ADMINISTRATION
The general concept of administration, without
venturing to offer a definition, in its broadest sense is
the implementation of established policies.
1. The administrative function also of course influences
the framing and adoption of those policies, but its
main responsibility lies on the executive side, so that
it must:
foresee,
organize and
direct the necessary efforts, carry out or
promote the corresponding tasks, provide the
necessary resources, and evaluate achievements
of the expected results.
DEFINITION OF CONCEPTS
Administration is the ability to mobilize human,
material, financial and informational resources
towards achievement of organizational goals.
Ogunsaju (1998) op ines that administration is
concerned with a variety of tasks. Nwankwo (1987
) in his own view describes administration as the
careful and systematic arrangement and use of
human and material resources, situations and
opportunities for the achievement of specific
objectives.
However, Campbell, Bridges & Nystrand
(1984) said the main purpose of
administration in any organization is that
of coordinating the efforts of people
towards the achievement of educational
objectives..
SCOPE OF ADMINISTRATION
The scope and nature of such a responsibility or
function can be adapted to the type of administration
concerned, be it government administration, business
administration or the administration of other
organizations , institutions, activities or projects .
In our case we shall be concerned with the
administration of educational institutions, from
ministries of education to institutes of education under
such ministries
It should be noted that the basic principles and
procedures of administration are universal, but can
vary according to the nature and aims of the individual
organizations concerned. Generally, all administrations
draw up plans, use information and communication
systems, adopt specific organizational structures, take
decisions, assign roles and functions, establish
machinery for guidance, coordination and evaluation,
seek to improve the utilization of their resources for
the achievement of organizational goals
EDUCATIONAL ADMINISTRATION

Educational administration, is particularly

concerned with the administration of
education systems , to the administration of
educational development, and to the
function that assumes responsibility for
ensuring fulfilment of education policies .
Functionality of educational administration.
Educational administration is responsible for
implementating education policies. Hence the
administrative function of educational
administration such as planning, delegating,
coodinating, directing, controling etc. These will
be seen in our subsequent lessons in greater
detail
Institutionalilty of educational administration.
This aspect views educational administration
mainly as the whole set of organizational
structures which provides educational services.
This is a much more concrete field of analysis
corresponding to that of the superstructure
administered by the education system proper.
DIFFERENCE BTWEEN ADMINISTRATION,
LEADERSHIP AND MANAGEMENT
How does one distinguish between educational
administration, educational leadership and educational
management?
Cunningham and Cordeiro (2006) stated that agreement
was reached in defining administration as the broadest
term related to organisational responsibility, leadership
focused on organisational direction and purpose, and
management, on the other hand focused on the efficient
use of resources.
Furthermore, leadership is about doing the
right things, management is doing things
right, and administration is responsible for
both leadership and management.
Administrators carry the biggest burden
because they are expected to be effective
leaders and efficient managers.
Sergiovanni, Burlingame, Coombs and Thurston (1980),
defined administration as the process of working with
and through others in order to accomplish
organisational goals efficiently. Furthermore, they
viewed administrators as those who are responsible for
accomplishing certain objectives efficiently.
Subsequently, Sergiovanni et al. (1980) viewed
administration as the art and science of getting things
done efficiently.
Secondly, in terms of educational
administration, in the United States,
according to Sergiovanni et al. (1980), “The
governance and administration of education
is a good example of the nature and
importance of administrative activity in our
society” (p. 4).

E -ADMIMISTRATION
E-administration is defined as doing administrative
works by using computer and internet (Almoussa,
2002). To Alhmadi and Alhumaidi (2004), it is the
administrative efforts which include the exchange of
information and providing services to people and
business sector at high speed and low cost through
computers and networks with the assurance of
maintaining the information security.
To Abdulnaser and Qurishi (2014), it is using a mix of
information technology and communication in making
all administrative processes in any organization to
improve its performance and enhance its competitive
position. The educational sector is considered as one of
such sectors in terms of entry into e-administration to
improve the performance of educational institutions
and their employees which is reflected positively in the
educational outcome.
Abu Ashour and Al nemry (2013) defines it as the
use of information technology and
communication in the administrative processes in
education presented by planning, organizing,
implementing, supervision and evaluation to
improve performance and enhance competitive
position.
The implementation of electronic
administrations aims at simplifying and
improving the relationships and transactions
between public organizations and their users
