Subject
The New Guidelines for Mandatory Certification of Portland
Cement and Blended Hydraulic Cement with Pozzolan
covered by PNS 07:2005 and PNS 63:2006, respectively

Scope
This implementing guidelines shall cover the mandatory
certification of portland cement covered by PNS 07:2005 and
blended hydraulic cement with pozzolan covered by PNS
63:2006

Effectivity
16 June 2017

• For safety, traceability and accountability purposes, only


cement sourced from foreign cement manufacturing plant(s)
holding a valid PS License shall be permitted to be
imported into the country.

•ICC shall be required for all cement importations except


those imported by cement manufacturers with an operating
Integrated Cement Plant/s (ICP) in the Philippines. For
these manufacturers, they must use the same brand
name/s as reflected in their local PS license.

What is an Integrated Cement Plant (ICP)?


It is an integrated facility that prepares the raw mix, feeds it to
the pyro-processing (kiln) to produce clinker, and then grinds the
clinker from the kiln system into various cement products using
cement mill(s). – Clause 2.4 of DAO 17-05:2017)

•All cement products imported by manufacturers with an


ICP shall apply for an exemption per shipment per Bill of
Lading basis.

PS Application

•If the application is a foreign-based manufacturer, for


purposes of accountability, the application shall be filed by
its local branch/representative office/representative
agency duly registered in accordance with Philippine laws.

•DTI RO/PO shall receive and process application for PS


license subject to evaluation by BPS.

ICC Application

• ICC application may be submitted to BPS or through the


nearest DTI RO/PO subject to evaluation by BPS

•Importers must be duly registered with SEC or DTI and


have a minimum paid in capitalization of PhP 20 Million.
(Articles of Incorporation, Mayor’s Permit, or the audited
financial statement for verification)

•Posting of surety bond on a per application basis


equivalent to ten percent (10%) of the declared value in
Philippine Peso is now required. To verify the declared
value, please refer to the Import Entry and Invoice value
in PhP.

ICC Application

•Samples shall be drawn in the Philippines either from the


port of entry area, importer’s declared warehouse, or silo.
Definition of warehouse:
Warehouse is a secured and covered premises built purposely for
storage of products/goods. (Clause 2.5)

•Requirements, procedures and processing of ICC


application are governed by existing applicable DTI Rules
and Regulations.

•Product testing may be done either in the Philippines or in


other country provided that the testing laboratory is
accredited by an accreditation body that is a signatory to
regional/international agreements entered into by the
Government of the Republic of the Philippines through DTI.

Each bag of Portland cement shall be permanently marked


directly in at least one face with the following:

1.Name and address of manufacturer


2.The name and address of importer, if applicable
3.Country of origin
4.Type of portland cement
5.Trade name or brand name
6.Trademark
