LOCAL RESOURCE UTILIZATION

RESOURCE

Resource can be defined in many different ways, here are the most common definition given
to it;
 available source of wealth; a new or reserve supply that can be drawn upon when needed.
 a source of aid or support that may be drawn upon when needed.
 Something that one uses to achieve an objective, e.g. raw materials or personnel.
UTILIZATION: the action of making practical and effective use of something.
WHAT IS RESOURCE UTILIZATION?

 Resource utilization is the process of strategically measuring how


effective resources are.
 Resource Utilization is about an organization getting the resources
that are needed to be able to do the work it has planned.
 Resource utilization is the measure of how much of your available
resources you are currently using.
LOCAL RESOURCE

 The term "local resources " refers to financial and non-financial contributions to
community improvement projects from local sources, including individual
citizens, local government, businesses, institutions or other actors.
  Local resource may be tangible as well as intangible substances. Anything
satisfying human wants can be termed resource—be it tangible or not. Local
resource may be abundant like sunshine, air etc.

UTILIZATION

 Local resource utilization is the use of a source of supply from a


municipal or regional area, which can be readily drawn upon when
needed.
 Local resource mobilization is one of the ways of giving opportunity to
community members to participate in their own development and reducing
dependency ratio on foreign aid.
 Local Resource utilization describes the activity of finding new ways of
engaging resources in the local environment (i.e. funds, people, goods and
services) to support an organization and make it self-sustaining.
Why local resource utilization?

 Resource utilization allows for projects to be managed with better visibility, meaning the
risk of oversights is reduced drastically.
 The use of resources to their maximum potential yield.
 Effective utilization of resources maintains productivity.
 Sense of ownership, Building social capital, Sustainability, Independence
What is resource-efficient urban area?

 Like living organisms, urban areas require natural resources, energy, raw
material, food and goods to sustain the daily life of their inhabitants and their
economic activities.
 To make cities more resource-efficient, different but inter-dependent components
of the urban system, such as energy, housing, transport, waste management,
public spaces, and green areas, need to be changed simultaneously.

Principles of local resource utilization

1.Principle of allocation: 
 Always try to allocate the right resources for right tasks. Don’t just assign the tasks to the resources. Always
match the resource capability and interest with the task and then do an assignment. Know your resource and
his or her interest, Then figure out which task motivates him or her the most. Assign that task only to him or
her to keep your resource production.
2. Transparency-: 
 With respect to decisions about allocation, it is important that the reason why a person or firm was allocated
a resource and equally, why another was not; be clear to both. Open transparent and competitive market
linked processes are more likely to make this happen.
3. Effectiveness-:
 For ensuring optimum utilization of resources, effectiveness in exploration, extraction and regulation is key
principle.

4. Principles of team management: 


 Bring the sense of collaboration among team members. So that all the resources come to the common
platform of understanding. This will foster productivity & creativity and eventually decreases the
chances of errors. Real time feedback to the team will enhance their confidence and commitment. 
5.Optimization
Maximizing utilization involves planning a project, allocating resources according to their skills,
ensuring the availability of resources, and effectively using resources to their best ability.
6. Sustainability-:
 Sustainability is perhaps the most multi­faceted concept among these five. Three
identifiable facets are –Environmental, Social and Inter­generational.

 Environmental permits are often viewed as impediments to development, but they are
also necessary to prevent irreversible damage to ecosystems and are thus necessary for
preserving long-term development opportunities.
 The social facet of sustainability has two aspects to it –Relating to local populations
affected by the activities related to natural resource extraction; and relating to equity
between the Union and the states.
 Finally, there is the concept of intergenerational sustainability. The rate of resource
extraction cannot be based solely on the needs of the current generation; these resources
are limited and valuable and hence the benefits must be distributed between immediate
consumption and future use.
Conclusion

