introduction
 The Indian Nursing Council is an Autonomous Body under the Government of India,
Ministry of Health & Family Welfare was constituted by the Central Government under
section of the Indian Nursing Council Act, 1947 of parliament in order to establish a uniform
standard of training for nurses, Midwives and health visitors.

  Indian Nursing Council Act, 1947. Act No. of Year:

ACT NO. 48 OF 1947 Enactment Date: [31st December, 1947.] Act Objective:

 An Act to constitute an Indian Nursing Council.

 To establish a uniform standard of training for nurses, midwives and health visitors. It is
enacted with 17 sections & each section point out the specific legislative role of Council.

Section 3

Constitution and composition of the Council


 1. The Central Government shall as soon as may be constitute a
Council consisting of the following members, namely: -
(a)
 One registered nurse elected by each State Council.

(b) Two
 members elected from heads of institutions recognized by the Council.
(c)
 One member elected by the heads of institutions in which health visitors are
trained.
(d)
 One member elected by the Medical Council of India.
(e)
 One member elected by the Central Council of the Indian Medical Association.
 (f) One member elected by the Council of the Trained Nurses Association of India.

 (g) one auxiliary nurse-midwife enrolled in a State register, elected by each of the
State Councils in the four groups of States mentions each group taken in rotation.

 (h) The Director General of Health Services;

 (i) The Chief Principal Matron, Medical Directorate, General Headquarters;

 (j) The Chief Nursing Superintendent, office of the Director-General of Health


Services;

 (k) The Director of Maternity and Child Welfare, Indian Red Cross Society;

 (l) The Chief Administrative Medical Officer (by whatever name called) of each
State other than a Union territory.
 (m) The Superintendent of Nursing Services (by whatever name called), from each of the States
in the two groups mentioned.

 (n) Four members nominated by the Central Government, of whom at least two shall be nurses
enrolled in a State register and one shall be an experienced educationalist. 

(2) Three members elected by Parliament, two by the House of the People and

the other by the Council of States from among its members.

(3) The President of the Council shall be elected by the members of the Council
for five years, who shall hold office during the pleasure of the Central
Government. 

(4) No act done by the Council shall be questioned on the ground merely of the
existence of any defect in the constitution of, the Council.
Services
 To attend all matters relating to recognition of Nursing qualification awarded by different
university w.r.t INC Act 1947 and regulation there under. The Council stripes to deal such
matters on priority basis so that the decision in these matters are taken at the earliest and
conveyed to the concerned.
 To deal with all matters relating to accord suitability and annual renewal of suitability of
a large number of nursing educational institutions all over India. The Council has made
this work completely online without any personnel interaction which is a big boon to the
institutions who can get the work done without need for any travel to INC office with
bulky documents etc;
 A large number of candidates approach INC to verify the credential of their qualification
which is also an online process done on priority basis. Process by which services can be
accessed:- As indicated above the suitability renewal as well as verification of the
qualification is online process. The institutions/ Candidates can access the services using
there Login ID and password and as such the information will be known only to the
Concerned and not third party
FUNCTION OF INDIAN NURSING
COUNCIL
 Recognizes nurses as separate branch in health services.

 Regulates nursing training throughout the country.

 Recognizes qualifications.

 Seeks information on course of study and training & examination from any
states

 Inspect Schools & Colleges of Nursing. Types of inspection

• FIRST INSPECTION: The first inspection is conducted on the receipt of


proposal.
• RE – INSPECTIONS: Re-inspections are conducted for those institutions, which are
found unsuitable by INC.

• PERIODIC INSPECTION: INC conducts the periodical inspections once the

institution is found suitable by INC.

 Can withdraw the recognition on nursing institutions.

Maintains Indian Nurses Register.

 Has power to make regulations that govern nursing.

Permits title, badge, and uniforms for registered nurses.

