TheGovt announced to hold elections to the
provincial legislative Assemblies
There were 1771 seats to be filled by these Elections
Botheparty had rejected the Act of 1935, but still
they decided to contest

Congress got clear majority in five provinces

The Muslim League won only about 21% Muslim seats
without winning majority anywhere, Bengal, Punjab,
NWFP, and Sindh.
Congress formed governments in 6 provinces.
They adopted oppressive and tyrannical rule

Govt appealed to all political parties for assistance
Congress put the following conditions for cooperation in war :
Explain the objectives of war
The govt allow the legislature to draft the constitution
The viceroy should enjoy the support of the central Assembly

To put more pressure on govt, the congress announced to resign
from ministry
