10. Clear logic and structure in arguments/analysis from aim/purpose/problem to results

Overall while I appreciate the work of the authors in this manuscript, the
presentation of the results and implications of the work are not compelling….
The authors generalize their finding to perceptions of SBA nationally, but have
little evidence to support these assertions. Additionally, while the Q-Method is
fine to understand some of the rank-ordered perceptions of the issues on SBA in
this school, the authors over generalize on a sample of 72, performing many
different statistical analyses that go beyond the recommendations of Q-
method, which they do not have the statistical power to support. (reviewer-1)

 Theoretical Framework: this part is too direct and not giving much evidence
from research have been done in Malaysia or other countries about mathematics
teaching, teachers' perception or about school based assessment. Rather the
author(s), approach this to more general ideas about educational change; which
also not trying to make it relevant with support from literature review that
have connection with it. (reviewer-2)
