COUNCELING PROGRAM

Developmental Guidance and Counceling Program

 It is a program of guidance and Counceling services , which is available to all students .


 It includes crisis Counceling For students who have immediate needs , but it is much
more.
 It believes that all students can benefit from contact with a Councelor.
 It believes that social and emotional development in children is a process of growth
changing all the time .
 It believes that children who are aware of themselves and their needs will make
responsible choices for themselves.
 It believes every child is unique and special .
How does the Councelor work with students

 Classroom Guidance - The Councelor regularly visits classrooms to present lesson


about such things as getting along with others,following school rules,safety , career
education and much more .
 Individual Counceling - The councelor is available to talk a students privately if the
concern is very private or if the students does not work well in a small group .
 Small Group Counceling – The councelor invites students who share common concerns
to meet with her in her office for a few sessions. Some of these students, self – concept ,
peer relation , attendance issues , expecting a new siblings etc.
Understanding the scope of Confedentiality

 There are tendency to mythologize the scope of a guidance Councelor ‘s ethical privacy
obligations , For example , a guidance Councelor providing SAP Counceling may be
reticent to share information regarding the nature of Counceling and the incidents giving
rise to the Counceling with members of an IEP team , such as reticense illustrates a mis
understanding of the scope and definition of Confedentiality.
 In the same fashion , the guidance Councelor is one member of an organization with clear
privacy obligations . Even those guidance Councelors who by virtue of collateral licenses
have a statutory confidentiality obligation, are not constrained from disclosing relevant
information to the IEP Team . This is particularly true where the IEP team is under a
regulatory duty to accurate assess and respond to braid spectrum of students needs.
Practical Consideration Relating to
Confedentiality

There are numbers of practical Consideration that the guidance


Councelor should follow in order to avoid misunderstandings with
regard to Confedentiality

 Minor students should be informed of the Councelors general obligation to disclose information
to acquiring parents prior to forming the Counceling relationship .
 Guidance should be limited to the areas supported by school policy .
 When working with minors , Councelors should encourage family involvement when possible .
Remember parents of minor have the right to information in most circumstances.
 Legal counsel should be sought when a guidance Councelor
encounters a “ grey area”
 The safety of the students and safety of the third parties should be
paramount in the Councelors consideration.
 Abuse will always be reported
 Threats of injury the the parties will be reported
Confedentiality Relation to Parents

 Guidance Councelors are frequently confronted with questions regarding their duty of disclosure to parents and the
relationship between this duty and the confedential nature of the Counceling relationship.
The Ethical Guidelines for Councelors and Parents
Parents and Confedentiality
The Professional school Councelor:
a). Inform Parents of the Councelors role with emphasis on the confedential nature of the Councelling relationship
between the Councelor and counselee.

b). Provides parents with accurate , comprehensive and relevant information in an objective and caring manner as
appropriate and consistent with ethical responsibilities to the counselee.
 There are practical ways in which a guidance Councelor can reduce the frequency with
which they will be challenge by the question of disclosure to parents .
 First and foremost , they can adhere to the ethical guidelines which favor parental
involvement in most circumstances.
 Second they can develop a habit of letting the students know “ up front ‘ what their
expectation should be with regard to disclosure /nondisclosure .
 Third, they can limit their scope of responsibility to area which fail with in the domain of
guidance Counceling .
 When the guidance Councelor is confronted , with the issue of whether or not the
disclosure information to the parents ,involving a child above the age of 15 , the
determine will probably be very fact specific . Under such circumstances, it is advisable
to seek the advice of the school legal counsel.

 Ultimately , the Councelor should bear in mind that the guidance Councelor have been
used for failing the disclosure information to parent. This is great part due to the fact that
any civil suit by a minor must be brought in the name of parents .
 The most critical exception to a general rule favoring disclosure to the parents is in the
circumstances where a parent presents a treat of physical harm or sexual abuse to child ,
Under such circumstances. It is only logical that the Councelor will preserve the
confidentiality of the child’s disclosure and make the necessary report to the Division of
Child , Youth and the family Welfare
