DO’S AND DON’TS


Do’s
1. Wear proper attire on examination day (i.e. NOT in
sleeveless shirt/blouse, or shorts/short pants, or tokong
pants, or ripped jeans, or slippers).

2. Be prompt.

3. Familiarize yourself with and FOLLOW STRICTLY the


Directions for Administering the examination (Manual on
administering the examination).
4. ALWAYS KEEP CLOSE WATCH OF THE EXAMINEES
particularly those not answering the test at all but are merely
reading the test items. Such examinees might only be
intentionally reading the test items to memorize them. In any
such case, immediately call the attention of the examinee/s
concerned. Be also watchful of examinees cheating by
looking at others’ answer sheet and copying answers, using
crib sheets, and such other unusual actuations.
5. Be vigilant and exercise utmost diligence to safeguard the
integrity of the examination. Report any untoward (unusual)
incident/irregularity to the Supervising Examiner (SE), and
write/document the same, including any change, particular
instance or action taken relating to the conduct of the
examination, in the Examinee Attendance Sheet and Room
Examiner’s Report. (Note: SE should report any incident to
the Chief Examiner (CE), the CE to the Regional/Local
Examination Committee, and the REC to ERPO, CSC.)
6. Instruct examinees to use BLACK BALLPEN only for all
entries (written and shaded); pencils are not allowed.
Don’ts

1. DO NOT USE CELLULAR PHONES AND TABLETS


(texting, browsing, making and receiving calls, surfing the
internet, taking pictures/video, doing selfie, etc.), image
capturing devices, earphones, or any other similar gadgets
during the examination. Any such devices should be turned
off, or in silent mode, and kept inside one’s bag.
2. DO NOT TAKE PHOTO/PICTURE/VIDEO of any
part/section of the Test Booklet, Answer Sheet, or any
examination related forms/materials (such as but not limited
to Picture-Seat Plan, Examinee Attendance Sheet, Room
Examiner’s Report, Manual/Guide on administering the
examination) regardless of whatever circumstance or
purpose, and/or of examinees and testing venue/room,
and/or of “selfie”, before, during, or after the examination
and posting them in the social media.
3. DO NOT READ THE TEST BOOKLET, OR ANY OTHER
READING MATERIALS (e.g. newspapers, magazines,
pocketbooks and the like) during the examination.

4. DO NOT ENGAGE IN UNNECESSARY TALK (i.e. chat)


with your room co-examiner, or with examiners from other
rooms during the examination.
5. DO NOT ENTERTAIN any questions from or give
comments/interpretations to examinees that relate to the
test questions or any parts of the test booklet, including test
proper directions/instructions.

BEFORE THE TEST PROPER
Preparatory; Receipt Of Non-confidential Test Materials

• Arrive at the Testing Venue, report to the Supervising


Examiner for room assignment, and submit/present the
following documents:

1. Duly accomplished Health Declaration Form;


2. Certificate of Consent as appropriate; and
3. Based on vaccination status:

- Proof of Full Vaccination i.e., Vaccination Card/Certificate


in original, or digital copy (for the fully vaccinated); or

- “Negative” RT-PCR/Saliva/Antigen test result (for the


partially vaccinated, and the unvaccinated).
• Proceed to the assigned room and do, as follows:

 Inspect the cleanliness and readiness of the room


(ensure that windows are open; lights are functioning
and turned on including electric fans, if any)

 Ensure that a table with one (1) chair for the proctor and
two (2) chairs for the examinees are placed in front of
the room for the accomplishing of forms, the set-up of
which should be at a physical distance of at least one
(1) meter from the first row of examinees’ seats.

 Check and ensure arrangement of chairs (as far as
practicable, excess chairs should be placed outside the
room) according to the room layout, with at least 1 to
1.5-meter distance in between. [Room Examiner]

 Ensure that the chairs have stable stands, and have


arms suitable for convenient writing (replace defective
chair/s with extra ones as applicable). [Proctor]
 Post/Write on the board relevant exam information as
well as illustrations on filling out the exam forms

in 5 rows by 5 columns. The seats shall be numbered in a “snake-like”

19. 2 pcs black ballpen (for possible use of
examinees/examiners)
20. Pair of scissors, or cutter (for unsealing of plastic bags
of AS/TB)
21. Sufficient amount of masking tape, or scotch tape, or
double adhesive tape (for posting of pre-printed illustration
materials on the board, if any)

22. White board marker, or chalk (for writing relevant


information on the board, as applicable)

