Consortium between:
EP Petroecuador and EP UPSE
PROJECT OBJECTIVE:
Delegate the partial operation of Cautivo Refinery
from La Libertad to EP UPSE for Petrochemical
research and development.
The equipment and facilities will be made by private
investors.
 SUMMARY ANALYSIS

• The consortium will permit us to start a basic

petrochemical project at the Cautivo Refinery.
• Ecuador is a net importer of petrochemical products,
having imported millions of dollars annually in basic
products, polyethylene and polyvinyl chloride being the
most imported products.
• We are also fertilizers importers.
• Ecuador imports an overage of 280,000 tons of Urea
annually (777 tons/day; the country requires 1500
tons/day).
 According from Ecuador Central Bank data (BCE): total imports during 2020
were $16,986.8 million dollars FOB

 1. The Public Company EP UPSE creates a Petrochemical Unit.
2. Petroecuador delegates the partial operation of El Cautivo
refinery to EP UPSE for the project.
3. The Unit would be in charge of analyzing the raw material that
the refinery would have to provide for the project.
4. Calculation of available raw material and define the products to
be processed.
5. Location for the processing plant and the basic engineering
PETROCHEMICAL project.
6. Invitation APROQUE members and Plastics Association to
PROJECT STAGES participate in the project.
7. At the same time, talks would be held with possible investors.
8. Invitation to investors to visit the refinery and project
presentation.
9. Definition of detailed engineering.

1. May 2-10 /2022.- Signing EP Petroecuador - UPSE EP

agreement.
2. May 24 – 30.- EP Petroecuador delegates El Cautivo refinery
for the project.
3. May 2 – 15.- The EP UPSE will initiate the project outlines.

held at the NRG Center, Houston, USA. In this expo we will
invite potential investors and present the project.
 7. November 9 – 11 “ECUADOR OIL & POWER 2022” Participation to
officially launch the project for which we would invite other potential
participants in the project.

8. November 9 - APROQUE and the Plastics Association will be invited to
participate in the project.

9. November 10 - At the same time, will be contacted possible investors.
11. November 11 - Invitation to investors to visit the refinery.
