Administrative Order No. 2017-0010
I. Rationale
• Philippine National Standards for Drinking Water (PNSDW) started in
the year 1963.
• Based on the 1958 World Health Organization International Standard
for Drinking Water and United States Public Health Service Standards.
• The 1963 PNSDW edition was subsequently revised in 1978, 1993 and
2007.
• Number of issues and concerns from various stakeholders have
emerged since the last revision of PNSDW in 2007
Issues Emerged:
I. Experiences of water service providers in complying with the
standards
II. Publication of the fourth edition of the Guidelines for Drinking-Water
Quality by the World Health Organization in 2011.
III. Issuance of DOH Administrative Order Number 2017-0027; which
requires all drinking-water service providers to develop and
implement water safety plans.
IV. New scope and definitions of Sustainable Development Goal (SDG)
water supply indicators.
V. Need for water quality standards during emergency situations.