23. Staple wire remover (for detaching of 2 extra photos


from the Application Form, or as applicable)
• Wear Room Examiner/Proctor ID card
• [Proctor] Number the AS from 1-25 (or depending on
the number of AS assigned for the room) on the upper
right-hand corner using pencil. The numbers will
correspond to the sequence or seat number of the
examinees in the EAS.
• Number the PSP in a spiral manner, similar to the room
layout (as applicable)
INGRESS OF EXAMINEES AT THE MAIN
ENTRANCE/GATE

• Examinees shall be required to wear proper attire on


examination day. For this matter, SLEEVELESS
SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG
PANTS, RIPPED JEANS, and SLIPPERS ARE NOT
ALLOWED. Long hair (for both male and female) must
be tied in “ponytail”.
• NO FACE MASK, NO ENTRY TO TESTING VENUE.
FACE MASK SHALL BE WORN AT ALL TIMES,
EXCEPT AS OTHERWISE ALLOWED. Nevertheless,
Those who may still prefer using face shields for added
protection against COVID-19 may still do so.
• At the main entrance/gate, arriving examinees shall
observe physical distancing of at least 1 meter from
each other as they queue.

• Examinees shall go through thermal scanning, and their


pre-accomplished Health Declaration Form (HDF) and
physical condition shall be initially checked.
ONLY the following examinees shall be ALLOWED to
enter the testing venue:
1. With Temperature of less than or equal to 37.5 degrees
Celsius (≤37.5oC); and
2. Are Not manifesting/exhibiting any COVID-19
symptom/s; and
3. Did not answer “yes” to any of the questions in the HDF;
and
4. Based on vaccination status:
4.1 With Proof of Full Vaccination i.e., Vaccination
Card/Certificate in original, or digital copy (for the fully
vaccinated); or
4.2 With “Negative” RT-PCR/Saliva/Antigen test result (for
the partially vaccinated, and the unvaccinated).
ADMITTING THE EXAMINEES

Note: The Room Examiner starts admitting examinees as


soon as non-confidential materials have been received
from the SE, provided that the chairs have been properly
arranged and numbered. This is to minimize instance of
examinees loitering along the corridors outside their
respective rooms while waiting to be admitted.
The Preliminary Activities (Documentation) should start by
7 a.m. (refer to the Manual on Administering the
Examination for applicable scripts to be read aloud).

Physical distancing of at least 1 meter from each other


shall be observed by examinees while queuing to be
admitted to the testing room.
CLOSING TIME OF MAIN GATE/ENTRANCE

Closing of testing venues’ main gate/entrance shall be


implemented at 7:45 a.m.

Examinees that arrive later than 7:45 a.m. shall NOT be


admitted.
• [Room Examiner] Stay at the back door of the room to
admit examinees with the copy of the EAS (without
examinee number) and Application Forms
Require each examinee to present the following:

a. Original I.D. card/document (preferably the same I.D.
card/document submitted during filing of application)
b. Proof of Full Vaccination i.e., Vaccination
Card/Certificate in original, or digital copy (for the fully
vaccinated)
c. “Negative” RT-PCR/Saliva/Antigen test result (for the
partially vaccinated, and the unvaccinated)
(note: RT-PCR/Saliva test should be undertaken within 72
hours prior to exam day, while Antigen test should be not
earlier than 6 a.m. the day before the exam date.)

d. Original Birth Certificate issued by the Philippine


Statistics Authority, or the Local Civil Registry (only if I.D.
card has no date of birth)
(To be COLLECTED from examinees):

a. Duly accomplished Health Declaration Form (pre-


accomplished not earlier than one day or within 24 hours
prior to exam day)

b. Duly accomplished Certificate of Consent (only if not


submitted during filing of application)

Note:
1. In case of loss or unavailability of the I.D. card
presented during filing of application, the examinee must
present any of the other accepted I.D. cards for civil
service exam (refer to attached list of accepted I.D.
cards/documents for civil service exam), which is
preferably valid (not expired).
2. The NO I.D., NO EXAM policy still stands. As such,
examinees shall still present I.D. card/document for
admission on exam day. However, on a case-by-case
basis and subject to the sound discretion of the
REC/LEC/CE, examinees without I.D. card/document on
exam day but with application receipt may be admitted,
provided that, the examinee's identity can be established
through the photocopy of the I.D. attached to application
form, the photos, and the application receipt.
3. Photocopy only of I.D. card, or cellphone photo of I.D.,
shall not be accepted.

