UK P UNLAD KABATAAN PROGRAM The Unlad Kabataan Program for Youth is geared towards the total development of the disadvantaged youth in terms of spiritual, economic, physical, psychological cultural and social development.

In 1996 , Administrative Order No. 18 was issued, to launch the Unlad Kabataan Program (UKP) modules for the OSY and other disadvantaged Filipino youth ages 15- 24 years old and single.

UKP aims to promote their total development to become self-reliant, economically productive and socially responsible citizens able to contribute to the development of the family and community.

1.To encourage, facilitate and create opportunities for self- expression and attainment of proper attitudes and behavior among the youth for self-fulfillment and social awareness;
2. To engage the youth in various activities that will promote their social and economic development such as food production, volunteer community service, health and nutrition, population awareness, protection and conservation of natural resources and improvement of the natural environment;

3. To provide special services for the protection, rehabilitation and training of youth with special needs as those who are alienated, delinquent, neglected, abused, exploited, those with disabilities and those in cultural communities, etc.,
4. To maintain a program of collaboration and
cooperation with government and non-government agencies for the youth in all sectors and at all levels in the community.

PROGRAM STRATEGIES OF THE UKP Organization of Pag-asa Youth Association- The PYA is organized in every barangay where there is high incidence of out-of-school-youth and other disadvantaged youth. PYAs are federated at the barangay, city, municipal, regional and national levels to promote networking and unit at various levels.

Development of Peer Support System- Considering the
credibility and influence of the peers in the life of the youth, selected youth development leaders who have the interest, willingness and capability to serve as peer counsellors, educators and advocates for positive lifestyle, environment, Convention on the Rights of the Child, etc., are trained to assist the youth service providers.

GOVERNMENT INTERNSHIP PROGRAM (GIP) Government Internship Program….
► The goal of the program is to provide opportunity for both
out-of-school and in-school youth a hands-on experience of working in various government agencies, which they could later use when they decide to be part of the government workforce. ► Likewise, GIP is an opportunity for them to learn life skills in the workplace at the same time earn money to augment for their school needs. This program is implemented during summertime so that student could have the time and join the program. Immersion Outreach Program (IOP) ► is one of the component programs of the Kabataan 2000 with the goal of instilling a sense of community service and volunteerism for the less privilege youth of the society. The Department of Social Welfare and Development (DSWD) shall be the lead agency in the implementation of this program. Likewise, IOP is an opportunity that will provide life skills learning in the workplace at the same time, earn money to augment for their daily sustenance and future school needs. ► Program target beneficiaries are OSYs; ► Requirements are the same with the GIP but needs certification in school last attended; ► a PYAP member; ► The passage of the Local Government Code of 1991 paved way for the transformation of the Department’s role from direct service deliverer to technical assistance provider. The Department’s (DSWD) is mandated under E.O. 15 series of 1998 as amended through E.O. 221 series of 2003 to provide assistance to intermediaries (e.g. LGUs, NGOs and NGAs) through technical assistance, resource generation and augmentation. Implementation, Monitoring and Evaluation of UKP ► DSWD-Local Government Partnership =Pursuant to RA 7160, basic community social service program implementation had been devolved to Local Social Services Units. Hence, implementation and fund allocation for the program rest on the Local Government Units. Municipality/City Social Welfare and Development Office ▪ M/CSWDO shall regularly monitor, assess and implement the youth program; ▪ To Organize PYAP, Municipal Federation (with set of officers)… ▪ To assist the PYAP to be recognized in LGU and include its activities in the LYDP of the LGU. DSWD Field Office ▪ To extend technical assistance and regularly monitor youth program.
