1 Definition

 Organization of the city according to the activities

(residential buildings, work, hobbies);
 Transport improvement;
 Improved social transport;
 The respect environment;
 Improved quality of life.

Urban planning
regulations

 Local Urban Plan (LUP)

 LUP specifications

4
1 Local Plan Urban (LUP)

The destination (trade, housing, …)

Development of the surroundings, location

of constructions

Their dimensions ( maximum height,

Surface throught the intermediary og
the COS)

Parking areas

LUP specifications
A / Zoning
The territory of the municipality is divided into zones which will each be assigned to different uses.
Example for « Issy les molineaux » :
 UL : Wooded and protected areas
 UC : Area reserved for collective housing
 UE : Area reserved for individual accomodation
 US : Mixed zone of housing and commerce

6
B / Footprint
To avoid having the whole of a given parcel completely built, the PLU define a
maximum influence of the constructions on the ground. buildings must free up enough
space for outdoor circulation, terraces and green spaces.
Maximum grip PLU ( % )

For example :

 Building footprint 100

 Plot area 1200

Maximum grip PLU ( % )

7
C / The land occupation coefficient (COS)

Maximum floor area = COS the field’s surface

Floor

For example: On a 500 lot, having a COS of 0.4

Maximum Floor Area = 500 0.4 = 200

8
D / The land occupation coefficient (COS)

The alignment determines the location of the constructions in relation to:

 In the public domain

Public domain
 To neighborhood buildings

Either in constant Either in variable value according to the

value height of the construction
(x meters from the D = H/2
alignment)

III
Planning
persmission for
the establishment
of a projet
 Town planning certificate

 Building permit

 Statement

10
1 Town planning certificate
There are two types of planning certificate :
 In the absence of a specific project to know the applicable town planning rules: the certificate of
simple information
 To know if an operation can be carried out on the ground (without however being able to replace
the building permit): the operational certificate

11
2 Building permit
All construction is subject to an authorization issued by the Mayor: the building permit. Its validity
period is 2 years.
A building permit is required for :

 New constructions with a floor area greater than 20

 All construction work for residential use or not, including constructions without foundations

12
3 Statement

Certain constructions or works of minor importance are exempt from the building permit but
subject to prior declaration, in particular:
1. Structures whose floor area is between 5 and 20
2. Extensions up to 40 made on an existing construction of less than 170