4. All other I.D. cards not included in the list (of accepted
I.D. cards) shall not be accepted.

5. As a last resort, expired I.D. card may be presented for


admission on examination day, provided that, the expiry
date of the I.D. card is within the preceding months of the
year reckoning the date of examination.
• Check and ensure that the names of the examinees are
included in the EAS

• Establish the identity of the examinee; Require the


examinee to remove temporarily their face shield (if
any) and face mask, and compare the examinee’s
actual face against the photographs in the I.D. card
presented and the Application Form.
• Make sure that the examinee is the same person as the
one appearing in the photographs affixed in the
documents. (If you doubt the identity of the examinee,
proceed with the next step but report the matter later to
the Supervising Examiner)

• Once identity is established/ensured, the examinee


shall immediately wear back his/her face mask and face
shield.
Note:

Female examinees wearing Muslim covering/clothing, e.g.


Hijab, Abaya or Niqab shall be allowed to take the test.
Hijab is a head covering worn in public by some Muslim
women
Abaya is a full-length, sleeveless outer garment worn by
some Muslim women
Niqab is a veil worn by some Muslim women in public,
covering all of the face apart from the eyes).
Note:

For female examinees wearing Muslim covering/clothing,


when in doubt, assign a female CSC staff or a female
Room Examiner/Proctor to verify the identity of the
examinee in a designated area/room where the covering
may be removed or at least enable the female CSC staff
or the Room Examiner/Proctor to verify the facial features
of the examinee.
• After identity has been duly established, return to, and
collect from, the examinee the appropriate documents
as listed in Item 1 above.

• Detach the 2 extra pictures from the Application Form


and give them to the examinee (as applicable)

• Direct the examinee to the Proctor


• Upon entering the testing room, INSTRUCT the examinees to
do the following before occupying their assigned seats. [Proctor]

a. Put ALL their personal belongings, including mobile phones


(turned off or in silent mode), timepieces that are smart phone/with
camera and/or calculator, all other gadgets/electronic devices, I.D.
cards/documents, and water bottle/container and biscuits/candies
(if any), inside their bags and place their bags in front of the room.
Hats/caps/headgears (except the hijab/niqab), sunglasses,
jackets, sweat shirts, and other similar clothing/accessories must
also be set aside.
Note:

In cool places such as the Cordillera Administrative Region, examinees need not
remove their jackets/sweat shirts but shall be required to roll the sleeves up to their
elbow.)

Firearms of examinees (if any), and any other harmful/pointed/sharp objects,


should have already been surrendered to the security guard/designated firearm
custodian at the main entrance/gate of the testing venue. If there are examinees
still in possession of such items, require them to surrender the items to the security
guard/designated firearm custodian.
b. Surrender mobile phone/s, including timepieces that are smart phones, with
camera or calculator, and the like (in case the examinee does not have a bag).

Note:

Place surrendered phones inside the plastic bag with zip lock together with the
examinee’s ID card for proper identification in claiming after the examination.
The surrendered phones must be placed inside the drawer of the Proctor’s table
for temporary safekeeping and must be returned to the examinees after they
finish the test.
c. Present, for inspection, water or beverage container and
biscuit or candy wrappers

Note:

Ensure that the water/beverage container and biscuit/candy


wrappers are free from any attached/affixed crib sheet or
any dubious stuff.
d. Pocket out

Note:

Ensure that all pockets are empty of any pieces of paper and all other similar
materials/items, including cellphones (examinees are not allowed to keep their
cellphones in their pockets during examination) and any electronic
devices/gadgets.
e. Roll sleeves up to elbow level, as applicable (Look for
other materials or electronic device attached to their
sleeves, arms or wrists.)

f. Deposit firearms (if any) to the Security Officer of the


testing school/venue

Note:

The ONLY ITEMS that examinees should BRING with them in their SEATS are:
1. Black Ballpen/s;
2. Two extra pictures detached from the Application Form (for examination with
PSP); and
3. Alcohol/hand sanitizer (not more than 100 ml.).

In addition to the above-listed items, examinees of BCLTE/ICLTE are allowed to


bring in their seat, and use, NON-SCIENTIFIC AND NON-PROGRAMMABLE
calculator.
• The RP shall closely inspect examinees’ face mask and face
shield (if any) and alcohol bottle/container, making sure that the
items are completely free of any dubious/suspicious
markings/inscriptions.

