INTRODUCTION
 A regulatory body is a public organization or government
agency that is responsible for legally regulating aspects
of human activity. The role of the regulatory body is to
establish and strengthen standards and ensure consistent
compliance with them.
 Some of them are International level (WHO, UNO,
UNICEF, ICN), National level (INC ,TNAI), State level
(SNC, Universities).
DEFINITION
 The Indian Nursing Council is an Autonomous Body under the
Government of India, Ministry of Health & Family Welfare was
constituted by the Central Government under section 3(1) of the
Indian Nursing Council Act, 1947 of parliament.

 It was established in 1949.

 The council is responsible for regulation and maintenance of a


uniform standard training for nurses, midwives, auxiliary nurses’
midwives and health visitors.

Act Objective:
 An Act to constitute an Indian Nursing Council.
 To establish a uniform standard of training for nurses, midwives
and health visitors.
Indian nursing council act, 1947 provides for constitution and composition of the council
consisting of the following:-

 One nurse enrolled in a state register elected by each state council.


 Two members elected from themselves by the heads of institutions recognized by the
council for the purpose of this clause in training is given:
 For obtaining a University degree in Nursing or
 In respect of a post- certificate course in teaching of nursing and in nursing
administration.
 One member elected from among themselves by the heads of institutions in which health
visitors are trained.
 One member elected by the Medical Council Of India.
 One member elected by the Central Council of the Indian Medical Association.
 One member elected by the council of the Trained Nurses Association of India.
 One midwife or auxiliary nurse- midwife enrolled in a state register elected by each of the state
Councils in the four groups of the state mentioned below, each group of the states being taken in
rotation in the following order namely:
Kerala, Madhya Pradesh, Uttar Pradesh and Haryana.
Andhra Pradesh, Bihar, Maharashtra and Rajasthan.
Karnataka, Punjab and West Bengal.
Assam, Gujarat, Tamil Nadu and Orissa.
 The director General of Health services-1
 The Chief Principal Matron-1
 The chief nursing superintendent-1
 The director of maternity and child welfare-1
 The chief administrative medical officer-1.
 Four members nominated by the Central Government, of whom at least two shall be nurses,
midwives or health visitors enrolled in a state register and one shall be an experienced educational ist.
 AMENDMENTS IN INC, ACT 1947:

GUIDELINES FOR ESTABLISHMENT NEW NURSING
SCHOOL OR COLLEGE IN INDIA APPROVED BY INC:

 No objection/ essentiality certificate from the state government.


 Start nursing Programme will undertake the first inspection.
 Approval from the State Nursing Council and examination board.
 Institution will admit the students.
 The INC will conduct inspection every year till the first batch
completes the Programme.
 Permission will be given year by year till the first batch completes.

Resolutions
 Maximum period for students to complete revised ANM and GNM course is 3 years
respectively.
 Maximum age for teaching faculty is 70 years subject to the condition that he/she should
be physically and mentally fit.
 Admission to married candidate for all the nursing Programme allowed subject to the
conditions that they should produce medical fitness certificate.
 Relaxation of norms to establish M.Sc. (N) programmes as per where at least one batch
students has qualified B.sc (N) Programme. INC resolved apart from these institutions
the super specialty hospitals can also open the M.Sc. (N) Programme. Even though the
institution is not having B.Sc. nursing programmes.
 Relaxation of the student patient ratio for clinical practice1:3 student’s patient ratio
instead of 1:5 student patient ratio.
 To maintain quality of post graduate in nursing, INC solved not to have M.Sc. (N)
programmes through distance education.
 Institution should have its own building within 2 years of establishments.
 Maximum no. of seats 60 can be sanctioned to those institutions which are having
less than 500 bedded hospital. And 100 seats can be sanctioned to those having 500
bedded hospitals.
INITIATIVES BY INC:

 Establishment of Quality Assurance Model(QAM) for monitor standards of


nursing practice and improve care.
 Development of curriculum for HIV/AIDS and training for nurses
 National consortium for Ph. D Nursing was developed.
 MOU (Memorandum of Understanding) signed between INC and Sir
Edward Dunlop Hospital Ltd for advancing the standards of nursing
education and practices in India to meet challenges currently faced by
Nursing.
SUMMARY
CONCLUSION
 Regulatory bodies have responsibilities for monitoring and
approving nursing education. All nursing programmes must
prove that their nursing curriculum prepares graduates to
practices professionally and meet the required standards and
competencies.
