1937 Elections and Congress Ministries

Election
 TheGovt announced to hold elections to the
provincial legislative Assemblies
 There were 1771 seats to be filled by these Elections
 Botheparty had rejected the Act of 1935, but still
they decided to contest
 Theresult of the Elections were Shocking for All
India Muslim League
 Congress got clear majority in five provinces
Election Result
 The Muslim League won only about 21% Muslim seats
without winning majority anywhere, Bengal, Punjab,
NWFP, and Sindh.
 Congress formed governments in 6 provinces.
 They adopted oppressive and tyrannical rule
 The ministries were not accountable to the parliament
 theyreceived instruction, which were answerable to
congress high command
 A parliamentary committee was set up to deal the work of
all legislatures in the provinces
Congress Atrocities on the Muslims
 TheCongress began its rule by imposing its will on the
Muslims
 The Muslim were forbidden to eat beef.
 Severe punishments were awarded to those who
slaughtered the cow
 A systematic policy was adopted to erase the Muslim
Culture
 Hindi was enforced as official language in all provinces
 Bande Matram was adopted as national Anthem
The Congress Ministries
 The Wardha Schem was adopted, it aimed to develop a
high respect among the young youth about the Hindu
heroes and religious leaders
 Hoisting a three coloured Flag
 Organized attempts were made on Muslim lives and
property
 WiddiaMandar Scheme was introduced to erase the
Muslim Culture
End of the Congress Rule
 The 2nd world began in 1939
 Govt appealed to all political parties for assistance
 Congress put the following conditions for cooperation in war :
 Explain the objectives of war
 The govt allow the legislature to draft the constitution
 The viceroy should enjoy the support of the central Assembly
 The Govt could not accepted these demands
 To put more pressure on govt, the congress announced to resign
from ministry
The Day of Deliverance

 The two and half years of the congress rule was a bitter
and painful experience for the Muslims of India
 Quaid-e-Azam appealed to the people to observe the day
of Deliveranve on 22nd Dec, 1939
 Celebrated the day with happiness
The Cripps Mission, March 1942
 The constitutional proposals for seeking Indian
cooperation for war efforts:
 Dominion status
 Indian constitutional body to frame constitution
 Princely states would be represented.
 The Govt of India Act shall be remain in force till the end
of war
 The recommendations would be implemented only both
parties accept them unanimously