• Establish the identity of examinees with possible multiple


applications (Refer to the WATCH LIST provided by the CSC, as
applicable) [Room Examiner]
• The CSC shall assign a female Chief Examiner for
Investigation (CEI) to oversee the overall procedures in
admitting examinees on top of her present duties. Hence,
the CEI shall be briefed on the procedures for admitting
examinees and her new assignment.
PRELIMINARY ACTIVITIES (Documentation)

• Preliminary activities, which should be started not later


than 7:00 a.m., involve the accomplishing/filling out of the
EAS, PSP, and Answer Sheet (AS). In accomplishing
these documents, the examinees shall use ONLY BLACK
BALLPEN for ALL ENTRIES, both written and shaded.
• ON EXAMINEES WITH THE SAME SURNAME

 As applicable, seat far apart examinees with


same surnames, middle names and/or addresses.
Refer to the List of Examinees with the same
personal data provided by the CSC.

 Have one of the examinees concerned exchange


seat with another examinee far enough from the
other relative.
 The exchange of seats should be done before the
start of the Preliminary Activities and before
distributing the Answer Sheets (AS), so that the AS
and Test Booklet (TB) numbers would correspond
to each other.

 Note that the examinees concerned will still use


their original assigned examinee number (EN)
indicated in the (EAS).
EXAMPLE:
 Examinees 1 and 2 happen to be husband (Examinee 1)
and wife (Examinee 2), with assigned EN 100001 and EN
100002, respectively.

 Examinee 2 has to exchange seat with another examinee.


Example Examinee 4 with EN 100004.

In filling out the EN in the AS, Examinee 2 will still use EN


100002 and Examinee 4 will use EN 100004.
 In filling out the PSP, Examinee 2 should write on
Box No. 4 and paste her photo on the same box
while Examinee 4 should write on Box No. 2 and
paste her photo on the same Box.

 The adjustments in seating arrangement must be


reflected in the EAS, PSP and RER.
• As soon as the examinees are already settled in their
assigned seats, including those who have exchanged
seats due to similar names and other circumstances,
preliminary activities may be commenced. Do not wait for
all examinees to arrive before starting the preliminary
activities.
• FOR ROOM EXAMINER/PROCTOR WITH
RELATIVE EXAMINEE IN ASSIGNED ROOM

 In case an examinee in your assigned room is


your relative, report it immediately to the
Supervising Examiner so that you can be
transferred to another room before the test proper
starts.
Note:

Examinees shall not be allowed to take snacks and/or drink inside


the testing room during the preliminaries. However, they may do so
OUTSIDE the testing room, ONE AT A TIME, only upon request and
approval by the RE. This includes taking of maintenance medicine/s
as the case may be.

Examiners (RE and RP) are also not allowed to take snacks and/or
drink inside the testing room during the preliminaries. However,
examiners may take snacks and/or drink OUTSIDE the testing room
ALTERNATELY.
• Introduce yourself and your Proctor, and give instructions
to examinees in filling-out the AS, EAS and PSP as
appropriate (refer to the applicable edition of the Manual
on administering the exam and READ ALOUD
appropriate scripts) [Room Examiner]

Proctor shall now distribute the AS to the examinees in a
snake-like manner as illustrated.

• Distribute Answer Sheets to the examinees, ensuring that
the number on the upper right-hand corner of the AS
corresponds to the seat number of the examinee
indicated in the EAS [Proctor]

• Instruct examinees to fill-out the Title, Date and Place of


Examination and Birthdate using BLACK BALLPEN (refer
to the illustration posted on the board) [Room Examiner]
Have the examinees fill up the upper portion of the
answer sheet using the information written on the
board (use only BLACK BALLPEN).

 Remind examinees that the filling out of Examinee
Number in the AS is to be accomplished in front at
the Proctor’s Table.

(Repeat this instruction from time to time to examinees


who arrived after the orientation on the preliminary
activities.)
Note: In case any examinee arrives while the Preliminary
Activities are already going on, the RE shall attend to
admitting the examinee and have the examinee comply with
the procedural requirements to include depositing of
personal belongings in front of the room. Again,
EXAMINEES MAY BE ADMITTED AS LONG AS THE TEST
PROPER HAS NOT STARTED, or the ‘bell’ has not yet
been rung as the case may be..
• Call 2 examinees at a time to approach the seats in front
of the Proctor’s table bringing with them the AS, black
ballpen/s, and 2 extra pictures (for examination using
PSP) [Proctor]
Note: Examinees will take turns in accomplishing the
Examinee Number portion (of the AS), the EAS, and the
PSP (as applicable) at the Proctor’s table.
• Advise the examinee to copy the EN as indicated on the
EAS on own AS [Proctor]

 Inform the examinees that if any of the wrong data is


not corrected in the EAS, the same mistake/s will
appear in their Certificate of Eligibility if they pass the
examination.

