Regulation I/6 : TRAINING AND ASSESSMENT

Training and assessment of seafarers are administered, supervised, monitored in

accordance with provisions of Section A – I/6.

Section A – I/6 : TRAINING AND ASSESSMENT

All training and assessment are structured (methods and media of delivery,
procedures, course material) necessary to achieve standards of competence.

Persons conducting in-service training and assessment on board ship will do so

ONLY IF :
 does not affect the NORMAL OPERATION of the ship;
 they can dedicate their time and attention.

Trainers and Assessors :

Qualifications of instructors, assessors, supervisors are appropriate for type and
level of training / assessment.

2) Fungsi – fungsi dalam Regulation I/6

 Training supervisor
 Instructor/Trainer
 Assessor
 On board trainer.

Sedangkan fungsi-fungsi dalam Regulation II dan III adalah :

(1) Navigasi
(2) Penanganan dan pengaturan muatan
(3) Permesinan
(4) Pemeliharaan dan perbaikan mesin
(5) Elektrikal, elektronik, dan pengendalian mesin
(6) Pengendalian operasi kapal dan penjagaan personel di kapal.

3) Persyaratan Trainer / Instructor
Instructors and assessors must receive appropriate training in teaching
and assessment methods.

Background Instructor experience

Basic qualifications
Rank, certificates
Seagoing experience
Ship type experience
Shore experience
Behavior and attitude
Motivation
Understand instructor role
Able to motivate trainees
Able to deliver training.

4) Persyaratan Assessor
As same as trainer; in addition :
 received proper guidance and training in
assessment of competence;
 Gain experience in assessment.

5) Persyaratan Trainer / Assessor on Board
o Qualified in accordance with STCW ’95 and 2010
o Senior Officer
o Motivated for the task
o Obtain necessary authority to carry out the program.

6) Persyaratan Training Supervisor

 Have thorough understanding and experience of ship operations,
e.g., Master
 Must have full understanding of the training programs
 Must have full understanding of the specific objectives of training
 Able to monitor the training and assessment of seafarers.

 7) Teknik Mengajar
Instructor / Trainer must :
(1) Get committed; (8)
(2) Be clear in announcing what is going to (9)
talk, how long and using what approach;
(3) Establish eye contact;
(4) When answering questions, look at the
question 25% of the time and 75% for the (10)
audience; (11)
(5) A trainer may sit for a general discussion
but should stand to deliver important (12)
points;
(6) Summarized frequently and always –
before moving to a new topic; (13)
(7) Keep a careful track of time and monitor (14)
concentration and energy levels;
Control nerves;
Use short words and short sentences.
Choose the active verbs rather than the
passive and concrete examples rather
than abstracts;
Use pause and silent;
Use gesture (gerak isyarat), but avoid
fiddling (membuat gerakan tak perlu);
Get people nodding and ask questions
even if an answer is not needed
(“participation and doing”);
Assess as quickly as possible;
Able to deal with difficult or
uncooperative people.

Jadi, instruktur atau pelatih harus memikirkan kata-kata kunci seperti :

relevan, bermakna, sangat berguna, signifikan, realistis, dapat dipakai,
sangat membantu,
dan di atas segalanya,
sangat menarik.