Brings out publications


 Granting Suitability to various nursing Institutions in India, through accepting the
online application forms

 Also, the INC is responsible for redressing the grievances of various nursing
institutions in India

 Power to require information as to courses of study and training and examinations

 Similarly, INC has the power to withdraw the recognition from any nursing
institute
 To prescribe minimum standards of Nursing Education and
Training in various Nursing Programmes and to prescribe the
syllabus

 Also, to recognize Nursing Qualification under INC Act and to


withdraw recognition of qualification under the INC Act when an
institution fails to maintain Standards prescribed by the Council

 The INC also Enlists the minimum requirements for the


establishment of various Nursing Programmes
 Likewise, the INC is responsible for prescribing the standard curricula for the training nurses,
midwives, and health visitors, for training courses for teachers of nurses, midwives, and health
visitors, and for training in nursing administration

 Prescribing the standards of examination and other requirements to be satisfied to secure


qualifications recognition under this Act

 INC also holds power for prescribing the tenure of office and the powers and duties of the Secretary
and other officers and servants of the Council

 Prescribing the conditions for admission to courses of training as aforesaid

 
Resolution
o Maximum period for the students to complete revised ANM/GNM Programme is 3
and 6 years respectively.

o Maximum age for teaching faculty is 70 years.

o Admission to married candidates for all the nursing Programme is allowed.

o Relaxation of norms to establish M.Sc.(N) Programme.


o Relaxation of student patient ratio for clinical practice

o Relaxation of teaching faculty qualification to start a B.Sc. (N) Programme.

o To maintain the quality of post-graduate, INC resolved not to have a M.Sc. (N)
Programme through distance education.

o Institutions should have their own building within two years of establishment.

o Maximum no. of 60 seats can be sanctioned to the institutions having less than 500
bedded hospital and 100 to those having 500 bedded hospitals.
Role and responsibility

 initiates, prescribes, guide & supervise the different levels of nursing education.

 It laid down the qualification for the admission, registration & employment.

 It recognizes & approves various institutions for conducting different nursing


educational programs.

 INC sets educational activities in different occasions like Nurses Day, Breast feeding
week, AIDS Day etc.

 It regulates the course duration.


State registration nursing council

Introduction: -

 It is a independent & recognized as a body who can make status & prescribe
low for trained nurse & prospective nurses who are undergoing various
nursing programmes.

 Although it is an independent body but it has to obtained approval from state


government for all the lows passed by it & decision making.

 This council help to maintain a register of the names of professional nurses.

 Registration is must for diploma & degree course in nursing.

 Registration system help to maintain the high standard among the professional
nurses.

 Registration serve as a legal protection to the nurse & also to the public as it prevent
disqualified & incompetent persons to practice nursing.

 The training of nurses, Midwives, Health visitors & ANM’s is to a large extent
controlled by the nurses registration council in the states.
 Registration in the state nursing council is very necessary to be registered in
order to practice officially as a professional nurse.

 Registration council are functional in all the states of India & they are affiliated
to INC.

 Each state nurse registration council maintain a register for names of


professional nurse.

 The name of these nurses are also put in to Indian Nurse Registration Council.

 All the diploma & degree holder nurses have to register With a State Nurses
Registration Council
Function of SNRC

 To inspect school of nursing in their state.

 To conduct examination for GNM & ANM courses.

 To prescribe rules of conduct, take disciplinary actions.

 Registration of nurses & midwives & other.

 Maintenance of register of nurses, Midwives & other.

 To renew registration & upgrade registration.

Procedure of registration: -
 The institution where the student nurse has received education initiates the registration
process after successful completion of the recognized educational course. The SNC issue
diploma to the nurse.

 After that the application for registration is filled through a form which has to be duly filled
along with the certified copy from the training institute stating that she/he has complete the
course successfully

 This form has to be send to the register with the required process fee & a copy of diploma.