 As future generations will have to deal with the potential negative effects of decreased resource
availability and environmental damage caused by us, their needs for such resources may be
even more than ours.
  Another reason to delay the extraction of natural resources is technology. If the choice is
between extracting and using resources inefficiently right now, or effectively later, it may make
sense to delay extraction until the technologies are sufficiently developed.
 By the various problems that are happening and that could happen in the future, Local resource
utilization can decrease the impact of resource scarcity. It has a multi-dimensional positive
impact on local resource so we need to develop the methods of local resource utilization.
 local resources utlization mainly helps for the improvement of the socity and it has signficant
change on the socitie’s way of life.
A Proposal for sustainable solid waste a nd water treatment and
utilization in Addis Ababa, Ethiopia

Introduction
Ethiopia is a rapidly urbanizing country. The high rate of urban growth and increasing urban population density exerts a
rising pressure on physical urban infrastructure in particular in major cities. The inadequacy of urban infrastructure
including water, sanitation and energy are major constraints reducing Ethiopia’s competitiveness, quality of life and
future development perspectives.
According to studies, on average 550 tons of municipal solid waste is collected in Addis Ababa per day.
Thus, there is an urgent need for reduction, reuse and recycling measures.

 We proposed the Plan “Developing Addis Ababa – an Environmental City” and are committed to
developing the city into a “green” city. Furthermore, we suggest to apply technology of recycling, energy
generation and producing products from useful composition in solid waste when selecting solid waste
treatment technology. In this context, Addis Ababa is will try to pursue a sustainable solid waste strategy.
 In order to find an adequate solution for sustainable solid waste treatment for Addis Ababa City our Project has
proposed Sustainable Sanitary Landfill to Energy System – an appropriate technology for landfill gas
collection and electricity production (waste-to-energy).
 We intended to apply this concept to the New Landfill, which will enable the city to protect the environment,
produce energy or compressed biogas and other valuable products from waste, as well as achieving sanitary
landfill sustainability. Another option under observation is the recycling of the majority of the waste practiced
by a private enterprise.
Project Description

 The aim of the project is to improve municipal solid waste management of Addis Ababa with a
sustainable approach.
 This project has proposed the following solid waste management method for Addis Ababa city
in consultation with the Partners from Department of Environment and Natural Resources,
Environmental Protection Agency
 “Sustainable Sanitary Landfill to Energy System for Koshe Landfill of Addis Ababa City”
 New Task Force will officially be created by the People’s Committee of Addis Ababa City and a
Memorandum of Understanding will be signed to formalize and structure the cooperation
between the Project and community.

 A preliminary feasibility study on Sustainable Sanitary Landfill to Energy


System will be conducted in Koshe landfill. Following this model, Addis Ababa
solid waste management can be improved by applying this concept to the
New Landfill, which will enable the city to produce energy or compressed
biogas and other valuable products from waste, as well as achieving sanitary
landfill sustainability. The Sanitary Landfill to Energy concept will allow for
a better control of the landfill affects to the environment than the open
dumping site and the technology is more appropriate than burn.

 Private company invested in MSW recycling: Ethiopian Environment Company
Target groups: Are residents near Koshe Landfill area in particular as well as decision-
makers and the population of Addis Ababa City.
Methodology

 The private-invested recycling plant near Koshe Landfill will be built and start its operation. Solid waste will be separated
into 3 main components: nylon; organic waste; soil, stone, debris and glass. After that, nylon is used for producing oil.
Organic waste is used for producing bio-coal and bio-char. Soil, stone, debris and glass are used to produce adobe brick.
Financing Mechanism
 As the municipality budget is limited, it is recommended that Addis applies a step-by-step investment strategy.
1.Invest in the land preparation in the first year of implementation,
2.Accumulate sufficient amount of gas and invest in energy production in the second year,
3.The third year and onwards invest in further cells preparation and expansion, as well as increase capacity for energy
generation.
 Therefore, the actual investment cost would depend on the city authority’s decision on investment phases.
Expected Results (Impact)

 Reducing negative environmental impact by decreasing the amount of methane released


into the atmosphere and less open space helping also to reduce dour and leachate, and
insects.
 Land can be rehabilitated and reused and therefore increases landfill sustainability.
 Addis Ababa Municipality is able to produce either CBG for consumption or sale –
generating income for the Municipality or Addis decides to generate electricity from
biogas.
 Improvement of Addis Ababa city image as a clean, green and worth-living city in Addis
Ababa.