TEST RULES

 Examinees should not leave the room once the test proper has
started, except in cases of extreme necessity and only in the
company of one of the room examiners. “Pocket out” when
going to the comfort room.

 Examinees to use only the spaces on the pages of the Test


Booklet for scratch work. Do not use, as scratch paper, the
side margins and the back page of the Answer Sheet. They are
not allowed to use any other piece of paper for scratch work.
TEST RULES

 Examinees should work on their own. They are not


allowed to communicate with their co-examinees, or
use any aid in answering the test questions such as
calculators; books, dictionaries and any other forms of
printed materials; watch calculators; cellular phones,
tablets and any other gadgets; and all other similar
materials or items. Those who violate these rules will
not be allowed to continue taking the test and their
examination shall be cancelled.

 Examinees are strictly prohibited from tearing any page of the
Test Booklet, making copies of the examination questions and
their answers, comparing or copying notes or answers with and
of others, using crib sheets, and any other form of cheating in
civil service examination. Anyone who violates this
prohibition shall be administratively and criminally liable in
accordance with R.A. 9416.

 Likewise, examinees are NOT ALLOWED to take
photo/picture/video of any part/section of the Test Booklet,
Answer Sheet, or any examination related forms/materials
(such as but not limited to Picture-Seat Plan, and Examinee
Attendance Sheet), and/or of other examinees and the testing
venue/room, and/or of “selfie”, before, during, or after the
examination and posting them in the social media, including
posting or publishing of any test items in the social media, and
other communication/info dissemination platforms.

 Examinees are not allowed to take snacks or drink inside
the testing room during the test proper. But they may do
so outside the testing room, one at a time, only upon
request and approval by the Room Examiner. There will
be no extension of the test proper time.

Just be careful not to get the test materials wet especially
the answer sheet when using alcohol or hand sanitizer.

OR EXHIBITING SYMPTOMS OF
COVID-19 INFECTION DURING TEST
PROPER
In case of examinees who would manifest/exhibit any
symptoms of COVID19 infection DURING the test proper,
the Proctor immediately notifies the Health Monitoring Team
through the SE as practicable.
The RE does the following:
1. Instruct the examinee to stop the test and submit his/her
test materials (test booklet and answer sheet).

2. Account and immediately seal the examinee’s test


booklet and answer sheet in a separate envelope/plastic for
immediate submission to the SE.
3. Properly indicate/report the case/s in the RER, EAS,
PSP, and Report of Untoward Incident. In the Report of
Untoward Incident, those who had close contact with the
examinee (inside and outside the testing room) shall also
be included.
Note: The examinee concerned shall be fetched by the
Health Monitoring Team (HMT) and be taken to the
designated holding/quarantine/isolation area for
assessment and, as appropriate, refer the examinee to the
on-site nurse/medical staff (if any), or to the on-call
nurse/medical staff (if any).
• If there is no on-site/on-call nurse or medical staff, the
examinee shall be required to stay in the
holding/quarantine/isolation area until attended by proper
authorities. For this matter, the HMT shall immediately
coordinate with the nearest health facility and turn
over/indorse the case/s.
HANDLING EXAMINERS MANIFESTING
OR EXHIBITING SYMPTOMS OF
COVID-19 INFECTION DURING TEST
PROPER
• In case of examiners/test administrators who would
manifest/exhibit any symptoms of COVID-19 infection
DURING the test proper, the Health Monitoring Team
(HMT) shall be notified immediately.
• The HMT, in turn, shall fetch the affected examiner/test
administrator and take him/her to the designated
holding/quarantine/isolation area for assessment and, as
appropriate, refer the case to the on-site nurse/medical
staff (if any), or to the on-call nurse/medical staff (if any)
• If there is no on-site/on-call nurse or medical staff, the
examiner/test administrator shall be required to stay in
the holding/quarantine/isolation area until attended by
proper authorities. For this matter, the HMT shall
immediately coordinate with the nearest health facility
and turn over/indorse the case/s.
• Accordingly, the affected examiner/test administrator
shall be relieved of his/her examination duties. For this
matter, the alternate/standby examiner (if any) shall
replace/substitute the affected examiner. Otherwise, the
SE shall assist the remaining examiner.
• The remaining examiner shall properly indicate/report the
case in the RER, and Report of Untoward Incident. In the
Report of Untoward Incident, those who had close
contact with the affected examiner (inside and outside
the testing room) shall also be included.
AFTER THE TEST PROPER
COLLECTING, ACCOUNTING AND SUBMITTING USED

when time limit has been reached (refer to the applicable
edition of the Manual on administering the examination
