendations are-
1. Recommendation for improvement of in the
standard of teaching
 it suggested that a large no of well-equipped
and well staffed intermediate colleges should be
established.

 Opening of good no of vocational institution.


 There should be 180 working days in all
sessions in university or a degree college
excluding the days of exam.
 attendance at lecture should be compulsory
for undergraduate students.

education

- Training in rural centre should be required

 Appointed in 1952 under the chairmanship of Dr.
A. Lakshmanaswami Mudaliar.
 Major recommendations are-
1. To open separate school for girls where there is
demand for them.
2. To lay down conditions to co-educational school.
3. To satisfy the special needs of girls students and
women members of teaching staff and

NATIONAL KNOWLEDGE COMMISSION
• To encounter the educational challenges in 21 st century, the
national knowledge commission was appointed in 2005 by
Dr Manmohon Singh under chairmanship of Mr Sam
Pitroda.
• it is not exactly an education commission as it role was to
propose the framework for quality, access and equity in
higher education.
RECOMMENDATIONS OF VARIOUS
COMMITTEES TO PERTAINING NURSING
EDUCATION
1. Health survey and development Committe

BHORE COMMITTEE
• Appointed in 1943 under the chairmanship of
Sir Josheph Bhore .
• Major recommendation were –
- Integration of preventive and curative services
of all administrative levels.
- Creation of all India nursing council.
- Introduction of pre-nursing course.
SHETTY COMMITEE
 Appointed in 1954, under the chairmanship of
Rajkumari Amrit Kaur .
 Major recommendation were-
- The placement of one nurse to 3 patient in
teaching hospital and one nurse to 5 patient in
other hospital.
- One midwife to 100 births in rural areas and
one midwife to 150 births in towns.
SHETTY COMMITTEE
• Improvement in conditions for training of
nurses.
• The minimum requirement for admission to
be in accordance with regulation of the INC.
MUDALIAR COMMITTEE
• The committee known as “ health survey and
planning committee” headed by Dr A.L
Mudaliar .
• Major recommendation were-

- For GNM minimum entrance qualification,


matriculation.
MUDALIAR COMMITTE

• Degree course should be taught only in


english.
• It was recommended to have a department of
Health administration at the state level
headed by Director of Health Services.
KARTAR SINGH COMMITTEE
• Appointed in 1973 headed by Additional
Secretary of Health.
• Major recommendation were –
- The course of ANM 2 years duration was
reduced to 18 months.
- Multi purpose health worker scheme .
- Setting up of a Training division at the Ministry
of Health and Family Welfare.
SRIVASTAVA COMMITTEE
• Set up in 1974 as “Group on Medical education
and support manpower”.
• Major recommendations were-
- Creation of bonds of para-professional and semi-
professional health workers from within the
community.
- Development of referral service complex.
- Increase human power in the health sector.
- Multi purpose cadre was created.
HIGH POWER COMMITTEE
• Setup by the Govt. Of India in July 1987 under
the chairmanship of Dr. Jyothi.
• Major recommendations on Nursing and
nursing profession –
- Employment
- Job description
- Working hours
- Working facilities
HIGH POWER COMMITTEE
• Pay and allowances.
• Nursing education
- There should be two levels of Nursing professionals-
Professional Nurse (Degree level) and Auxiliary Nurse
- All School of Nursing attached to the Medical college.
- Masters in Nursing programme to be increased .
- Doctoral programmes in Nursing have to be started
in selected Universities.
NATIONAL COMMISSION ON
MICROECONOM ICS AND HEALTH
• Established in March 2004 to strengthen disease
control and primary healthcare .
• Major recommendation related to nursing education
are-
- Registration of nurses was introduced which is to be
done every 5 years.
- CNE is given importance .
- Private hospitals have taken initiatives to maintain
quality and standard of care by way of hospital
accreditation system.
