maximum achievement of individual,
organization and society’s goals.
HUMAN RESOURCE PRACTICES INCLUDE
 HR Planning – determining human resources needs
 Recruiting – attracting potential employees
Selection- choosing employees
Training and Development – teaching employees how
to perform their job and preparing them for the future
Compensation – rewarding employees
Performance management – evaluating their
performance
Employee relations – creating a positive work
environment

 Employment and recruiting –
Interviewing ,recruiting, testing, temporary labor
coordination

descriptions, executive compensation, incentive pay,
job evaluation
 Benefits- Insurance, vacation-leave administration,
retirement plans, profit sharing, stock plans
 Employee services – Employee assistance programs,
relocation services, outplacement services
 Employee and Community Relations- Attitude
surveys, labor relations, publications, labor law
compliance, discipline
 Personnel Records – Information systems, records
 Health and Safety – Safety inspection, drug testing,
health, wellness
 Strategic Planning – International human resources,
forecasting, planning, mergers, and acquisitions
Based on 1996 study by the Center for Effective
Organizations and the Human Resource Planning
Society here in the Philippines and abroad, the HR
function is in transition from an administrative
function to a strategic one. It shows that the
percentage of time of human resource departments are
devoting to administrative roles:
Maintaining records
Auditing and Controlling
HR service provider
Product development
Strategic business partner
Innovative Strategy brought about by
Technology that affect HR Service Provider
The development of Intranet- decreased the role of
human resources in maintaining records by allowing HR
services to be offered on a “ self-service” basis at
substantially less cost than traditional “face to face”
services.
“ Self Service” refers to giving employees control of HR
transactions.( Examples: Training course catalogs, course
enrollment, internal job postings, etc)
“Outsourcing” refers to the practice of having another
company (known as vendor, third-party provider, or
consultant) provide services.
What Skills Do Human Resource Professionals
Need?
 Interpersonal Skills/ Human Skills
– Management succeeds or fails as human relations in
business are intelligently or otherwise handled.
 Mgt and labor are after the same objectives. Both
desire the business to prosper, for their security
depends upon that prosperity. Both want fair
treatment – Mgt in its dealings with labor, labor with
its dealings with management. Both desire the respect
of their fellow men; both want to be recognized for
what they do and what they are.
Technical Skills – Managers need to
have a tools, methods, and techniques of
the body of knowledge appropriate to the
activities, which they manage. Thus,
financial managers, production
managers, personnel managers, etc., all
need the tools and skills relevant to their
respective fields.
 Conceptual Skills – The ability to see
things from the abstract.
Elements which are not essential to
successful operation, should be
eliminated and all those retained
should be applied in the simplest way.
The simplest system or the simplest
method, which will accomplish the
desired result, is the best way of doing
it.

Influencing HRM
 The Global Challenge – Business organizations
are in the midst of a global restructuring of the world’s
market.
 Companies are findings that to survive, they must compete
in international markets as well as fend off foreign
corporations’ attempts to gain at home.
 There are companies operating in the Philippines that are
already members of the International Standard Org. like
Toyota, Dole Philippines, Gardenia Bakeries Phils., Inc. in
Laguna International Industrial Park, AMA Group of
companies. Etc. ( GLOBALIZATION)
 The Challenge of Meeting
Stakeholders’ Needs
 Company’s effectiveness and competitiveness is
determined by whether it satisfies the needs of
stakeholder.
 Meeting Stakeholders’ Needs means:
 Provide a positive return to shareholders
 Develop employees and create a positive work
environment
 Provide quality service and harmonious relationship with
customers
 Provide clean and healthy environment to the community
The High – Performance Work
System Challenge – it means :
Change employees’ and managers work roles
Integrate technology and social system.
To compete with foreign competitors, HR
professionals will have to learn better utilization of
employees’ talents and skills and new technology at
the same time. The challenge that companies are
facing is how to integrate technology and structure
in order to gain a competitive advantage that is
competing through high –performance work
systems.
