RATIONALE:

DepEd launches the Oplan Kalusugan sa Department of Education (OKsaDepEd)


thru DepEd Order No. 028, s. 2020 which is the convergence of DepEd health
programs, plans, policies, and activities for its effective and efficient implementation at
the school level, in partnership with various stakeholders. OKsaDepEd focuses on
DepEd’s major school health and nutrition programs specifically the School-Based
Feeding Program (SBFP), National Drug Education Program (NDEP), Adolescent
Reproductive Health Education (ARH), Water, Sanitation, and Hygiene (WinS), and
Medical, Dental, and Nursing Services.

Recent reports on OKsaDepEd showed that the most common ailments on oral
health as reported by school dentists are dental caries and gingivitis. Persistent dental
pain and infection may lead to poor attention, distraction inside the classroom, and
absenteeism affecting learning outcomes and productivity.
RATIONALE:

To address the high prevalence of dental caries and other health problems during
the time of pandemic, the Department has deemed necessary to provide basic
preventive and curative health services among the learners and personnel through the
implementation of the School Dental Health Care Program (SDHCP) in line with the
Basic Education-Learning Continuity Plan (BE-LCP) thru DepEd Order No. 041, s.
2020.

Given the novelty of the disease, no cases of SARS-CoV-2 transmission in a dental


setting are identified yet. However, given the high transmissibility of the disease and
considering that routine dental procedures which generate aerosols, during the course
of pandemic, alterations to the dental treatment should be considered to maintain a
healthy environment for the patients and the dental team thru Regional Memorandum
No. 563, s. 2020.
FACTORS TO CONSIDER:
1. The incubation period of the virus is believed to be up to 14
days; and transmission from asymptomatic COVD-19 carrier
is possible (Bai et al.,2020; Guan et al., 2020; C.-C Lai et al.,
2020)
2. Aerosol and fomite transmission of SARS-CoV-2 is plausible
(van Doremalen et al., 2020)
3. Although it is unclear yet, COVID-19 recusancy might be
possible and some various strains can be present in saliva for
as long as 29 days (Barzon et al., 2016; D.Chen et al., 2020;
Zuanazzi et al., 2017
4. Some confirmed COVID-19 carriers might need urgent dental
care at some point

With that, the DepEd Region 1 hereby adopts the Regional
Policy Guidelines for Managing Patients Availing of Dental Care
Services during COVID-19 Pandemic. It facilitates the safe return
of learners, teachers, and personnel to schools/CLC offices, at the
time and to the extent as will be allowed by the DOH, the IATF, or
the President. This policy guidelines shall be used by the DepEd
Region 1 Dental Health Personnel and other concerned personnel.
This aims to control the possibility of cross contamination in our
dental practice, thus still ensuring an effective implementation of
oral health programs for K-12 learners in all public schools and all
DepEd personnel.

AND ACCESSIBLE DENTAL CARE DURING THE PANDEMIC.

A. ONLINE COMMUNICATION
Dentist shall create a district group chat for schools designated
in their area to reduce contact and potential transmission.

B. PATIENT SCREENING
All patients availing dental care services shall secure the
following forms which will be available at school thru the School
Clinic Teacher;
1.Teledentistry Form A ( Consent Form)
2.Teledentistry Form C ( Patients Screening Form- T&NTP)
3.Teledentistry Form D ( Patients Screening Form – Learners)
4. Teledentistry Form E ( Parents Consent Form – Learners)
Then notify the Dentist for the scheduling of online interview or
phone calls.

C. PATIENT CATEGORY (Triage Care Prioritization)


After online screening, dental treatment is classified according
to the severity of the case and the degree of procedure
invasiveness and risk.

c. Non-Emergency Dental Procedure

E. PARENT, PATIENT CONSENT AND SCREENING

Health screening of all learners, teaching and non-teaching


personnel before dental treatment shall be imposed. This could
play an important role in curbing the spread of COVID-19.
Parent and patient consent shall also be handed a day before
treatment.