 With the registration process, the name of the nurse is entered in the state register maintained
in the council Registration certificate is issued to the nurse which bears the registration
number ensuring that her/his name has been register.
NURSING BOARD
HISTORY
More than 100 years ago, state governments established boards of nursing to protect the
public's health and welfare by overseeing and ensuring the safe practice of nursing in
India. Boards of Nursing are state governmental agencies that are responsible for the
regulation of nursing practice.

TYPES ROLE & RESPONSIBILITY


 To co-ordinate & bring a uniform standard of nursing education.
 To verify the eligibility requirements of the students before each examination.
 To arrange for conducting examination & issuing certificates to successful candidates.
 To prepare the calendar of events at the beginning of each academic year.

 To appoint the examiners before each examination.

ROLE & RESPONSIBILITY


o Enforcing the Nurse Practice Act and nurse licensure.

o Accrediting or approving nurse education programs in schools and universities.

o Developing policies, practice standards & administrative regulations.


UNIVERSIT
  A university is an institution of higher education and research which grants academic
degrees in a variety of subjects and provides both undergraduate education and
postgraduate education.
 

ROLE & responsibility :


Regulation of its own colleges & affiliated institutions.
 Conducting inspection & granting permission for admission.
 Conducting examination & announcing the results.
 Conducting the Graduation, Post-graduation & Doctoral programmes
 Ensuring faculty welfare and development.

 Ensuring student welfare & development.

 Organising various programmes such as book exhibition, job fair,


seminars, conferences, inter college competitions, sport meets, etc.

Statutes relating to Rules of Business of Senate and Syndicate under


section 33(1) of the Act
 

1. SENATE :
 Meetings of the Senate: Meetings of the Senate shall be of two kinds.
(i) Ordinary and
(ii) Special
The Vice-Chancellor shall preside over the Meetings of the Senate. In case of
Vice-Chancellor’s absence, one of the members nominated by the Vice-
Chancellor shall preside at the meeting.
2. SYNDICATE
Annexure to this university notification no. aca/stt-6/97-
98, dated 26.02.98
 Subject to the general directions of the Senate, the syndicate shall have the
power of management and administration of the revenues and properties of the
University and the control of all administrative affairs of the University.
Without prejudice to the generally of the foregoing the Syndicate shall have
the following powers, namely:-
(i) To manage and regulate the finances and all other administrative affairs of the University and
for that purpose to appoint such agents as it may feel necessary and proper.
(ii) To enter into, vary carry out and cancel contracts on behalf of the University.
(iii)To appoint, examiners and moderators and if necessary to change or remove them and also to
fix their fees, emoluments and traveling and other allowances.
(iv) To make arrangements for the conduct of examinations in the prescribed manner.
(v) To receive, acquire, hold control and administer the properties of the university both movable
and immovable and to invest the funds of the University judiciously in
appropriate schemes.
(vi) To cause to be maintained proper accounts of the properties and funds of the University.
3.ACADEMIC COUNCIL :

1. The Academic Council shall consist of the following members namely:
(1) The Vice-Chancellor
(2) The Director of Medical Education
(3) The Director of Indian Medicine and Homoeopathy
(4) Deans of Faculties
(5) Chairmen of the Boards of Studies
(6) Ten professors, nominated by the Vice-Chancellor, by rotation for a
period of one year.
(7) Principals of Ten Colleges, by rotation for a period of one year from
amongst the following Group of colleges that only two principals are
selected from each group.
4. FINANCE COMMITTEE
Composition:
The Finance Committee shall comprise of the following members.
i.
a. Vice-Chancellor
b. Secretary to Government, Health & Family Welfare Department or his
nominee not below the rank of Joint Secretary/ Deputy Secretary.
c. Secretary to Government, Finance Department or his nominee not below
the rank of Joint Secretary / Deputy Secretary.
d. One member nominated by the Vice-Chancellor from amongst the
Members of the Syndicate.
e. One member nominated by the Vice-Chancellor from amongst the Senate
Members.
f. Director of Medical Education.
g. Finance Officer. Secretary.
ii. Registrar shall be a permanent invitee.
