About HPCL

● HPCL is a Forbes 2000 company and is also a Maharatna CPSE.


● It owns & operates 2 major refineries which produce a wide array of petroleum fuels & specialties, one of which
is in Mumbai and the other one in Visakhapatnam.
● It has the 2nd largest share of product pipelines in India for transporting of petroleum products along with a vast
marketing network.
● It reported a turnover Rs.2,69,243 crore and a net profit of Rs.10,664 crore in FY 21
● It employs a workforce of over 10,500 employee

CSR Financials
Distribution of funds for 2020-21
HPCL has always spent more than the mandatory CSR expenditure (2% of net profits)
as per The Companies Act, 2013 ● The mandatory spending being 2%,

carried forward to 2021-22 and the same is
available for set-off.
● The monitoring and administration have
been limited to 5% of the total CSR budget
Way Forward
▪ The CSR initiatives are implemented either directly by HPCL or through external agencies including Governmental and Non-Governmental
organizations, major CSR projects undertaken by HPCL undergo third party implementation in line with its CSR policy. HPCL can adopt more
hands on approach instead of partnering with third party organisation to better imbibe the spirit of CSR.

▪ A total of 172 projects/activities were approved during the year in the focus areas of Education, Health Care, Skill Development, Child Care,
Sports, Environment and Community Development. HPCL should focus some more on bigger projects which help synergise efforts and create a
larger impact.

▪ We recommend HPCL to be cautious and not using CSR funds to benefit political parties. The projects should be selected purely on the basis of
Schedule VII.

Some New Project Recommendation:

• HPCL can work on policies to addresses challenges and constraints that impact the rural areas. It can aim to improve agricultural productivity
and raise the standard of living of the farmers in villages. Policies pertaining to rain water harvesting can help the drought stricken villages as
well.

• The company can also introduce certain skill development programmes in order to train the youth in backward districts in motor driving,
welding, mobile repairing, tailoring etc.
